SUBJECT: Adopt Resolution No 2015-86 approving a promotional program providing two
hours of free parking at The Strand and Main Promenade parking garages
during the Valentine's Day and Presidents' Day weekend
Statement of Issue
City Council is asked to consider adoption of a Resolution approving a promotional program that
would provide two hours of free parking at The Strand and Main Promenade parking garages with
minimum same -day purchase of $10 to encourage shopping and dining in the Downtown area
during the Valentine's Day and President's Day weekend
Financial Impact
Potential revenue loss of up to $2,000 to the General Fund (Parking Structure Fund — Account
44040) for the Main -Promenade Garage and $2,000 from The Strand (Strand Parking Structure
Fund — Account 00712)
Recommended Action
Adopt Resolution No 2015-86, "A Resolution of the City Council of the City of Huntington Beach
Authorizing a Promotional Program of Two Hours Free Parking February 12, 2016, through
February 15, 2016, at the Main Promenade Parking Garage and The Strand Parking Garage "

Do not adopt the Resolution and direct staff accordingly
Analysis
The Downtown Business Improvement District (DTBID) is requesting that the City Council approve
two hours of free parking at The Strand and Main Promenade Parking Garages from February 12,
2016, through February 15, 2016, with a minimum purchase of $10 from a Downtown or Strand
merchant
The intent of the promotion is to generate increased merchant sales during the time surrounding
Valentine's Day when sales may be slower than in warmer months, thereby increasing the City's
sales tax as well as emphasizing Downtown as a shopping and dining destination A similar
promotion to provide free parking at both locations from November 22, 2015 through December 31,
2015, was approved by City Council on October 19, 2015
The City Council previously approved parking promotions in 2014 and 2015 to promote visits to the
Downtown on Valentine's Day weekend As was the case in 2015, the 2016 Valentine's Day

weekend Includes the President's Day holiday on Monday, which has the potential to draw more
people to the Downtown during that weekend
In 2014 the promotion applied to the Main Promenade Parking Garage on February 14 only and
resulted in redemption of 247 coupons The Strand joined the promotion in 2015, which was
extended for a full weekend and resulted in 637 coupons being redeemed during the weekend with
a total fiscal impact of $1,274 Both instances required a minimum purchase This is again
proposed for 2016, with a minimum same -day purchase of $10 from a Downtown or Strand
merchant

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AUTHORIZING A PROMOTIONAL PROGRAM
OF TWO HOURS FREE PARKING FEBRUARY 12, 2016 THROUGH
FEBRUARY 15, 2016 AT THE MAIN PROMENADE PARKING GARAGE
AND THE STRAND PARKING GARAGE
WHEREAS, in order to promote and encourage shopping in the downtown area and
benefit downtown merchants, the Huntington Beach Downtown Business Improvement District
has recommended the implementation of a program to provide two hours free parking on
February 12, 2016 through February 15, 2016 in the Main Promenade Parking Garage and the
Strand Parking Garage,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
The City Council authorizes implementation of a program to be overseen by the
Huntington Beach Downtown Improvement District to provide two hours free
parking in the Main Promenade Parking Garage and the Strand Parking Garage on
February 12, 2016 through February 15, 2016, from 9 00 a.m. to 8.00 p in each
day with validation of a minimum $10.00 same day purchase from a downtown or
Str and merchant.

This letter is to request a special 2 Hours Free parking promotion for the weekend of February
12-15, 2016
The 2 Hours Free coupon has been an effective marketing tool for us This year Valentine's
Day, February 14th, falls on a Sunday The good news for business Monday, February 15th is
President's Day, a day when most schools and many businesses are closed Our restaurants and
shops can promote both Valentine's and President's Day specials for the entire weekend
beginning Friday, February 12th, through Monday, February 15th
We were approved for a similar promotion last year, and there were 637 coupons collected on
Valentine's weekend Like last year, the BID will print vouchers to distribute to our businesses
who can then give to customers who make a minimum $10 00 purchase
We request that this be valid for both the Main Promenade Parking structure and The Strand 6th
Street Parking structure.
Many downtown merchants find that this promotion helps them increase their business and
strengthen their relationships with customers. On behalf of all of these businesses, we thank you
