MEETING—REPEAL CITY COUNCIL RESOLUTION 2014-77 AND ELIMINATE
PERMIT PARKING DISTRICT"S"
STATEMENT OF ISSUE:
On October 6, 2014, the City Council adopted Resolution No. 2014-77, which established Permit
Parking District "S" ("District-S") in the downtown area. District-S consists of portions of 7th Street, gth
Street, 9th Street, Orange Avenue, Pecan Avenue, Acacia Avenue, and Palm Avenue.
Chapter 10.42 of the Municipal Code governs the establishment of Residential Permit Parking
Districts. Several unclear issues have been noted regarding the implementation and effectiveness of the
current parking district process as set forth in this Chapter. The implementation and effectiveness of the
current process should be reviewed by staff and then a revised ordinance should be presented to the City
Council for approval. In the interim, no new districts should be established.
Time is of the essence in this endeavor in order to allow the public to apply for permit parking
districts with clarity of process.
RECOMMENDED ACTION(S):
1. Direct the City Manager and City Attorney to take the necessary steps to repeal Resolution No.
2014-77 and eliminate District-S, which consists of portions of 7th Street, 8t Street, 9th Street, Orange
Avenue, Pecan Avenue, Acacia Avenue, and Palm Avenue.
2. Direct the City Manager and City Attorney to review HBMC Chapter 10.42 and prepare an
ordinance that is unambiguous to improve the implementation and effectiveness of the current parking
district process.
3. Direct the City Manager to suspend consideration of any future parking districts pending the
City Council's review of an ordinance to revise Chapter 10.42.

Subject: Downtown parking
We understand that the downtown parking issue will be coming up for a vote once
again. As downtown residents we can personally testify as to the need for the 10 p.m. to
5 a.m. limitation. We are wakened in the early morning hours when the bars close with
loud voices, and curses of those looking for where they parked their cars. Often fights
break out (I'm sure you all know about the stabbings), and we have experienced loud
pounding on our door in the middle of the night from some bar patron we have never
met wanting to be let in. It was terrifying. It's impossible to get a good night's rest. Then
there's the trash and human waste deposited on our property.
One "up" side is those who park their cars and haul out their suitcases so they don't have
to pay the parking fee at the Shorebreak. At least we know these people won't be around
looking to go home in the middle of the night.
We have talked to the police about these issues, and they agree that the parking
limitation would be a good idea. I just hope that all of you haven't been adversely
influenced by the bar interests downtown to disallow the ordinance that was passed by a
different council a few months ago.

restrictions and listen to residents not bar owners on this matter.

It is confusing how you can appear to be so concerned about children and mothers with YOUR involvement
with Colette's children home... yet you vote to allow my children and I to be subjected to behavior by
downtown visitors and create a situation that is miserable and makes our home a place that we cannot enjoy...
it keeps the feeling of abuse and that we don't deserve better mentality that being in a domestic violent
situation created and our police did nothing even after a protective order was in place.....would you only help
if we became homeless?... Your vote to repeal our permit parking has further taken away my rights to have
peace in my home.... Its sad that you can be such a hypocrite and live with yourself...Thanks for nothing!

I am amazed that a family man would vote to take away the peace and happiness from another family in
Huntington beach due to the fact of choosing to live downtown.... How would you feel if every Sunday
morning you woke up to bottles of alcohol..used condoms and whatever other trash that the late night
business patrons leave.... Maybe your mind would change if you saw your child with one in its hand.......
