Statement of Issue: A resolution is required to establish an area of the City as a Diagonal
Parking Zone. Striping Atlanta Avenue east of Brookhurst Street to allow diagonal on-street
parking on the south side of the street will increase overall public parking supply to support
local businesses and recreational access to the Santa Ana River Trail.
Funding Source: The recommended action will require the expenditure of approximately
$4,000 in staff time and materials and can be provided within the current operating budget of
the Public Works Department, Traffic Signs and Markings, Business Unit 10085302.
Recommended Action: Motion to:
Adopt Resolution No. bDS= �O ; a Resolution of the City Council of the City of
Huntington Beach designating portions of Atlanta Avenue as a Diagonal Parking Zone.
Alternative Action(s): Deny adoption of the resolution and continue the current
configuration of parking spaces.

Analysis: The Public Works Department received a request and petition from business
owners on the east side of the intersection of Atlanta Avenue and Brookhurst Street to
evaluate alternatives for providing additional on-street parking in the area. The business
owners believe that their parking is impacted by overflow demand for on street parking
intruding into private parking areas. The area would benefit from the availability of additional
on-street parking during peak demand periods.
The section of Atlanta Avenue east of Brookhurst Street has been dedicated to the City at full
primary arterial width of 100 feet. However, this section is not indicated as an arterial on
either the City's General Plan or in the County Master Plan of Arterial Highways (MPAH).
Lacking these formal classifications or any future plans to extend the roadway across the
Santa Ana River, the City has significant latitude in determining exactly how the existing
street is used.
The City's Municipal Code Section 10.40.200 indicates that diagonal parking is permissible
on streets. City Council approval by resolution is required prior to installation. Based on the
request from the area business owners, the potential general public benefits of diagonal
parking in this area and the underutilization of the existing paved surface of Atlanta Avenue,
staff agrees the proposal has considerable merit. A street layout has been designed that
provides diagonal parking on the south side of the street and also improves some unrelated
operational problems in the block. Diagonal markings will increase available on-street
parking from 24 existing spaces to 32 spaces.
Public Works Commission Action: The Public Works Commission reviewed and approved
this proposal on April 20, 2005 on a 6-0-1 vote (Spencer absent).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF HUNTINGTON BEACH
DESIGNATING PORTIONS OF ATLANTA
AVENUE AS DIAGONAL PARKING ZONE
WHEREAS, the Department of Public Works has received a petition from citizens and
businesses requesting an evaluation of parking on the east side of the intersection of Atlanta
Avenue and Brookhurst Street; and
The east side of the intersection of Atlanta Avenue and Brookhurst Street lacks a formal
classification and is not subject to the City's General Plan or the Orange County Master Plan of
Arterial Highways; and
The City has no plans to extend Atlanta Avenue across the Santa Ana river; and
Diagonal parking increases the available on-street parking in this area from 24 existing
spaces to 3)2 spaces; and
Increased parking spaces is a benefit to the businesses in this area as well as supporting
recreational access to the Santa Ana River,
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Huntington Beach that the east side of the intersection of Atlanta Avenue and Brookhurst Street
be restriped and designated diagonal parking.
