Analysis: A resident of Meadow Crest Drive submitted a letter to the Public Works
Department requesting a permit parking district. The multi-family dwellings to the east of
the Meadow Crest Drive neighborhood have limited onsite parking. When the complexes
were constructed the parking space requirement .was lower than the current standard. The
shortage of available parking has created a high on-street parking demand on Meadow
-Crest Drive and the surrounding roadways. The ensuing influx of vehicles has resulted in a
need for increased police enforcement requests.
As required,by Chapter 10.42 of the Huntington Beach Municipal Code, the Public Works
Department created a petition with all the addresses of the affected properties. The
affected properties are on Meadow Crest Drive between Edwards Street and Northfield
Lane, Edwards Street frontage road between Meadow Crest Drive and Freeborn Drive, and
on Northfield Lane between Meadow Crest Drive and Freeborn Drive.
The requesting party circulated the petition and returned it-with signatures from occupants
of 68% of the dwelling units from the three streets, short of the 75% required. Public Works
agreed to consider Meadow Crest Drive and Edwards Street only, which had an 83%
approval rate for the implementation of the parking district. Northfield Lane had the lowest
approval rating of 50% and will not be considered in the parking permit district. Parking
restrictions are not an option for this street as the residents desire unlimited parking during
the'day and overnight.
The Public Works Department has found that the requirements have been met for the
establishment of a permit parking district on Meadow Crest Drive and Edwards Street .
frontage road. This district would be in effect from 12:00 A.M. to 6:00 A.M., every day,
including weekends and holidays. The affected residents requested a time frame that
would prohibit overnight parking, yet allow for reasonable use of the available space.
The Public Works Department has reviewed the requirements for posting the permit
parking district and estimate a total cost for the installation of $1,080.00. The Municipal
Code requires residents in the permit district to pay for the cost of establishing the district.
Based on 24 residential addresses within the district, a rounded fee of $45.00 will be
collected with the first permit issued for each address as reimbursement to the City for the
initial installation costs in addition to the adopted permit fees.
Strategic Plan Goal: C-2 Provide quality public service.
Public Works Commission Action: Not required.
Environmental Status: Not applicable.
