HomeMy WebLinkAboutAdopt Resolution No. 2015-75 establishing Permit Parking Dis Dept ID Pw 15-066 Page 1 of 2 Meeting Date 11/16/2015 CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 11/16/2015 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Travis K Hopkins, PE, Director of Public Works SUBJECT: Adopt Resolution No 2015-75 establishing Permit Parking District "T" affecting residents on Softwind Drive and Angler Lane in Huntington Beach Statement of Issue Residents on Softwind Drive and Angler Lane have petitioned the City for a permit parking district Financial Impact The provisions of Huntington Beach Municipal Code Chapter 10 42 requires that the residents choosing to participate in the residential parking permit district pay a proportionate share of the cost to establish the district, making the district cost neutral to the City Typical costs include, but are not limited to, installation of signs, curb markings, staff time to issue permits, and administrative costs to create the district The cost to establish this district is estimated at $2,589 Recommended Action Adopt Resolution No 2015-75, "A Resolution of the City Council of the City of Huntington Beach Establishing Permit Parking District "T" on Softwind Drive and Angler Lane Within the City of Huntington Beach " Alternative Action(s) Deny the recommended action Analysis Public Works received a request to implement a permit parking district on the residential streets Softwind Drive and Angler Lane The neighborhood is located between Edinger Avenue and Heil Avenue just east of Springdale Street The residents are requesting permit parking due to the parking impacts experienced on the requested streets and associated disturbances from the multi- family unit tenants located near the neighborhood The residential permit parking has been requested to be in place every day from Midnight to 5 a m As required by Chapter 10 42 of the Huntington Beach Municipal Code, upon receipt and examination of the residents' petition for permit parking, Public Works sent a ballot to each affected property on Softwind Drive and Angler Lane to determine if a minimum of 75% of the property units are in favor of the proposed permit parking district The returned ballot results were 77% in favor of establishing permit parking Staff investigated the request by surveying the area at different times and days of the week Staff determined that unrestricted parking issues, as specified in the Municipal Code, exist on Softwind Drive and Angler Lane and recommends establishing permit parking on those streets Item 7. - I HB -42- Dept ID PW 15-066 Page 2 of 2 Meeting Date 11/16/2015 Public Works Commission Action Not required Environmental Status Not applicable Strategic Plan Goal Enhance and maintain public safety Attachment(s) 1 Vicinity Map 2 Public Works Evaluation of Permit Parking Request 3 Resolution No 2015-75, "A Resolution of the City Council of the City of Huntington Beach Establishing Permit Parking District "T" on Softwind Drive and Angler Lane Within the City of Huntington Beach HB -43- Item 7. - 2 � ATTACH i� s9ti F �o BOI QAVE. These areas are shown on Figure 2. To account for the potential movement of the commuter vehicles to locations just outside the recurring impacted parking areas, the district is recommended to be placed beyond the most impacted areas on the streets indicated below: • Softwind Drive between Springdale Street and just west of Woodstock Lane, and ® Angler Lane between Softwind Drive and just south of Palisade [give Number of addresses in parking district = 39 The proposed permit parking area is shown in Figure 3. Proposed Permit Parking Area. 5 B = �;_ Item 7. - � Other concerns from the residents: One of the primary concerns expressed by residents is the community/social impacts resulting from the commuter vehicle parking in the neighborhood. Complaints of excessive trash, noise, rudeness and late night activity were all cited along with typical parking impacts. Residents believe that all of these impacts are caused by commuter vehicle parking and not a result of tract resident use of the on-street parking. The following photos were provided by residents demonstrating the impacts that can be seen visually. Clearly some of the complaints cannot be fully substantiated by staff since they involve personal interaction with motorists over a significant amount of time. W. ii pp, Crowded parking and parking across driveways blocking driveway visibility and curb space for bias on trash day I m a E xs r m S S Item 7. - 10 F= P , y ! t K A z 5 ay 9 � a � Item 7® - 11 s ATTACHMENT #3 RESOLUTION NO. 2 015-7 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING PERMIT PARKING DISTRICT"T" ON SOFTWIND DRIVE AND ANGLER LANE WITHIN THE CITY OF HUNTINGTON BEACH WHEREAS, the City Council has adopted Huntington Beach Municipal Code Chapter 10 42 allowing the establishment of parking districts in residential areas under certain conditions and; The citizens of the residential streets known as Softwind Drive and Angler Lane have petitioned for establishment of a permit parking district on Softwind Drive and Angler Lane; and The Director of Public Works reviewed the petition, sent a ballot for further consideration to residents of Softwind Drive and Angler Lane, and caused an investigation which reasonably established that: l. A minimum of 75%of the Property Units on Softwind Drive and Angler Lane are in favor of the proposed Permit Parking District; and 2. Unrestricted parking creates a situation in which the subject streets cannot be used for parking by Residents or their guests because Commuter Vehicle parking unreasonably and regularly interferes with the use of the available street parking; and 3. Unrestricted parking creates a situation where Commuter Vehicles or their occupants produce significant sources of health, safety, or welfare concerns. Here is the complete letter Dear Mr Stachelski My husband and I live at 16302 Angler Lane, which is a little further down from the proposed area According to the map on the letter that we received, our concern is that the proposed area doesn't include our block on Angler, and it should for the following reasons First of all, by only sectioning off the affected area on Angler up to Palisade will bring the apartment parking problem to further down our block on Angler,just like it did to the current residence north of us on Angler and Softwind The permit parking should extend to all of Angler, so that we can prevent it from happening to us Our area is close enough for the people living in the apartments to want to park where we are It will save the city from costly changes later on when the same parking problem arises, like it did on Ballentine and Softwind Another reason to extend to our block is that our sidewalk is being fixed right now It wouldn't be too much of a problem to put up the signs right now On a positive note, extending the permit parking also may generate revenue for the city if someone violates the permit Finally, it's a traffic nightmare in the morning when I drive down on Angler around 7am to take my children to school We lived in this track for about 10 years, and it has gotten worse each year It use to never be that busy in the wee hours in the morning Right now, it's busy street like Edinger by Bella Terra No residence wants that in front of their house For that reason,the permit parking needs to extend to the end of Angler We don't want that traffic to extend to our block.
