Statement of Issue: Residents living on the 1800 block of Pine Street have petitioned
the City to amend permit-parking district "D".
Funding Source: The provisions of Huntington Beach Municipal Code Chapter 10.42
require that the residents choosing to participate in the residential parking permit district
pay a proportionate share of the cost to establish the district. Typical costs include, but are
not limited to, installation of signs, curb markings, staff time to issue permits, and
administrative costs to create or amend the district.
Recommended Action: Motion to: Adopt Resolution No. A606 _ Amending
Resolution No. 5980 Entitled, "A Resolution of the City Council of the City of Hunting Beach
Establishing `Parking District D' Within the City of Huntington Beach".
Alternative Action(s): Deny amending the resolution and provide staff with alternative
direction to meet the requests of the residents on Pine Street.

Analysis: A resident of Pine Street submitted a letter to the Public Works Department
requesting to amend the existing permit-parking district. Students from the nearby high
school have created a high on-street parking demand on the 1800 block of Pine Street.
The ensuing influx of vehicles has resulted in a need for increased police enforcement
requests.
As required by Chapter 10.42 of the Huntington Beach Municipal Code, the Public Works
Department created a petition with all the addresses of the affected properties. The
requesting party circulated the petition and returned it with signatures from occupants of
91% of the dwelling-units. Parking restrictions are not an option for this street, as the
residents desire unlimited parking during the day.
The Public Works Department has reviewed the requirements for posting the permit
parking district and estimate a total cost for the installation of $277.43. The Municipal Code
requires residents in the permit district to pay for the cost of establishing the district. Based
on 23 residential addresses within the district, a fee of$12.06 will be collected in addition to
the adopted permit fees, with the first permit issued for each address as reimbursement to
the City for the initial installation costs.

A RESOLUTION OF THE CITY COUNCIL OR THE
CITY OF HUNTINGTON BEACH AMENDING RESOLUTION NO. 5980 ENTITLED, "A
RESOL UTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
ESTABLISHING `PARKING PERMIT DISTRICT D' WITHIN
THE CITY OF HUNTINGTON BEACH"
WHEREAS,the City of Huntington Beach has adopted Ordinance No. 2977 allowing the
establishment of parking districts in residential areas under certain conditions; and
On February 6, 1989, the City Council adopted Resolution No. 5980 establishing a
parking district known as "Parking Permit District D" consisting of the following street
segments:
Park Street, from Utica Avenue to Springfield Avenue; Main Street, from
Seventeenth Street to Springfield Avenue; Utica Avenue, from Park Street to Pine
Street.
WHEREAS, the citizens of the residential street known as Pine Street have petitioned for
the establishment of a parking district; and
The Director of Public Works has caused an investigation of parking conditions in the
above-mentioned street to be conducted and found the requirements of Ordinance No. 2977 to be
substantially fulfilled;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Huntington Beach that the parking district known as "Parking Permit District D" is herewith
amended to include the following:
The 1800 block of Pine Street, effective Monday through Friday from 7:00
a.m. to 2:00 p.m., except legal holidays
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 5th day of ,Tune , 2006.

To Whom It May Concern:
This letter is to be attached to any Petition that the residents of Pine St. and Springfield
St. submit to the City of Huntington Beach in regards to Permit Parking Only during
school hours or similar wording on a petition; we agree that such permitting should be
required due to parking problems that have been addressed in the petition.
We are 100%behind this action and by our signatures to this letter agree to the conditions
