NOTICE IS HEREBY GIVEN that a public hearing will be held by the City
Council of the City of Huntington Beach, in the Council Chamber of the Civic
Center, Huntington Beach, at the hour of 7:30 P.M., or as soon thereafter as
possible on Monday, the 19th day of November, 1984, for the purpose of
considering Code Amendment No. 84-19, a request to prohibit the parking or
storage of motorized or non -motorized vehicles within the landscaped portion
of any lot fronting a public street within the R-1, single family residential
district.
All interested persons are invited to attend said hearing and express

STATEMENT OF ISSUE:
Transmitted for the City Council's consideration is Code Amendment
No. 84-19, an amendment to Article 910, R1 District of the Ordinance
Code prohibiting the parking of motorized or non -motorized vehicles
within the front one-half of a lot., with the exception of approved
driveways.
RECOMMENDATION:
The Planning Commission and staff recommend that the City Council
approve Code Amendment No. 84-19 and adopt the attached ordinance.
ANALYSIS:
Applicant: City of Huntington Beach
Location: Single-family residential districts within the City
Request: Establishment of provisions within Article 910, R1
District of the Ordinance Code prohibiting the parking
or storage of motorized or non -motorized vehicles within
the front one-half of a lot with the exception of
approved driveways.

Discussion:
If approved by the City Council, Code Amendment No. 84-19 would
prohibit the parking of motorized and non-motor.ized vehicles
including cars, boats and boat trailers from being parked or stored
within the front one-half of a residential lot with the exception of
approved drives. Code Amendment No. 84-19 would not supersede
Section 9106.5 pertaining to the permitted parking area for over-
sized vehicles.
Code Amendment No. 84-19 was initiated by staff due to an increased
incidence of vehicles, boats and trailers being parked on front lawns
within the R1 single-family residential district. This code amendment,
if adopted would allow Development Services the power to enforce this
section of Division 9 and eliminate this problem that is now detracting
from residential neighborhoods within the City.
Environmental Status:
Pursuant to the provisions set forth under the California Environmental
Quality Act, Code Amendment No. 84-19 is Categorically Exempt and no
environmental review is necessary at this time.
ALTERNATIVE. ACTION:
The City Council may consider denying Code Amendment No. 84-19.

P.resented.to the commission for consideration is a staff initiated
code amendment which, if adopted, will prohibit the parking of motor
vehicles, trailers, or -boats on landscaped areas within the front
one half of a lot within the Rl, single family residential
district. Code Amendment No. 84-19 would permit vehicle parking on
approved driveways leading to garages within the Rl district. This,
Code Amendment would not supe.rcede Section.9106.5 permitted parking
area.for oversized vehicles.
Code Amendment No. 84-19 was initiated by staff due to an increased'
incidence of vehicles.being parked on front.lawns within the Rl
single family residential district.. Currently, area residents are
informed by staff that parking of vehicles on front lawns is not.
condoned. However,.such parking is,not in violation of any specific
zoning code. Approval. of this.code amendment will benefit all
neighborhoods located within the Rl single family 'residential
districts by prohibiting parking of vehicles on landscaped areas.
3..0 ENVIRONMENTAL STATUS':
Pursuant to the.provisions set forth under the California
