Statement of Issue: Transmitted for your consideration is a request by Joe Rivello,
applicant, representing Pacific Coast Cafe (221 Main St., Suite A) and Ritmos (221 Main St.,
Suite B) restaurants, to remove four on-street public parking spaces on the west side of
Main Street, south of Olive Ave. This will enable the applicant to create an outdoor plaza
area similar to adjoining businesses for outdoor dining purposes. If the request is approved,
the applicant will process a conditional use permit to the Zoning Administrator to establish
outdoor dining on the plaza area.
Funding Source: If removal of the public parking spaces is approved, the applicant will be
required to fund and construct the public improvements. The improvements will include
removal and replacement of curb, gutter, storm drain inlet, and plaza area in conformance
with the Main Street design and street improvement plans approved for the Downtown Main
Street Corridor. In addition, the applicant will be required to pay an In-lieu Parking Fee for
the four spaces.
Recommended Action: Motion to:
1. "Approve the removal of four public parking spaces with the following requirements:
A. The applicant shall participate in the In-Lieu Parking Fee Implementation Program
(4 @ $12,000.00 space = $48,000.00) prior to the removal of the four spaces; and
B. All design and construction of the plaza area shall including curb, gutter, storm
drain inlet be paid by the applicant.

Alternative Action(s):
1. "Deny the request to remove four public parking spaces".
Analysis:
The applicant is requesting the removal of four on-street parking spaces to accommodate
a pending request to permit outdoor dining. Currently, the area in front of the two
restaurants does not provide an adequate area for outdoor dining. The area only includes
the public sidewalk, an elevator entrance and a small court yard in front of Ritmo's. This
area is not conducive for outdoor dining nor does it comply with the area requirements for
outdoor dining in the Downtown Specific Plan. Based upon these physical constraints and
to be competitive with other downtown merchants, the applicant is pursuing the request to
remove the adjacent on-street public parking spaces.
As part of the redevelopment efforts of the downtown area, the public improvements along
Main Street, and the revisions to the Downtown Specific Plan (Village Concept), outdoor
dining is becoming a vital part of downtown activity. To continue to promote this
pedestrian and outdoor activity, the removal of the four spaces will create the area
necessary and consistent with the outdoor dining areas along the first two blocks of Main
Street. Also, the removal of public parking spaces will benefit two businesses in the
downtown area. This benefit will continue to help revitalize all the businesses in the
Downtown area.
Downtown Parking Master Plan
One of the main components of the request is the potential impact on the Downtown
Parking Master Plan (DTPMP). The analysis will focus on the removal of four on-street
public parking spaces. The parking spaces in question are located adjacent to Pacific
Coast Cafe and Ritmos Restaurants at the south west corner of Main St. and Olive Ave.
The following analysis is provided for Council's consideration:
• The DTPMP was approved with the provision of 402 on-street parking spaces and
1,582 off-street parking spaces for a total of 1,984 parking spaces. If the four spaces
are eliminated then 398 on-street spaces would remain for a total of 1,980 spaces.
• The DTPMP shared parking concept allows the development of up to approximately
500,000 sq. ft. of development with the provision of 1,984 parking spaces. Within the
500,000 sq. ft. development threshold are land use categories for 100,000 sq. ft. of
restaurant, 250,000 sq. ft. of retail, 100,000 sq. ft. of office, and 50,000 sq. ft. of
miscellaneous uses.

• The DTPMP indicates that 101,302 sq. ft. of restaurant exists, 209,925 sq. ft. of
commercial exists, 107,174 sq. ft. of office exists, and 40,575 sq. ft. of miscellaneous
exists. The total square footage that exists is 458,975. This indicates that
approximately 41,024 sq. ft. of development area is permissible before the 500,000 sq.
ft. threshold is attained.
• It is important to remember that the Coastal Commission's last revision to the DTPMP
allows a shift of square footage between categories as long as the 500,000 sq. ft.
development threshold is not exceeded.
• To permit the removal of the four spaces would require the associated square footage
to be adjusted for the land use categories. This could be done by reducing the retail or
miscellaneous square footage and adding it to the restaurant category. The square
footage will be calculated by the reduced parking standards for restaurants in Area 1,
south of Orange Ave. For example: 4 spaces at 1 space per 150 sq. ft. would be 600
sq. ft. The 600 sq. ft. would be removed from the retail or miscellaneous category and
added to the restaurant category. The annual review of the DTPMP would then
analyze the shift in square footage for each category with the provision of 1,980
spaces.
• The removal of the four spaces must be replaced on a one to one basis pursuant to
Section 221.30 (Off-Street Parking Requirements) of the Huntington Beach Zoning and
Subdivision Ordinance. The removal of on-street parking spaces would require the
proponent to pay the in-lieu parking fee of$12,000 per space ($48,000 total) through
the In-Lieu Parking Fee Implementation Program. This would be required regardless if
the city; 1) does not entertain a shift in square footage, 2) does not allow a reduction of
the overall development threshold and, 3) does not require the proponent to construct
the four spaces within the DTPMP area.
Planning staff believes that this minor loss of parking and shift in land use category will
have a minimal impact on the parameters of the DTPMP. Based upon the ordinance code
requirement to replace coastal zone parking on a one to one ratio, staff recommends the
applicant participate in the In-Lieu Parking Fee Implementation Program.
Conclusion
Staff supports the removal of the four on-street public parking spaces because it will; 1)
have a minimal impact on the Downtown Parking Master Plan, 2) create an area for outdoor

dining to benefit two businesses, 3) continue to promote the pedestrian and outdoor dining
atmosphere in the downtown, 4) promote the long range goal of a pedestrian mall and, 5)
the applicant has agreed to fund the public improvements and participate in the In-Lieu
Parking Fee Implementation Program.
Environmental Status: The proposed request is covered by Environmental Impact Report
No. 82-2, adopted by the City Council Resolution No. 5284 on July 18, 1983.

To who it may concern ,
Below is the written narrative for the proposed
project at the 221 Main St . building .
A . To continue the Village concept originally planned by
the city as a part of redevelopment . The main reason for
initiating this application is to help insure the
stability and stability of the businesses located in the
221 Main St . building . One restaurant has already closed
( I1 Pastacio ) its doors because of the lack of outdoor
seating .
B . The area where the proposed project is located is in
the downtown area in the 200 block . The population served
by -the proposed project will be all the local population ,
the visitors from out of town all the tourists .
C . The description of the project and services is to
convert 4 parking spaces in front of the 221 bldg . to
outdoor dining . The approximate square footage is 1097 . As _
for the hours and days of operation they are as follows .
Sunday thru Thursday 7AM - 1OPM , Friday and Saturday 7AM -
12AM . I currently employ 37 people but would anticipate
hiring a few more servers to handle the increased
business .
D . The description of the surrounding uses to the north ,
south , east and west are as follows .
To the north on 5th st . is commercial usage .
Businesses include Chuck Dent Surf Shop , The hair salon ,
Coast Realty , H .B . Travel and Petes Mexican food .
To the south is First Interstate Bank and Powerhouse
Gym .
To the east is Ritmos ( Italian food ) Starbucks and the
empty lot where. the produce market is held every Friday
To the west is the Longboard Restaurant and Pub , the
Bread Crumb , Sugar Shack and the new restaurant Rock &
Java Cafe . All of the these have the outdoor dining .
