HomeMy WebLinkAboutAdopt Resolution No 2015-59 approving a Promotional ProgramDept ID ED15-27 Page 1 of 2 Meeting Date 10/19/2015 ���° 114F2) :7 --U CITY OF HUNTINGTON REACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 10/19/2015 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Ken Domer, Assistant City Manager Kellee Fritzal, Deputy Director, Business Development SUBJECT: Adopt Resolution No 2015-59 approving a Promotional Program providing two hours free parking at The Strand and Main Promenade Parking Garages from November 2-3, 2015, to December 31, 2015 ?X_ Statement of Issue City Council is asked to consider approving a promotional program that would provide two hours of free parking at The Strand and the Main Promenade parking garages to encourage shopping and dining in the Downtown area during the holiday season Financial Impact Potential revenue loss of up to $1,500 to the General Fund (Parking Structure Fund — Account 44040) for the Main Promenade Garage and $1,000 from The Strand (Strand Parking Structure Fund — Account 00712) and unknown impact for increases in sales tax Recommended Action Adopt Resolution No 2015-59, "A Resolution of the City Council of the City of Huntington Beach Authorizing a Promotional Program of Two -Hours Free Parking in The Strand and the Main Promenade Parking Garages Valid November 22, 2015, to December 31, 2015 " Alternative Action(s) Do not adopt the resolution and direct staff accordingly Analysis In an effort to promote the Downtown as a local destination for shopping and dining during the holiday season, the Huntington Beach Downtown Business Improvement District (BID) and The Strand are requesting the ability to provide the public with two (2) hours of free parking at The Strand garage and at the Main Promenade garage from November 22, 2015, through December 31, 2015 The promotion will be valid at each location between the hours of 9 00 AM to 8 00 PM The BID will publish and distribute a coupon via print and social media for the parking promotion Any customer presenting the coupon to the cashier with their ticket upon exiting either structure will receive the benefit The Strand will also advertise the promotion on their website and Facebook page No minimum purchase is required for this program The coupon will not be applicable for valet parking or overnight guest parking at the Shorebreak Hotel Item 5. - I uB -80- Dept ID ED15-27 Page 2 of 2 Meeting Date 10/19/2015 The BID has partnered with the City for the two-hour holiday promotion since 2012, and The Strand participated for the first time during the 2014 holiday season The 2015 promotion represents the first time that the two garages have been included on the same coupon During the 2014 promotion, there was a minimum purchase requirement of $10 for the Main Promenade garage and $20 for The Strand Garage, with 454 coupons redeemed at the Main Promenade garage, for a total impact to the General Fund of $908 This was a slight increase from the redemption of 369 coupons in 2013 and an impact of $738 to the General Fund Use and revenue statistics from the 2014 promotion at The Strand are not available due to the recent change in ownership and management The intent of the program is to encourage shopping and dining at local Downtown merchants, and generate increased merchant sales during the holiday season, thereby increasing the City's sales tax as well At their September 23, 2015, meeting, the Downtown Economic Development Committee approved the recommendation to take this item forward to the City Council for approval Environmental Status Not applicable Strategic Plan Goal Strengthen Economic and Financial Sustainability Attachments) Resolution No 2015-59, "A Resolution of the City Council of the City of Huntington Beach Authorizing a Promotional Program of Two Hours Free Parking in The Strand and the Main Promenade Parking Garages Valid November 22, 2015 to December 31, 2015 " HB -8 1 -
