There is a need to purchase parking meters for installation at the Earl Percy Boat
Launch facility on Warner Avenue.
RECOMMENDATION
Authorize the transfer of $12,000 from the Unappropriated General Fund Balance to
Account No. E-AA-346-6-59 for the purchase and installation of thirty-two, double -
'head, parking meters at the Earl Percy Boat Launch.
'-ANALYSIS
At its October 2, 1989 meeting, the City Council directed staff to' install parking
meters at the Earl Percy Boat Launch facility. It will cost $12,000 to purchase
and install thirty-two parking meters and posts with city forces.
The new meters at the Percy :Joc;< will coincide with those already in operation at
the Warner public launch. It is estimated that the Percy dock meters will generate
$7,500 per year in revenue, excluding parking fines. The posted hours of operation
will be from 6:00 a.m. to midnight with a maximum time of s -�s. No additional
manpower will be necessary as a result of this meter installation.
The municipal code will 'nave to be amended to include the Percy Boat Launch as a
metered zone and the fee resolution will have to be amended to reflect a 750 per
hour fee for the Percy facility. These amendments will be prepared pursuant to
this council action.

Parking Meters
At the April 2 council meeting, Councilman Bannister raised the
issue of the maximum parking time allowed by the meters at the
two launch ramp parking lots. I indicated at that time that the
meters were day use, but that I didn't know if they were eight or
twelve hour maximum. The meters had a maximum parking time of
twelve hours prior to the fee being increased to 750 in July,
1989. Currently, the parking meters allow for six hours maximum
parking time without insertion of additional coins due to
mechanical limitations of the meters.
We have received no public complaints relating to the six hour
maximum. This may be because people wishing to stay at sea
longer have the option of using Sunset Aquatic Park.
We shall continue to evaluate the situation through the spring
and summer. If public opinion indicates that a longer duration
is needed, we will recommend to Council that the hourly rate be
reduced from 750 to 50G. This will enable us to make the
necessary adjustments in the meters to revert to the twelve hour
maximum. Should Council decide to make this change, it can be
accomplished at no extra cost because the original parts were
retained when the meters were modified for the fee increase.
