The City Clerk presented Ordinance No. 2765 for consideration - "AN ORDI-
NANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE
CODE BY AMENDING SECTIONS 9481.1, 9481.2, AND 9481.3 RELATING TO THE LOCATION
OF SERVICE STATIONS."
On motion by MacAllister, second Kelly, Council adopted Ordinance No.. 2765,
after reading .by title, by the following roll call vote:
AYES: Kelly, MacAllister, Mandic, Bailey, Finley, Green, Thomas

ENVIRONMENTAL BOARD APPOINTMENT - APPROVED - CORINNE MAE WELCH
On motion by Green, second MacAllister, Council unanimously approved the
appointment of Corinne Mae Welch to a term on the Environmental Board to
.expire June 30, 1986, filling the vacancy created by the resignation of Faye
Ogden.

STATEMENT OF ISSUE:
Residents of the subject tract have petitioned for establishment of a parking district.
RECOMMENDATION:
1. Adopt Resolution establishing certain streets as parking districts and direct
the Public Works and Police Department to establish and enforce the same.
2. Transfer $300 into Account No. 415400, "Printing", and $300 into Account No. 416302,
"Traffic Maintenance Signs", both in the Traffic Engineering budget accounts for permits
and signs.
ANALYSIS:
As outlined in the attached report, 79 % of the residents have signed petitions requesting
establishment of the district. Only the two long streets will be restricted 9:00 a.m. to 6:00
p.m., Saturday, Sunday .and holidays. Parking availability per unit is 3.4 spaces.
FUNDING SOURCE:
Fiscal Impact: The provisions of the ordinance require those choosing to participate to pay a
proportionate share of the costs to erect signs and issue the necessary permits. Unrecovered
costs will be borne by General Fund Budget Account #416302, "Traffic Maintenance Signs".
ALTERNATIVE ACTIONS:
1. Modify the applicable times of the permit areas and approve the ordinance.
2. Deny the request.

PARKING PERMIT AREA REQUEST.
WEATHERLY BAY HOMEOWNERS ASSOCIATION
The Public Works Department received petitions representing seventy-nine percent (79%)
of the resident units in the Weatherly Bay complex. The problem described is parking by
beach visitors on local streets, thus preventing use by local residents and their guests.
The area of concern is bounded by and affects parking on Warner Avenue (frontage road),
Sceptre Lane, Weatherly Lane and Aladdin Drive.
The Traffic Division of Public Works has surveyed and analysed the parking situation in
the affected area. There are a total of 98 residential units. Garage parking is provided,
with 168 2-car garages and 29 1-car garages. On -street parking is available for
approximately 140 vehicles. Total parking availability is 337 vehicle spaces or 3.4 spaces
per unit.
Field counts of parked vehicles were initiated, but discontinued. Due to the off-season
timing, no affect of beach -goers parking could be observed. Interviews with local
residents confirmed, however, that heavy parking did occur during the summer season,
particularly on the Warner Avenue frontage road. No data is currently available
indicating the degree of parking impact these visitors are having. There is sufficient
reason to believe that the impact is substantial based on the experience of the local
residents.
After review of parking problems and practices in the area and the high (3A spaces)
available parking ratio per unit, the Public Works Department recommendation is to
establish a permit parking area (Area C) on the following streets:
Warner Avenue (frontage road) - Sceptre Lane to Weatherly Lane
Aladdin Drive - Sceptre Lane to Weatherly Lane
Weatherly Lane and Sceptre Lane would be available for public parking uses and not
interfere with the use of Warner and Aladdin by residents and their guests.

RESOLUTION NO. 5527
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING PARKING PERMIT
DISTRICT "C" ON WARNER AVENUE (FRONTAGE ROAD)
AND ALADDIN DRIVE (TRACT NO. 5775)
WHEREAS; pursuant to Huntington Beach Municipal Code sections
10-42.020 et seq.; the City Council may designate; by resolution;
parking permit areas, covering street segments between intersec-
tions, subject to certain conditions; and
The residents of Tract No: 5775, Weatherly Bav, have
petitioned for establishment of a parking district; and
The Director of Public Works has caused an investigation of
parking conditions in Tract No. Tract 5775, and has found that
the requirements contained in Huntington Beach Municipal Code
Chapter 10.42 have substantially been met. -
NOW" THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that Parking Permit District "C" in
Tract No. 5775, is hereby established on the following street
segments:
Warner Avenue (frontage road) from Sceptre Lane to
Weatherly Lane; and
Aladdin Drive from Sceptre Lane to Weatherly Lane. -
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the '3rd
day of June - 1985:
