Alternative Action(s): Do not change the time limit on downtown business district parking meters. Analysis: The city has set a time limit for parking meters in the downtown business district of one hour maximum to promote short-term parking. The parking structures, including the Main Promenade, Pierside Pavilion, and the Plaza Almeria, provide long-term parking_ The city has received a request from the downtown merchants asking for consideration to extend the maximum parking meter time limit from one to two hours. They feel that one hour is insufficient for the public to come to the downtown area for dinner or shopping and also enjoy other downtown activities. The merchants feel that extending the time limit from one to two hours would still accomplish the overall goal of providing short-term parking downtown. G5 a\,D REQUEST FOR ACTION MEETING DATE: 6/612005 DEPARTMENT ID NUMBER:CS05-016 The issue of extending the parking meter time limit was addressed at the Downtown Economic Development Committee, and the downtown merchants were asked to formally submit their request in writing to the city. The city's Parking Committee, which includes representatives from Police, Economic Development, Traffic Engineering, and Community Services has reviewed this issue and concurs with the Downtown Huntington Beach Business Improvement District's request to extend the downtown business zone parking meters from a one hour maximum to two hours. Section 10.60.020 of the Huntington Beach Municipal Code is hereby amended to read as follows: 10.60.020 Times and coins deposited prescribed. The parking time allowed following deposit of such coins as provided in this chapter, the hours during which such deposits are required, and the directions which shall appear on the parking meters, shall be as follows: (a) Business Zones (1) Within the business zone, city parking meters shall be installed to show legal parking for a maximum of two(2) hours. The fee for parking is $1.50 or six (6) twenty-five (25)cent coins per hour. (3414-3/99,3459-6/00) (2) Twenty-four-minute meters shall be placed within this zone in specific locations to be determined by the Director of Community Services. Coins shall be placed in such meters from 6:00 AM to 12:00 AM daily, including Saturdays, Sundays, and holidays. (b) Residential Zones (1) Within the residential zone, 120-minute and twelve-hour meters shall be installed to show legal parking for a period of one (1)hour after deposit of six (6) twenty-five cent coins. (3414-3/99) (2) Sixty-minute, 120-minute, and twelve-hour meters shall be placed within this zone in specific locations to be determined by the Director of Community Services. Coins shall be placed in such meters from 6:00 AM through 12:00 AM daily, including Saturdays, Sundays, and holidays. A fee of five dollars($5) shall be charged for annual visitor permits to park in residential metered zones (maximum two [2] permits per household).
