Statement of Issue: Residents living on Veering Circle, Aspenwood Lane, and Shipley
Street have petitioned the City to amend Permit-Parking District "D".
Funding Source: The provisions of Huntington Beach Municipal Code Chapter 10.42
require that the residents choosing to participate in the residential parking permit district
pay a proportionate share of the cost to establish or amend the district. Typical costs
include, but are not limited to, installation of signs, curb markings, staff time to issue
permits, and administrative costs to create or amend the district.
Recommended Action: Motion to: Adopt Resolution No. �(, --s" amending
Parking Permit District "D" within the City of Huntington Beach to add Veering Circle,
Aspenwood Lane, and Shipley Street.
Alternative Action(s): Deny amending the resolution and provide staff with alternative
direction to meet the requests of the residents on Veering Circle, Aspenwood Lane, and
Shipley Street.

Analysis: A resident of Veering Circle submitted a letter and petition to the Public Works
Department requesting to amend the existing permit-parking district. A resident of Shipley
Street submitted a letter to the Public Works Department requesting to amend the existing
permit-parking district. Students from the nearby high school have created a high on-
street parking demand on Veering Circle, Aspenwood Lane, and Shipley Street. The
ensuing influx of vehicles has resulted in a need for increased police enforcement requests.
The requesting individuals circulated petitions and returned them with signatures from
occupants of 96% of the dwelling units. Parking restrictions are not an option for these
streets, as the residents desire unlimited parking during the day.
The Public Works Department has reviewed the requirements for posting the permit
parking district and estimate a total cost for the installation of$702.00. The Municipal Code
requires residents in the permit district to pay for the cost of establishing or amending the
district. Based on 26 residential addresses within the district, a fee of$27.00 will be
collected in addition to the adopted permit fees, with the first permit issued for each
address as reimbursement to the City for the initial installation costs.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AMENDING PARKING
PERMIT DISTRICT"D" WITHIN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the establishment of
parking districts in residential areas under certain conditions; and
On February 6, 1989, the City Council adopted Resolution No. 5980 establishing a parking district
known as "Parking Permit District D." With subsequent amendments to the original resolution, Parking
Permit District"D" consists of the following street segments:
Park Street from Springfield Avenue to Lake Street
Pine Street from Springfield Avenue to Park Street;
Utica Avenue from Seventeenth Street to Lake Street;
Main Street from Springfield Avenue to Seventeenth Street;
Seventeenth Street from Shipley Street to Main Street.
The citizens of the residential streets known as Veering Circle, Shipley Street and Apsenwood Lane
have petitioned to amend Parking Permit District"D"; and
The Director of Public Works has caused an investigation of parking conditions on and around
Veering Circle to be conducted and found the requirements of Ordinance No. 2977 to be substantially
fulfilled,
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Huntington
Beach that Parking Permit District "D" is hereby amended to include Veering Circle, Shipley Street and
Aspenwood Lane, effective Monday through Friday, from the hours of 7:00 a.m. and 2:00 p.m., except
legal holidays.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
