Statement of Issue: There is a need to amend the Huntington Beach Municipal Code to
add a pay and display machine to the parking meter definition, to add the Huntington Central
Park Sports Complex parking lot to the recreational zone, and to provide for a parking fee
therein.
Funding Source: Not applicable. l
Recommended Action: Motion to:
Adopt Ordinance No.3lolp O , An Ordinance of the City of Huntington Beach Amending
Chapters 10.04, 10.60 and 10.68 of the Huntington Beach Municipal Code Relating to
Parking.
Alternative Action(s1: Do not amend the Huntington Beach Municipal Code relating to
parking.
Analysis: On June 2, 2003, Council approved charging $1 per vehicle for all day parking at
the new Huntington Central Park Sports Complex, and authorized the purchase of "pay and
display" parking ticket machines. Based on that Council action, the city began charging for
parking at the sports complex, but it was determined that the language in the Municipal Code
referred only to individual parking meters, not multi-space parking machines. In addition, the
recreation meter zone in Huntington Central Park needed to be expanded to include the new
sports complex.
The proposed ordinance adds the pay and display machines to the parking meter definition
set out in HBMC Section 10.04.090. The ordinance also amends HBMC Chapter 10.60 by
establishing the boundaries of the Huntington Central Park Sports Complex and its parking

lot as part of the city's recreational meter zone, and sets out in Section 10.60.020 (c)(6) the
hours of legal parking from 6:00 am to midnight. Amendments were also made in several
sections within Chapter 10.68 to more clearly define how parking fee signs are located and
worded.

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING
CHAPTERS 10.04, 10.60 AND 10.68 OF.THE HUNTINGTON BEACH
MUNICIPAL CODE RELATING TO PARKING,
The City Council of the City of Huntington Beach does hereby ordain as follows:
SECTION 1. In Chapter 10.04.of the Huntington Beach Municipal Code, Section
10.04.090 is hereby amended to read as follows:
10.04.090 Parking meter. "Parking meter" means a mechanical device installed within or upon the
curb or sidewalk area, immediately adjacent to a parking space, or a pay and display machine
located in a central location within a parking lot, for the purpose of controlling the period of time of
occupancy of such parking meter space by any vehicle
SECTION 2. In Chapter 10.60 of the Huntington Beach Municipal Code, Sections
10.60.010 and 10.60.020 are hereby amended to read as follows:
10.60.010 Establishment. Pursuant to section 22508 of the California Vehicle Code,
parking meter zones may be established and determined by ordinance of the City Council
And parking of vehicles.within..any such zone..shall be;asfollows: .
(a) Business Zones
The boundaries of the business zones shall be as follows:
(1) Within Main Street right-of-way from Pacific Coast Highway to Palm Avenue,
excluding the west side of Main Street from Acacia to Palm Avenues.
(2) Within Walnut Avenue right-of-way from Third to Fifth Streets.
(3) Within Olive Avenue right-of-way from Third to Fifth Streets.
(4) On the inland side (north side) of Pacific Coast Highway right-of-way from Third to
Sixth Streets.
(5) Within the city-owned parking lot bordered by Fifth Street to the west and Walnut
Avenue to the north.
(b) Residential Zones
The boundaries of the residential zones shall be as follows:
(1) Within First Street right-of-way from Pacific Coast Highway to Atlanta Avenue.
(2) Within Second Street right-of-way from Pacific Coast Highway to Orange Avenue.
(3) Within Third Street right-of-way from Walnut to Orange Avenues.
(4) Within Walnut Avenue right-of-way from First to Third Streets.

(c) Recreational Zones
The boundaries of the recreational zones shall be as follows:
(1) ZONE A: On the ocean side of Pacific Coast Highway right-of-way from Beach
Boulevard to Goldenwest Street.
(2) ZONE B: On the inland(north) side of Pacific Coast Highway right-of-way from
Beach Boulevard to Third Street and from Sixth to Goldenwest Streets.
(3) ZONE C: On the ocean side of Pacific Coast Highway,the parking lots from
Goldenwest Street to a point which is 6,100 feet north-westerly of said Goldenwest
Street.
(4) ZONE D: Within the city-owned parking lot at the southeast comer of Pacific Coast
Highway and Fifth Street.
.(5)_ZONE E: Within the boundaries of Huntington Central Park between Gothard and
Goldenwest Streets at Huntington Central Library.
(6) ZONE F: Within the parking lots of the public launching ramps on Warner Avenue.
(7) ZONE G: Within Beach Boulevard right-of-way from Pacific Coast Highway to
Sunrise Street, including the Huntington Breakers complex frontage road.
(8) ZONE H: Within the parking lots on the ocean side of Pacific Coast Highway
between First and Seventh Streets, commonly known as the Pier Plaza Parking Lots.
(9) ZONE I: Within the boundaries of the Huntington Central Park Sports Complex
including the parking lot.
10.60.020 Times and coins deposited prescribed. The parking time allowed following
:deposit of such coins as provided in this chapter,the hours during which such deposits are
required, and the directions which shall appear on the parking meters,shall be as follows:
(a) Business Zones
(1) Within the business zone, city parking meters shall be installed to show legal parking
for a maximum of one (1)hour after deposit of six(6)twenty-five cent coins.
Meters on Main Street shall be installed to show legal parking for a maximum of one
(I)hour after deposit of six (6)twenty-five cent coins.
(2) Twenty-four-minute meters shall be placed within this zone in specific locations to
be determined by the Director of Community Services. Coins shall be placed in such
meters from 6:00 AM to 12:00 AM daily, including Saturdays, Sundays, and
holidays.

(b) Residential Zones
(1) Within the residential zone, 120-minute and twelve-hour meters shall be installed to
show legal parking for a period of one (1) hour after deposit of six (6)twenty-five
cent coins:
(2) Sixty-minute, 120-minute; and twelve-hour meters shall be placed within this zone in'
specific locations to be determined by the Director of Community Services. Coins
shall be placed in such meters from 6:00 AM through 12:00 AM daily, including
Saturdays, Sundays, and holidays. A fee of five dollars ($5) shall be charged for
annual visitor permits to park in residential metered zones (maximum two [2]
permits per household).
(c) Recreational Zones
(1) Within Zones A, B, C,F, and G, twelve-hour meters shall be installed to show legal
parking for a period of one (1) hour after deposit of six (6)twenty-five cent coins.
(2) Zone D is a thirty-minute parking lot with no parking meters.
(3) Within Zone E,thirty-minute meters shall be installed to show legal parking after
deposit of one (1)twenty-five cent coin.
(4) Within Zone H, a Park and Pay System shall be installed to show legal parking for a
period of one (1) hour after deposit of$150,
(5) Thirty-minute, sixty-minute, 120-minute, and twelve-hour meters shall be placed
within recreational zones in other specific locations to be determined by the Director
of Community Services. Coins shall be placed in such meters from 6:00 AM
through 12:00 AM daily, including Saturdays, Sundays, and holidays. The Director
may determine that certain recreational zone parking lots may require an earlier or
later curfew for safety or other purposes.
(6) Within Zone I, a Park and Pay system shall be installed to show legal parking
between the hours of 6:00 a.m. and midnight, daily, after deposit of a sum set by
resolution of the City Council.
SECTION 3. In Chapter 10.68 of the Huntington Beach Municipal Code, Sections
10.68.010, 10.68.020, 10.68.030 and 10.68.04.0 are hereby amended to-read as follows: .
10.68.010 Coin deposit required. No person shall park any vehicle in any parking space (except as
otherwise permitted in this chapter) without immediately depositing in the parking meter adjacent,
or centrally located,to said space such lawful coin or coins of the United States as are required by
such meter and designated by directions on the meter, and when required by directions on the meter,
setting in operation the timing mechanism thereof(if applicable), in accordance with said directions,
unless the parking meter indicates at the time such vehicle is parked that an unexpired portion
remains of the period for which a coin or coins have been previously deposited.
10.68.020 Overtime parking—Business zones. No person, except as otherwise provided in
this chapter, shall cause, permit, allow or suffer any vehicle registered to or parked or
operated by him to be or remain parked in any parking space in a parking meter zone,
designated by resolution of the City Council as a business zone, during any time when the

parking meter adjacent to such parking space indicates that no portion remains of the period
of time for which a coin or coins have been deposited, beyond the time parking in such place
is otherwise permitted or limited, or without paying the posted fee.
10.68.030 Overtime parking--Residential zones. No person, except as otherwise provided
in this chapter, shall cause, permit, allow or suffer any vehicle registered to or parked or .
operated.by him to be.or remain parked in any parking space in a parking meter zone;
designated by any resolution of the City Council as'a residential zone, during any time when
the parking meter adjacent to such parking space indicates that no portion remains of the

10.04.010 Generally. The following words and phrases when used in this title shall for the
purpose of this title have the meanings respectively ascribed to them in this chapter. (322-1/29,

10.04.020 State provisions applicable. Whenever any words or phrases used herein are not
defined, but are defined in the Vehicle Code of the state and amendments thereto, such

10.04.030 Coach. "Coach" means any motor bus, motor coach, trackless trolley or passenger

10.04.040 Council. "Council" means the Council of the city of Huntington Beach. (322-1/29,

10.04.050 Curb. "Curb" means the lateral boundary of the roadway whether such curb be
marked by curbing construction, or not so marked; the word "curb" as herein used shall not
include the line dividing the roadway of a street from parking strips in the center of a street, nor

10.04.060 Divisional island. "Divisional island" means a raised island located in the roadway

10.04.070 Loading z�. "Loading zone" means the space adjacent to a curb reserved for the
exclusive use of vehicles during the loading or unloading of passengers or materials. (322-1/29,

10.04.080 Official time standard. Whenever certain hours are named herein, they shall mean
standard time or daylight saving time as may be in current use in this city. (322-1/29,584-5/52,

10.04.090 Parking meter. "Parking meter" means a mechanical device installed within or upon
the curb or sidewalk area, immediately adjacent to a parking space, or a pay and display

10.04.100 Parkway. "Parkway" means that portion of a street other than a roadway or a

10.04.110 Passenger loading zone. "Passenger loading zone" means the space adjacent to a curb
reserved for the exclusive use of vehicles during the loading and unloading of passengers.

10.04.130 Police Officer. "Police Officer" means every officer of the police department of this
city or any officer authorized to direct or regulate traffic or to make arrests for violations of

10.04.135 Residential district. "Residential district" is an area that is primarily used as the
location for single family and multiple family dwellings. In determining whether a street is
within a residential district, any street or portion of a street abutting single or multiple family
dwellings except those streets and portions of streets designated as "truck routes" per Section

(4) Within Zone H, a Park and Pay System shall be installed to show legal parking for a
period of one (1) hour after deposit of$1.50. (3393-5/98)
(5) Thirty-minute, sixty-minute, 120-minute, and twelve-hour meters shall be placed within
recreational zones in other specific locations to be determined by the Director of
Community Services. Coins shall be placed in such meters from 6:00 AM through 12:00
AM daily, including Saturdays, Sundays, and holidays. The Director may determine that
certain recreational zone parking lots may require an earlier or later curfew for safety or

(6) Within Zone I, a Park and Pay system shall be installed to show legal
parking between the hours of 6:00 a.m. and midnight, daily, after

10.60.030 Varied meter times. When the City Council designates the parking times allowed
following deposit of such coins as provided in this chapter and more than one parking time is so
designated,the director may place the meters in such locations within the zone as he shall deem

10.60.040 State highways within zones. The provisions of Chapters 10.56, 10.60, 10.64 and
10.68 of the Huntington Beach Municipal Code shall be ineffective as to any portion of a state
highway within the boundary of the parking meter zone as set forth in section 10.60.030 six
months after receipt of notification from the Department of Transportation of the State of

10.68.010 Coin deposit required. No person shall park any vehicle in any parking space (except
as otherwise permitted in this chapter)without immediately depositing in the parking meter
adjacent, or centrally located,to said space such lawful coin or coins of the United States as
are required by such meter and designated by directions on the meter, and when required by
directions on the meter, setting in operation the timing mechanism thereof(if applicable), in
accordance with said directions, unless the parking meter indicates at the time such vehicle is
parked that an unexpired portion remains of the period for which a coin or coins have been

10.68.050 Coin deposit--Exception. A vehicle may be parked and remain parked in a parking
meter space without the deposit of any coin in the parking meter adjacent thereto during hours
other than those designated by resolution of the City Council as hours during which such deposits

10.68.060 Slugs. It is unlawful to deposit or cause to be deposited in any parking meter any
slug, device or metallic substitute for a one cent or a five cent or a twenty-five cent coin of the
United States. (496-7/46)
10.68.070 Tampering with meters. It is unlawful for any unauthorized person to open, or for any
person to deface, injure, tamper with, or wilfully break, destroy or impair the usefulness of any
parking meter installed pursuant to this chapter, or to hitch any animals thereto. (496-7/46)
10.68.080 Parking permits. Notwithstanding any other provision of this code, there is
established a system of permit parking subject to the following standards and provisions:
(a) A nontransferable parking permit shall be issued after payment of a fee, set by resolution of
the City Council, to cover a calendar year. Such parking permit or decal, when affixed to the
front windshield of a vehicle within a seven(7) inch square in the lower corner farthest
removed from the driver's position, shall authorize the parking of said vehicle in posted or
metered recreational parking areas in the city, as such recreational parking areas have been, or
may be hereinafter, established by resolution of the City Council, without the deposit of coins
in a parking meter adjacent to a metered parking space. Such parking permit shall not,
however, establish any priority for a parking space.
(b) Parking permits or decals shall be issued for one (1) vehicle only and shall not be transferable
to any other person or vehicle except in those cases where the vehicle for which the permit
has been issued has been disposed of and a substitute vehicle acquired. Such permit shall be
transferable to such substitute vehicle upon presentation of the old permit together with a
transfer fee of one dollar($1).
(c) The Director of Community Services shall establish the necessary procedure for the sale of
annual parking permits. Such permits shall be appropriately designed and dated to indicate
the appropriate year during which such permit is valid, and the area in which the owner of the

10.68.090 Other regulations applicable. No provision of this chapter shall be construed as
permitting any violation of any other parking regulation of this code. (1720-3/72)
10.68.100 Public launching ramps--Meter zones established. Parking meter zones are hereby
established for public parking at the public launching ramp situated at Warner Avenue in the City
of Huntington Beach. The fees for such parking meter zones shall be established by resolution of

10.68.110 Central Library--Meter zone established. A parking meter zone is hereby established
for public parking at the Central Library situated at 7111 Talbert Avenue in the City of
Huntington Beach. The fee for such parking meter zone shall be established by resolution of the

10.68.130 Hours. The hours of operation of said metered parking zones shall be from 5 a.m. to

10.68.140 Violation--Penalty. Any person violating any provision of this chapter shall, upon
conviction thereof, be guilty of an infraction, and punishable by a fine not to exceed one hundred
