SUBJECT: APPROVE PUBLIC FACILITIES CORPORATI (PFC) FUND
TRANSFER

Statement of Issue: The Public Facilities Corporation recommended the return of excess
funds to the Library Department to be used for maintenance which the City Council must
approve before the transaction can be accomplished.
Funding Source: General Fund (RAA903) - originating from Public Facilities Corporation
excess funds.
Recommended Action: Approve the transfer from the General Fund (RAA903) of all
excess funds derived from the PFC to the Library Services Fund (Account # 390440) to be
used for Library maintenance.
Alternative Action(s):
1. Deny request and retain funds in the General Fund.
2. Allocate a different amount into the Library Service Fund. E-1�
Analysis: After October, 1997, the PFC will be dissolved, terminating their tenure and
eliminating all fiduciary responsibility. The excess funds, estimated to be $39,000 - $52,000,
will be deposited into the General Fund. On 5/19/97, the Board of Directors approved a
motion to return $39,000 in excess funds to the Library (See Attachment #1 PFC letter). The
motion referenced a memo by the Library Director which identified $95,000 in immediate

maintenance needs of the Central Library and Cultural Center (See Attachment #2 Library
Director's memo). Allocating the excess funds into the Library Service Fund will reimburse
this account for funds already expended for maintenance (such as the sprinkler system
repair) and provide funding for the upkeep of the Central Library and Cultural Center.

Honorable Mayor and City Council Members:
At the regular meeting of the Huntington Beach Public Facilities Corporation on
April 30, 1997, the Board approved a motion to return $39,000 in excess funds to
the City. Therefore, as soon as the Trustee and investments allow, this
transaction shall be made-.
The Huntington Beach Public Facilities Corporation Board will be voting on a
resolution to disolve the Corporation at their July 30, 1997 Meeting. While the
Board is aware that funds returned to the City may not be earmarked for specific
usage, it is requested that the City Council consider for financing the capital item
priority listing as prepared- by Mr. Ron Hayden, Library Services Director
(attached).
The Members of the Board have enjoyed working with the City Council and
thank you for the opportunity to serve the City of Huntington Beach.

Subject: Maintenance Funding Request
There are certain maintenance items which need attention at the Central Library and Cultural Center.
Unfortunately, the budget of the Library or the City does not include any funding for these items. .
Therefore, I respectfully request the Public Facilities Corporation consider reimbursing to the City all
noncommittal funds to be used for this purpose. If you decide to approve my request, your action must
be approved by the City Council. The following is a list of the more important items.
Item Description-Justification Est.Costs
1. Carpeting Some of the carpet within the facility has not been replaced since $25,000
the Library's opening in 1975. Areas such as reference sections,
main level,periodicals,Talbert room, and reading levels are in need
of new carpet.
2. Painting The exterior metal railings are.rusting. They need to be sanded, $5,000
coated and repainted. If this is not done soon, they could begin to
deteriorate significantly.
3. Sprinkler The Library had to expend approximately $5,000 to repair the fire $5,000
System sprinkler and alarm system. In that this was not budgeted, the
funds were used from the existing budget which reduces the amount
needed for regular maintenance.
4. Remodel This room is in need of a new ceiling, repairs to walls, painting and $10,000
Talbert Room carpeting. It has been approximately over twenty years since any of
these items have been replaced/repaired.
4. Resurface There are areas of the pools which are in need of repair. The $50,000
Exterior Pools Library and City have patched them over the years. However, due
to the quantity and condition, Public Works recommends that they
be entirely resurfaced by an outside contractor.
Total $95,000
The PFC noncommitted funds may be insufficient to cover all the above costs. However, the Library
could hopefully address some of these items if all of the current'and future noncommitted funds were
-reimbursed to the City to be used for the above needs.
