According to the article in the paper, such disclosure is contrary to existing City policy. I hereby request that the Acting City Administrator, or an appropriate staff member, give a report to the Council on this topic. Please include in your report the following: What is the city policy on disclosure of home addresses of city employees? 2. Is the "policy" written or oral? 3. If written, please provide a copy to the Council. 4. Did any city employees give a list of employee home addresses to Council Member Garofalo? 5. Chapman's Letter of June 18, 1998 — TNR Invitation I have just seen a letter addressed to Ramon Silver, City Administrator, from Mr. Gerald Chapman. In that letter, my name was mentioned, so I thought I would give you the courtesy of a response. Over the past almost four years, I have asked for and used what my office keeps as an active file of those members of our community who might want to know from time to time what was going on in regard to either public improvements, public issues, and/or major non-profit activity that might be of interest. This list, a list that I have added to and subtracted from, is used regularly for such occasions. I used it in cooperation with other Councilmembers last year to gain support for the American Heart Association Ball. It was used again with a Councilwoman in support of the Boys & Girls Club Annual Dinner. I used it recently to communicate issues regarding Juvenile Delinquency, Nude Juice Bar issues, the Pier Plaza Grand Opening, and several other occasions as well. Each time I use the list that is supplied to me by my office, I have modified it regularly because of deaths, moves, etc. I go to the extent to try and purge the names that might not have an interest in the subject of the communication I am transmitting. I will try and do a better job of that in the future. To the matter at hand, a home builder who just completed almost $500,000 of public improvement, wanted to share his private and public investment with those who might have professional, personal, or other related interest. And, of course, it was addressed formally to Mr. Chapman in his public capacity as a Planning Commissioner to an address that is available to the general public. It occurred to me that if a member of the private sector replaced an entire storm drain system west of Main Street, built a new Palm Avenue — east of Main Street, went to great extent to save a dozen 90-year-old trees, agreed to retrofit both sides of Main Street for two blocks with new public lighting facilities, and was asked to replace a water system because lead was found in the municipal water pipes just two months ago, that perhaps those of us on the public side, even us semi -volunteers, might want to see the results of this effort. I also thought that members of the staff might also have an interest. IN Based on the article in the Independent, there are obviously those who do not agree with the philosophy stated above. If one employee was made to feel uncomfortable, I am certainly sorry for that. I am requesting that any name on the list have an accompaning signed notation that: 1. They want to be on the list; 2. The address on the list is the one they want to have on file; 3.
