HomeMy WebLinkAboutRequest to adopt Resolution No. 2015-65 that establishes delDept ID CK 15-007 Page 1 of 2 Meeting Date 11/16/2015 CITY OF HUNTINGTON REACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 11/16/2015 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Joan L Flynn, CIVIC, City Clerk PREPARED BY: Joan L Flynn, CIVIC, City Clerk SUBJECT: Request to adopt Resolution No 2015-65 that establishes delegation of authority for the execution of contracts from department heads to department positions Statement of Issue Pursuant to the established procurement and selection system for the purchase of professional services and other goods outlined in Huntington Beach Municipal Code (HBMC) Chapters 3 02 and 3 03, it is necessary to adopt a resolution that establishes delegation of authority for the execution of contracts from department heads to department positions Financial Impact None Recommended Action Approve Resolution No 2015-65, "A Resolution of the City Council of the City of Huntington Beach Establishing the Delegation of Authority for the Execution of Contracts from Department Heads to Department Positions " Alternative Action(s) Deny recommendation and consider alternative action Analysis Section 613 of the City Charter (Execution of Contracts) authorizes the City Council to designate city officers other than the Mayor and City Clerk to execute contracts Huntington Beach Municipal Code iChapters 3 02 — Purchases of Goods and Services, and 3 03 — Professional Services allows department heads to delegate authority for a staff member within their department to execute contracts on their behalf It is necessary to adopt a resolution that establishes delegation of authority for the execution of contracts from department heads to department positions City department heads were asked to submit the job titles of staff they authorize to act as "designees" for contract execution which is incorporated as Exhibit "A" to the attached resolution Environmentz Not Applicable Strategic Plan Goal Non -Applicable —Administrative Item HB -37- Item 6. - I Dept ID CK 15-007 Page 2 of 2 Meeting Date 11/16/2015 Attachment(s) 1 Resolution No 2015-65, "A Resolution of the City Council of the City of Huntington Beach Establishing the Delegation of Authority for the Execution of Contracts from Department Heads to Department Positions," including Exhibit "A" Item 6. - 2 HB -38- RESOLUTION NO. 2 o 1 5 -6 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING THE DELEGATION OF AUTHORITY FOR THE EXECUTION OF CONTRACTS FROM DEPARTMENT HEADS TO DEPARTMENT POSITIONS WHEREAS, the City Council by ordinance has established a procurement and selection system for the purchase of professional services and other goods and services; and Pursuant to Chapters 3 02 and 3 03 of the Huntington Beach Municipal Code, Department Heads and other authorized officers of the City may, on behalf of the City, enter into contracts for the purchase of professional services and other goods and services; and The authority to enter into such contracts on behalf of the City is given to the Department Head or his or her designee in Chapters 3 02 and 3.03; and The City Council desires to establish the delegation of authority as contemplated by Chapters 3.02 and 3.03 by approving the departmental positions that may act as the Department Head designee for purposes of Chapter 3.02 and 3.03. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1.
