Funding Source: The provisions of Huntington Beach Municipal Code Chapter 10.42 require that the residents choosing to participate in the residential parking permit district pay a proportionate share of the cost to establish the district. Typical costs include, but are not limited to, installation of signs, curb markings, staff time to issue permits, and administrative costs to create the district. Recommended Action: Motion to: Adopt Resolution No.aOO--) ` k3 establishing Parking Permit District "G" within the City of Huntington Beach. Alternative Action(s): Deny adoption of the resolution and provide staff with alternative direction to meet the requests of the residents on St. Paul Circle. fvs � Pam REQUEST FOR ACTION MEETING DATE: July 5, 2005 DEPARTMENT ID NUMBER:PW 05-048 Analysis: A resident who lives on St. Paul Circle submitted a letter to the Public Works Department requesting parking permit district. The shortage of available parking in the surrounding neighborhoods has created a high on-street parking demand on St. Paul Circle. The ensuing influx of vehicles has resulted in a need for increased Police activity. As required by Chapter 10.42 of the Huntington Beach Municipal Code, the Public Works Department created a petition with all the addresses of the affected properties. The requesting party circulated the petition and returned it with signatures from occupants of 90% of the dwelling units. Parking restrictions are not an option for this street, as the residents desire unlimited parking during the day and overnight. The Public Works Department has found that the requirements have been met for the establishment of a parking permit district. The Police Department supports the proposed parking permit district, which would be effective 24 hours a day, every day, including holidays. The Public Works Department has reviewed the requirements for posting the permit parking district and estimate a total cost for the installation of $300. The Municipal Code requires residents in the permit district to pay for the cost of establishing the district. Based on 39 residential addresses within the district, a fee of $7.70 will be collected in addition to the adopted permit fees, with the first permit issued for each address as reimbursement to the City for the initial installation costs.
