RECOMMENDATION: Adopt the attached resolution which delineates the policy. ANALYSIS : According to Council action, the policy is to allow diagonal parking zones on any cul-de-sac which meets the following criteria: 1. The cul de .sac measures not more than one hundred fifty (150) fee from center radius point of cul-de-sac to centerline of adjoining perpendicular street; 2. A petition requesting diagonal parking zones signed by the majority of property owners in said cul-de-sac has been received by the City. FUNDING SOURCE: Funds for marking the areas will be absorbed in the Department of Public Works ' budget. ALTERNATIVES : 1. Select other criteria. 2 . ANALYSIS: TEE meeting of September 14, 1982.the Transportation..Comgmission.considered the City Manager's. report on cul-de-sac parking-and heard a brief presentation- from the Fire Department. The Commission discussed:_ 1. Allowing diagonal parking .on cul-de-sacs.less ..than 120 feet in length. 2. ALTERNATIVE The Fire Department has a tactical.maneuver in which it can _back fire .equipTent a distance of 150 feet into driveways or. deadend .streets. From the_point. the equipment is in fire ..fighting position, fire fighters can effectively lay hose.up. to 150 feet. . Using these criteria, cul-de-sacs in which.the most distant point of any structure does. not exceed 150 feet frcm.a proper fire fighting equipment position could.be. eligible for..diagonal parking. Diagonal parking should not extend. into a 24 foot wide fire lane which would extend from . the entrance of the cul-de-sac to a maximum.distance 'of 150 feet. _This. condition would allow diagonal parking. in the cul-de-sac from the points where the curve-radius begins (the point of reverse curve) . �- The City Administration, however, sees no serious objection to Council direction to pre- pare a resolution which will allow diagonal parkina' in cul-de-sacs meeting the above cri- teria when a petition is submitted sinr_ed by a majority of residents in a cul-de sac. FUNDING SOURCE: Funds are not budgeted for signing or striping in cul-de-sacs. If- the alternate is chosen, funds must be authorized. RECOMMENDATION: Retain the existing policy allowing parallel parking only. ANALYSIS: The State Vehicle Code Section 22502 states: every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be stopped or parked with the right-hand wheels of such vehicle parallel with and within 18 inches of the right-hand curb, except that motor- cycles shall be parked with at least one wheel or fender touching the right-hand curb. Where no curbs or barriers bound any roadway, right-hand parallel parking is required unless otherwise indicated. " Section 22503, however, provides that local authorities may:.permit- angle parking by ordinance. The City has adopted an ordinance which allows the .Council to establish diagonal parking zones by resolution. In general, most cul-de-sac residents do park parallel to the curb. But in some cul-de-sacs in the City, residents have taken to parking head-in (perpendicular) rather than parallel as required by State law. They do so for a number of reasons, i. e. , there are more vehicles than parking spaces, garages are used for storage or have been illegally converted into rooms, driveways are short or insufficient for the number of vehicles owned per household and residents do not wish to park their cars very far from their home.. People living in 'these areas believe perpendicular parking will alleviate their parking problems. There are a number of problems associated with allowing perpendicular parking in cul-de-sacs, however. There is a higher accident potential in areas with perpendicular parking compared to parallel parking sites. It makes trash pick-up more difficult for Rainbow Disposal. Fire Department response time would be negatively impacted. Sewer manhole repair work at the. end of cul-de-sacs would be more difficult. P10 4/81 '\4000, The service most impacted by perpendicular parking would be the Fire Department. Since a fire doubles in intensity every 30 seconds, time is of the essence. In a major home fire, it becomes necessary for fire trucks to negotiate a turn-around in the cul-de-sac. This facilitates bringing a sufficient supply of water from the hydrant to the fire, and also removes the pumper from danger. Timed tests were videotaped last month to determine the effects of perpendicular parking on turn-around time. The minimum time to turn around a fire engine was 1 minute and 8 seconds in a parallel parking cul-de-sac. The maximum time was 2 minutes and 55 seconds for a snorkel truck in a perpendicular parking cul-de-sac. The increase in time necessary for a turn-around could greatly affect the capability of the Fire Department to save a burning home. The videotape is available in the Fire Department for viewing. At its November 10, 1981 meeting, the Transportation Commission con- sidered a petition by residents of .Dalehurst Circle to allow perpen- dicular parking. The Commission denied the request after studying the advantages and disadvantages of head-in parking. ALTERNATIVES.: Council may choose .to direct the preparation of resolution which would allow angle parking in cul-de-sacs. The City' s Municipal Code Section 10. 40. 200. requires signs or pavement markings to indicate diagonal parking. Striping would be preferable so that vehicles are parked in an orderly manner. Since there are hundreds of cul-de-sacs and knuckles in Huntington Beach, this could be a .sizeable expense if angle parking is allowed in all cul-de-sacs. One option may be to allow angle parking in .cul-de-sacs only when a petition is submitted signed by a majority of residents in a cul-de- sac, similar to the current system for installing no parking .signs for street sweeping days. FUNDING SOURCE: Funds are not. budgeted for striping or -signs. in. cul-de-sacs.. Additional funds would be requested if 'Council authorizes perpendicular parking in cul-de-sacs. Thompson From Raymond C.-Pic City Administrator Fire Chief Subject CUL-DE-SAC PARKING Date July 23, 1982 The Fire Department's position is to prohibit perpendicular parking in cul-de-sacs. The justification for prohibiting such parking is twofold; . Basic fire ground tactical objectives dictate a need for fire apparatus to proceed into a cul-de-sac, stop, unload the necessary ladders, breathing apparatus and small tools, and then pull the required fire hose necessary to stretch to the scene of the fire. Once these efforts have been accomplished, the fire engine then proceeds to lay one or two large diameter fire hoses from the immediate scene to a fire hydrant. There the fire pumper is hooked to the hydrant and water is pumped from the hydrant through the fire hose to the fire where the firefighters begin extinguishment. During the course of this activity, the area becomes very congested as sightseers and other Fire Department equipment jam into the street and cul-de-sac. Negotiating a turnaround in the best of conditions is extremely difficult during a major fire. If the fire is small in size, of course, the fire engine and other equipment can proceed into the cul-de-sac laying a fire hose for supply to the fire. These types of fires do not necessarily present a problem. We do not have a guarantee however that the fire will always be of a small size. Therefore, we must plan for the worst case. ' Several tests were done in an effort to establish a time parameter and complexity base in several conditions. The results of the test are on video tape and available for viewing. Generally, the sequence was in four categories. First the time was logged, the event recorded, the type of parking was noted (parallel, perpendicular or no parking) and last, the type of vehicle (fire engine or snorkel). The time was recorded as 0000 as the equipment entered the cul-de-sac proper and the final time was recorded as the unit exited the cul-de-sac proper. The minimum time to turnaround fora fire engine was I minute and 8 seconds, for a parallel parking situation:_ The maximum time was 2 minutes and 55 seconds for perpendicular parking and the vehicle used was a snorkel truck. Considering that a fire doubles in intensity every 30 seconds, one can readily see the impact of a 2 minute and 55 second delay in combating a major fire. If an 80 foot cul-de-sac is clear, a fire engine can make a complete circle in the cul-de-sac without backing back and forth. The snorkel, however, must jockey back and forth to turnaround in an 80 foot cul-de-sac. The snorkel generally takes a 110 foot cul-de-sac to make a full circle. The Fire Department would prefer to have an 80 foot cul-de-sac with no parking, a 90 foot cul-de-sac with parallel parking, or 110 foot cul-de-sac with perpendicular parking. In no case would perpendicular parking on an 80 foot or 90 foot cul-de-sac be considered as adequate space for turnaround. There was also some mention of tandem parking on cul-de-sacs during weekends. We consider this to be totally unacceptable from a fire protection standpoint. CUL-DE-SAC PARKING -2- July 23, 1982 The major issue here is what degree of risk is acceptable versus convenient. This is a public policy which ultimately rests with the City Council. The compounding factor is the City did not plan for the number of cars per family or that there are so few households not using their garages. Many garages are used for storage or have been converted into rooms. I have also included with this memorandum the various times for the tests including the event, the type of parking and the type of vehicle used. The times attached are also consistent chronologically with the video tape. The first event on the time sheet being the first event on the video tape. The Vehicle Code allows local authorities to enact ordinances permitting diagonal parking. As for pros and cons, diagonal. parking doesn't.present any special problem for the Police Department; however, the Fire and Public Works Departments may have some trouble with it, as will the trash pick-up companies. 2. We presently have five full-time parking control officers. One is assigned to meter enforcement year-round and assists with street sweeping and other assigned duties. The other four are assigned designated beat areas. Their instructions are to patrol the residential areas and enforce all violations. Enforcement of commercial areas and arterial highways is done while they travel from one area to another, or as needs dictate. Due to manpower limitations and enforcement needs, we are only able to cover the daytime, 0800 to 1600 hours. Recently, we brought in one of our recurrent employees and I have assigned him to evening hours. His assignment until the beginning of summer months has been to patrol the residential areas and issue warnings for residential violations and cite for commercial violations. Once he has issued warning citations in a residential area, he has been instructed to cite further violations. 3. As to whether or not we enforce all areas equally, I can only say we do not select any one area over another unless it has a unique problem. This would include street-sweeping areas, high density . areas with special problems (Continental Townhouses) , and new programs when they come up (i.e. , fire lane violations) . RECOMMENDATION: Approve the request for right angle parking in the Scenic Bay Drive cul-de-sac. ANALYSIS : On November 1, 1982 , the City Council voted to approve right angle parking on cul-de-sac streets of 150 feet or less on a one to one basis. The acceptable criteria are based on the standard .Fire Department maneuver in which it can back fire equipment a distance of 150 feet into driveways or dead-end streets. From the point the equipment is in fire fighting position, fire fighters can effectively lay hose up to 150 feet. Using these criteria, cul-de-sacs in which the most distant point of any structure does not ex- ceed 150 feet from a proper fire fighting equipment position could be eligible for diagonal parking. Diagonal parking should not extend into a 24 foot wide fire lane which would extend from the entrance of the cul-de-sac to a maximum distance of 150 feet. This condition would allow diagonal parking in the cul-de-sac from the points where the curve radius begins (the point of reverse curve) . The Scenic Bay Drive cul-de-sac meets all the necessary criteria for right angle parking. The Council has previously approved right angle parking on Destry Circle. ALTERNATIVE ACTION: Deny the request for right angle parking in the Scenic Bay Drive cul-de-sac. FUNDING: Minimal funds would be required for the placing of signs permitting diagonal parking. Cook, Director of Public Works Petition Requesting Cul-de-sac Parkin Subject: q g g Statement of Issue, Recommendation,Analysis, Funding Source, Alternative Actions, Attachments: STATEMENT OF ISSUE.: The residents of Destry Circle have submitted a petition requesting the establishment of right angle parking in their cul-de-sac. RECOMMENDATION: Approve the request for right angle parking in the Destry Circle cul-de-sac. ANALYSIS: At their meeting of September 14 , 1982., the Transportation .Commission con- sidered the City Manager' s report on cul-de-sac parking and heard a brief presentation from the Fire Chief.. The Commission voted to recommend reten- tion of existing parallel parking policies, but .suggested that staff develop criteria for approval of right angle parking should the -Council wish to do SO. The alternative criteria is based on the standard Fire Department maneuver in which it can back fire equipment a. distance of 150 feet into driveways or deadend streets_. From the point the equipment is in fire fighting position,: fire fighters can effectively lay hose .up to 150 feet. Using these criteria, cul-de-sacs in which the most distant point of any structure does not exceed 150 feet from a proper fire fighting equipment position .could be eligible for diagonal parking. Diagonal parking should not extend - into a 24 foot wide fire lane which would extend from the entrance of the cul-de-sac to a maximum distance of 150 feet. This condition would allow diagonal parking in the .cul-de-sac from the points where the curve radius begins. (the point of reverse curve) . The City Council considered this information on November 1, 1982 and voted to allow cul-de-sac parking on cul-de-sac streets of 150 feet or less on a one to one basis. Destry Circle meets these requirements. ALTERNATIVE: Deny the request _.for.right angle parking in the Destry Circle cul-de-sac. FUNDING: Minimal funds would be required for the placing of signs permitting diagonal parking. WHEREAS,. the City Council may establish diagonal parking zones pursuant to Huntington Beach Municipal Code Section 10. 40. 200, NOW, THEREFORE, BE IT RESOLVED by the City Council that its policy is to allow diagonal parking zones on any cul-de-sac which meets the following criteria: 1. The cul-de-sac measures not more than one hundred fifty (150) feet from center radius point of cul- de-sac to centerline of adjoining perpendicular street; 2. A petition requesting diagonal parking zones signed by the majority of property owners in said cul-de- sac has been received by the City.
