STATEMENT OF OBJECTIVE: It is the desire of the Huntington Beach Public Facilities
Corporation Board of Directors to provide financial assistance in funding the structural
modifications required to make operational the interior pool at the Central Library Facility.
RECOMMENDATION: Request the Huntington Beach Public Facilities Corporation
return to the City construction costs, not to exceed $20,000. These funds shall be used
to cover the costs associated with the structural modifications needed to the interior pool
and fountain at the Central Library.
ANALYSIS: Pool consultants have verified that the interior pools and fountains
underneath the spiral ramp at the Central Library must be properly waterproofed to avoid
subterranean moisture under the fountain through pool leakage. Originally, the plans
called for a roofing material that would not provide appropriate waterproofing.
Consequently, it has been recommended that construction of a structural pool area,
including rebar, gunite, and plaster would insure not only a waterproof pool enclosure, but
protect the surrounding interior foundation from water damage due to pool leakage.
Insufficient funds exist in the Library construction contract to cover the costs, which are
estimated to be $20,000.
FUNDING SOURCE: Huntington Beach Public Facilities Corporation, Construction Fund,
Account No. E-DI-ND-101-7-25-00.
ALTERNATIVE ACTIONS:
1. Find alternative funding for structural modifications to the Central Library Interior
Pools.
2. Do not make structural modifications to the Central Library Interior Pools at this
time.

At the last regularly scheduled meeting of the Public Facilities Corporation Board of Directors,
Ron Hayden, Library Director, provided a status report on the construction of the Children's
Wing.
It is the understanding of this Board, that pool consultants have verified that the interior pools
and fountains underneath the spiral ramp must be properly waterproofed to avoid
subterranean moisture under the fountain through pool leakage. Originally, the plans called
for a roofing material that would not provide appropriate waterproofing. Consequently, it has
been recommended that construction of a structural pool area, including rebar, gunite, and

foundation from water damage due to pool leakage. Mr. Hayden advised that insufficient
funds exist in the Library construction contract to cover the costs, which are estimated to be
$20, 000.
A majority vote of this Board has reflected that the Public Facilities Corporation would be
interested in funding the needed structural improvements to the Central Library fountains if it
is the desire of the City Council. The funding level shall be dictated by the cost of such
construction, not to exceed $20,000.
If this proposed action by the Public Facilities Corporation is in concurrence with the desire of
the City Council, please so advise this Board.
