SUBJECT: Approve for introduction Ordinance No 4088 amending Section 10 60 020 of the
Huntington Beach Municipal Code (HBMC) relating to Meter Zones by bringing
Pier Plaza parking lot into compliance with other parking meter zone hourly rates
Statement of Issue
On October 16, 2015, City Council amended the Huntington Beach Municipal Code to increase the
hourly parking meter rate from $1 50 to $1 75 from May 1 through Labor Day weekend to generate
new General Fund revenue to fund additional police officers The $ 25 hourly rate increase, which
was also approved for the Pier Plaza parking lots (Zone G), was inadvertently omitted from the
approved ordinance Proposed Ordinance No 4088 corrects this omission and brings the Pier
Plaza parking lot into compliance with the other parking meter zone hourly rates

Analysis
On October 16, 2015, City Council approved a change to the Huntington Beach Municipal Code to
increase the hourly parking rate from $1 50 to $1 75 during the peak season of May 1 through
Labor Day weekend This change was approved for the following parking zones downtown
business zone, downtown residential zone, bluff top parking lots, Pacific Coast Highway, Beach
Blvd, Warner Lot, and metered lots at Pier Plaza While the seasonal increase was also approved
for the Pier Plaza lots (north and south of the pier), the change was inadvertently omitted from the
prior ordinance and therefore needs amending In addition, the prior ordinance did not include the
daily rates of $15 00 during the off-peak season (the Tuesday following Labor Day through April 30)
to $20 00 during the peak season (May 1 through Labor Day)

ORDINANCE NO 4088
AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING SECTION 10 60 020 OF THE HUNTINGTON BEACH MUNICIPAL
CODE RELATING TO METER ZONES
The City Council of the City of Huntington Beach does hereby ordain as follows
SECTION 1 Section 10 60 020 of the Huntington Beach Municipal Code is hereby
amended to read as follows
10.60.020 Times and Coins or Payment Deposited Prescribed
The packing time allowed following deposit of such coins of payment as provided in this chapter,
the hours during which such payments aie requited, and the directions which shall appeai,on the
parking meters, shall be as follows•
A Business Zones
1 Within the business zone, City packing meters shall be installed to show
legal parking foi a maximum of two hours The fee for pai king for one
hour shall be $1 50 from the Tuesday following Labor Day weekend
through Apul 30th, and $1 75 per hour from May 1 st thiough Laboi Day
weekend with a one-week overlap between seasons to allow for
recalibiation of meters as necessary
2 Twenty-foul-minute meteis shall be placed within this zone in specific
locations to be deteimined by the Diiectoi of Community Services. Coins
of payment shall be placed in such meters from 6 00 a in to 12 00 a m
daily, including Satuidays, Sundays, and holidays
B Residential Zones
1 Within the residential zone, 60-minute, 120-minute and 12-houi meters
shall be installed to show legal parking The fee foi parking for one hour
shall be $1 50 from the Tuesday following Labor Day weekend through
Apid 30th, and $1 75 per houi fiom May 1st thiough Labor Day weekend
with a one-week overlap between seasons to allow foi iecalibration of
inleteis as necessary.
2 Sixty-minute, 120-minute, and 12-hour meteis shall be placed within this
zone in specific locations to be determined by the Diiectoi of Community
Services Coins or payment shall be placed in such meters from 6 00 a m

through 12 00 a m daily, including Satuidays, Sundays, and holidays A
fee of$5 00 shall be charged for annual visitor peanuts to pack in
residential metered zones (maximum two permits per household)
C Recreational Zones
1 Within Zones A, B, C, E, and F, 12-hour meters shall be installed to show
legal packing for a period of one hour after payment of$1 50 from the
Tuesday following Labot Day weekend through Apid 30th, and $1 75 per
hour fiom May 1 st through Labor Day weekend with a one-week overlap
between seasons to allow foi iecalibiation of meters as necessary
2 Within Zone D, 12-hour meters shall be installed to show legal parking foi
a period of one hour after payment of$1 50
3 Within Zone G, a Park and Pay system shall be installed to show legal
packing foi a pei iod of one hour after payment of$1 50 of $15 00 per day
from the Tuesday following Laboi Day weekend through April 30t1i, and
legal parking foi a period of one hour after payment of$1 75 of $20 00 pei
day fiom May I" through Labor Day weekend with a one-week overlap
between seasons to allow foi reprogiamming of pay stations as necessary
4. Thirty-minute, 60-minute, 120-minute, and 12-hour meters shall be placed
within recreational zones in other specific locations to be determined by
the Diiectoi of Community Services Coins or payment shall be placed in
such meters from 6 00 a m through 12 00 a in daily, including Satuidays,
Sundays, and holidays The Directoi may determine that certain
recreational zone parking lots may require an eailiei of later curfew for
safety of other purposes
5 Within Zone H, a Paik and Pay System shall be installed to show legal
packing between the hours of 6 00 a in and 12 00 a m daily after payment
of a sum set by resolution of the City Council

SUBJECT: Adopt Resolution No 2015-57 adopting an amended Uniform Bail Schedule
for Parking Violations, Adopt Resolution No 2015-58 revising and restating
the charges for Civil Fines for Municipal Code Violations, and, Approve for
Introduction Ordinance No 4071 amending Chapter 10 of the Huntington
Beach Municipal Code (HBMC) relating to Meter Zones
Statement of Issue
At the September 8, 2015, Public Hearing on the Fiscal Year 2015116 Proposed Budget, the City
Council directed staff to finalize recommendations to increase General Fund revenue for the fiscal
year starting October 1, 2015
Financial Impact
It is estimated that the proposed amendments to parking meter charges, Municipal Code violations
and certain parking fines will generate approximately $747,000 in General Fund revenue each year
starting with the FY 2015/16 Adopted Budget
Recommended Action
A) Adopt Resolution No 2015-57, "A Resolution of the City Council of the City of Huntington
Beach, California, Adopting an Amended Uniform Bail Schedule for Parking Violations," and,
B) Adopt Resolution No 2015-58, "A Resolution of the City Council of the City of Huntington Beach
Revising and Restating the Fee Schedule for Municipal Code Violations," and,
C) Approve for introduction Ordinance No 4071, "An Ordinance of the City of Huntington Beach
Amending Sections 10 60 010, 10 60 020 and 10 60 030 of the Huntington Beach Municipal Code
Relating to Meter Zones"

Analysis
At the Strategic Planning Retreat held July 13, 2015, the City Council created a working group with
the objective of evaluating options on how to generate additional General Fund revenue Under the
leadership of Mayor Pro Tem Katapodis, the City Manager, Police Chief, and Director of Finance
were tasked to identify potential new General Fund revenue sources Based upon City Council
direction, the working group met with M,HB -837-rem Katapodis and presented option,Item 19. - 8

The following revenue options and proposals were introduced
Parking Meter Revenue - Staff conducted a review of surrounding beach cities, including Redondo
Beach, Lohg Beach, Seal Beach, Newport Beach, Laguna Beach, and San Clemente and proposed
a modest increase to the'K,6urly-parking,meter charge during the summer months for meters in�the

hour and generate approximately $380,000 per year The current parking meter rates are within
the range of rates charged by other coastal communities, and the proposed summer charge of
$1,75 per hour is in keeping with rates in neighboring Newport Beach and Laguna Beach which
similar to Huntington Beach, generally have a higher concentration of visitors during the summer
months and a greater draw on City staff and resources
Parking Citation Violations -While the Uniform Bail Schedule consists of many types of violations
and fines, Staff proposes changes in two areas that relate to the fines for expired meters
(Huntington Beach Municipal Code) and parking in a handicap ramp (California Vehicle Code) The
proposed changes would increase the expired meter fine from $48 00 to $58 00 per violation and
from $55 00 to $356 00 for parking illegally in a handicap ramp These changes to the Uniform Bail
Schedule will generate approximately $282,000 annually Please be advised that the State
recommends a handicap ramp fine of at least$250 00 These increased fines are also generally in-
line with neighboring cities
Civil Fines forMunicipal Code Violations-The final proposed source of revenue relates to changes
in the C.-ivil Fines for Municipal Code violations such as public intoxication and using glass
containers on the beach The proposed general increase for Administrative Citations will generate
approximately $85,000 in revenue per year
Staff is requesting City Council approval for these amendments to existing parking meter charges,
parking violations, and Municipal Code violations, to increase General Fund revenue effective in
Fiscal Year 2015/16
