BEARDSLEY, PE, DIRECR OF PU L`ICWORKS � SUBJECT: Adopt Resolution Amending Residential Parking Permit District «D„ Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachments) Statement of Issue: Residents living on the 1800 block of Pine Street have petitioned the City to amend permit-parking district "D". Funding Source: The provisions of Huntington Beach Municipal Code Chapter 10.42 require that the residents choosing to participate in the residential parking permit district pay a proportionate share of the cost to establish the district. Typical costs include, but are not limited to, installation of signs, curb markings, staff time to issue permits, and administrative costs to create or amend the district. Recommended Action: Motion to: Adopt Resolution No. A606 _ Amending Resolution No. 5980 Entitled, "A Resolution of the City Council of the City of Hunting Beach Establishing `Parking District D' Within the City of Huntington Beach". Alternative Action(s): Deny amending the resolution and provide staff with alternative direction to meet the requests of the residents on Pine Street. REQUEST FOR ACTION MEETING DATE: 6/5/2006 DEPARTMENT ID NUMBER:PW 06-023 Analysis: A resident of Pine Street submitted a letter to the Public Works Department requesting to amend the existing permit-parking district. Students from the nearby high school have created a high on-street parking demand on the 1800 block of Pine Street. The ensuing influx of vehicles has resulted in a need for increased police enforcement requests. As required by Chapter 10.42 of the Huntington Beach Municipal Code, the Public Works Department created a petition with all the addresses of the affected properties. The requesting party circulated the petition and returned it with signatures from occupants of 91% of the dwelling-units. Parking restrictions are not an option for this street, as the residents desire unlimited parking during the day. The Public Works Department has reviewed the requirements for posting the permit parking district and estimate a total cost for the installation of $277.43. The Municipal Code requires residents in the permit district to pay for the cost of establishing the district. Based on 23 residential addresses within the district, a fee of$12.06 will be collected in addition to the adopted permit fees, with the first permit issued for each address as reimbursement to the City for the initial installation costs.
