SUBJECT: Approve City Policy offering a reduced rate of$125 per year for an Annual
Beach Parking Pass for military veterans
Statement of Issue:
At the February 1, 2016, City Council meeting, the City Manager was directed to work with the
Community Services staff to develop a policy that provides a reduced rate of $125 per year for an
Annual Beach Parking Pass for veterans, and to return the policy to City Council for approval and
adoption.
Financial Impact:
The current rate for an Annual Beach Pass is $150. The proposed new discounted pass for
veterans would be $125 annually. There may be a loss in revenue to the City if veterans that
currently purchase regular priced passes purchase discounted passes; however, we have no
documented information on how many current pass holders would be eligible for the discounted
veterans program. If 2,000 veterans were to participate in the new program, the capital outlay cost
to the City for purchasing additional passes would be around $1,000 annually.
Recommended Action:
Approve the proposed City Policy offering a reduced rate of $125 per year for an Annual Beach
Parking Pass for veterans.
Alternative Action(s):
Do not approve the recommended action and direct staff accordingly.
Analysis:
At the February 1, 2016, City Council meeting, Mayor Katapodis and Mayor Pro Tern Sullivan
directed staff to develop and present a policy offering a reduced-fee annual parking pass for all
veterans who are Huntington Beach residents. (Attachment 1)
According to the U.S. Census, there are 11,882 veterans living in Huntington Beach. The U.S.
Census Bureau defines veterans as men and women who have served (even for a short time), but
are not currently serving, on active duty in the U.S. Army, Navy, Air Force, Marine Corps or the
Coast Guard, or who served in the U.S. Merchant Marine during World War II. People who served
in the National Guard or Reserves are classified as veterans only if they were ever called or
ordered to active duty, not counting the 4-6 months for initial training or yearly summer camps. All
other civilians are classified as nonveterans. Offering one reduced-fee Annual Beach Parking Pass
per veteran would allow them the ability to visit the beach at a more affordable price.

This new City Policy (Attachment 2) would allow veterans to present their DD214 form showing that
they were honorably discharged from the military or their California Driver License or California
Identification, with veterans' designation, along with their vehicle registration to obtain a discounted
parking pass. The information on the DD214 form, driver license and vehicle registration must
match, and the vehicle must be registered to the veteran who is purchasing the discounted pass.
The pass is to be affixed to the driver's side windshield on the vehicle for which it was purchased.
If approved, the discounted pass for military veterans would complement Resolution 2009-24
(adopted May 18, 2009), which allows military veterans who display a distinguishing license plate to
park in a metered space without charge. The distinguished license plate is issued to a decorated
veteran or to a family member(s) of a veteran lost in the line of duty. Currently, these veterans are
permitted to park in any metered parking space, in the beach parking lots, and City-operated
parking structures, without charge, when this special license plate is displayed.

A RESOLUTION OF THE CITY COUNCIL, OF THE
CITY OF HUNTINGTON BEACH ALLOWING MILITARY VETERANS
WHO DISPLAY A DISTINGUISHING LICENSE PLATE TO PARK
IN A METERED SPACE WITHOUT CHARGE
WHEREAS, California Vehicle Code Section 225113(a) provides that a veteran
displaying special license plates issued under designated Vehicle Code sections may park his or
her motor vehicle, weighing not more than 6,000 pounds gross weight, without charge, in a
metered parking space, and
California Vehicle Code Section 22511 3(d) further provides that a local authority's
compliance with such is solely contingent upon the approval of its governing body
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows
SECTION 1 The City Council of the City of Huntington Beach hereby approves
allowing a military veteran displaying special license plates issued under Vehicle Code Sections
51013, 5101 4, 5101 5, 51016 or 5101 8 on a motor vehicle, weighing not more than 6,000
pounds gross weight, to park in any metered parking space, in the beach parking lots, and City-
operated parking structures, without charge, when the license plate is displayed

SUBJECT: REDUCED FEE FOR ANNUAL PARKING PASSES FOR VERTERANS
As directed by Mayor Katapodis and Mayor Pro Tern Sullivan at the February 1, 2016 City
Council meeting, the City of Huntington Beach would like to honor our veterans for their service
by allowing them to purchase one discounted Annual Beach Parking Pass per veteran. We
currently issue approximately 10,000 beach parking passes annually.
If 2000 veterans were to participate in the new program, the capital outlay cost to the City for
purchasing additional passes would be around $1,000 annually. The current rate for an Annual
Beach Pass is $150 and the new discounted pass for veterans would be $125. There may be a
loss in revenue to the City if veterans that currently purchase regular priced passes purchase
discounted passes; however, we have no documented information on how many current pass
holders would be eligible for the discounted veterans program.
Veteran's passes will be sold in the same manner as other passes at Beach Headquarters or at
City Hall Community Services Department on the 5th floor. To obtain a veterans discounted
pass, veterans must present their DD214 form showing that they were honorably discharged
from the military or their California driver license or California Identification, with "veterans'
designation, along with their vehicle registration. The information on their DD214 form, driver
license and vehicle registration must match, and the vehicle must be registered to the veteran
who is purchasing the discounted pass. One pass will be available per Veteran, and the pass is
to be affixed to the driver's side windshield on the vehicle that it was purchased for.
"The California DMV implemented a program that allows veterans to obtain a veteran driver
license that displaying a special designation. With this identification, veterans do not need to
carry veteran's paper work with them to obtain discounts at local businesses. To obtain a
discounted pass as described above, the veteran must possess the California Driver License
with the veteran designation.
