Subject: Agenda Item F-1, Revised 2008 Federal Funding Agenda
Attached is an amended 2008 Federal Funding Agenda.
Two changes have been made.
■ The amount requested for the Beach and Edinger Corridors project was changed
from $800,000 to $1 million. Initially it was thought that we would request funding
for the study. However, the funds requested would not be available until next
year so the request is now directed toward assisting with construction of the
improvements.
■ The other change was removal of the Shipley Nature Center, Blackbird Pond as
an independent request. As we develop the project description, it became clear
that the project fit more appropriately under the Water Infrastructure
appropriation request. It has, therefore, been rolled into that request and
removed as a separate item.

Statement of Issue: Approval of the 2008 Federal Funding Agenda identifying those
projects that will receive the highest focus by the city's Federal lobbyist during the Federal
2007 legislative session.

Recommended Action:
MOTION:
1. Approve the projects as shown in the Draft 2008 Federal Funding Agenda (Attachment
1) as those projects to be the focus of the City's federal funding efforts in 2007.
Alternative Action(s):
1. Amend the list to add or remove projects, or
2. Reject the list and provide further direction to the Intergovernmental Relations
Committee.

Analysis:
At a meeting of the Intergovernmental Relations Committee on February 9, 2007 the
Committee reviewed and approved a list of projects for our federal funding efforts during
2007. The Draft 2008 Federal Funding Agenda evolved from a list of project submitted by
staff. This list was submitted to our representatives at the Ferguson Group, the city's federal
lobbying firm. The Draft 2008 Federal Funding Agenda is the result of several discussions
between staff and the Ferguson Group. It reflects the recommendations from the Ferguson
Group as to the projects they believe have the best opportunity to receive funding during the
current federal legislative session.
The Intergovernmental Relations Committee has reviewed the list and is recommending the
City Council approve the Draft 2008 Federal Funding Agenda as submitted.
