SUBJECT: Adopt Resolution No. 2017-48 removing Sunflower Lane from Residential Permit
Parking District "O"
Statement of Issue:
Residents on Sunflower Lane have requested to be removed from Residential Permit Parking
District "O."
Financial Impact:
The removal of a street from a current parking district can be accomplished within Public Works'
operational budget.
Recommended Action:
Adopt Resolution No. 2017-48, "A Resolution of the City Council of the City of Huntington Beach
Removing Sunflower Lane from Residential Permit Parking District "O."
Alternative Action(s): Deny the recommended action.
Analysis:
On August 5, 2013, City Council adopted Resolution No. 2013-40 creating Permit Parking District
"O" consisting of the following streets: Sunburst Lane, Chestnut Drive, Moonbeam Drive, Briarwood
Drive and Sunflower Lane. The neighborhood is located across from Golden West College near
Greer Park. The request for permit parking on these streets was due to the issue of college
students and weekend Swap Meet customers parking on the residential streets.
Public Works received a petition from residents on Sunflower Lane requesting to be removed from
the current parking district. Huntington Beach Municipal Code (HBMC) Chapter 10.42, Permit
Parking Districts, allows residents to request removal of permit parking by a simple majority vote of
the property units. The affected area is shown on Attachment 2.
As required by HBMC Chapter 10.42, staff sent ballots to the requesting properties to vote on the
proposal. Ten of eighteen properties voted in favor to eliminate Sunflower Lane from Permit
Parking District "O." The residents voting in favor of removing permit parking expressed that
Sunflower Lane is minimally impacted with Golden West College and Swap Meet related parking,
and that obtaining regular and temporary parking permits for themselves and their guests has been
bothersome.

Staff finds that the residents have met the requirements of the Municipal Code with 56% of the
homes supporting the request and meets the requirements for bringing the request to the City
Council for consideration.
Environmental Status: None required.

RESOLUTION NO. 2017-48
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH REMOVING SUNFLOWER LANE
FROM PERMIT PARKING DISTRICT "0"
WHEREAS, the City Council has adopted Ordinance No. 4051 allowing City Council to
amend any Permit Parking District; and
The citizens of the residential street known as Sunflower Lane have petitioned to be
removed from Permit Parking District"0"; and
The Director of Public Works reviewed the petition, sent a ballot for further consideration
to residents of Sunflower Lane, and determined that a simple majority of the residents of
Sunflower Lane have requested to be removed from Permit Parking District"0";
Therefore, the Director of Public Works has found the requirements of Ordinance 4051 to
be fulfilled;
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
Sunflower Lane is hereby removed from Permit Parking District "0".
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a

I am sending this note to urge you to decide to lift the parking pass requirement on
Sunflower Ln.
It is my understanding the requested petition will go before you at the upcoming City
Council meeting on Monday. The petition and votes represent the majority of neighbors
also in favor of lifting the parking passes from Sunflower.
In particular, my husband Greg and I live at 15652 Sunflower and have had challenges
with any events at our house where we had to get passes from city hall during normal
business hours (which is challenging at times with both of us working). We are also
anticipating a benefit to lifting the pass requirement as our children approach driving
years and we will have to pay for additional passes for their guests.
There are also other neighbors on Sunflower who have at home offices and the parking
pass requirement makes it difficult to do business if a client forgets to park in the
driveway for example.

Description: Please remove parking permit requirements on Sunflower Lane in Huntington Beach. We are new to the
neighborhood 1 year and having a parking permit has become a issue with giving tickets to my friends and family
weither they have a permit or not. I have had many friends and family that have received parking tickets even if they
have a pass on their car. It has become very time consuming not to mention embarrassing. As a neighborhood we
have all come together and agreed to remove parking pass requirements on Sunflower Lane. I hope you will take this
request with serious consideration.

Statement of Issue Residents on Sunburst Lane, Chestnut Drive, Moonbeam Drive, Sunflower
Lane, and Briarwood Drive have petitioned the City for a permit parking district
Financial Impact The provisions of Huntington Beach Municipal Code Chapter 10 42 requires that
the residents choosing to participate in the residential parking permit district pay a proportionate
share of the cost to establish or amend the district, making the district revenue neutral Typical cost
include, but are not limited to, installation of signs, curb markings, staff time to issue permits, and
administrative costs to create or amend the district Golden West College has agreed to cover the
costs of establishing the district and issue permits to residents The expected revenue of$3,635 is
expected to be off-set by the costs to install and administer the program for this district over the
next 5 years resulting in a revenue neutral action
Recommended Action
Adopt Resolution No 2013-40, "A Resolution of the City Council of the City of Huntington Beach
Establishing Residential Parking Permit District "O" within the City of Huntington Beach "
Alternative Action(s) Deny the recommended action
Analysis Public Works received a request to implement a residential permit parking district on the
following streets Sunburst Lane, Chestnut Drive, Moonbeam Drive, Sunflower Lane, and Briarwood
Drive The neighborhood is located across from Golden West College near Greer Park The
residents are requesting permit parking due to the on-going issue of Golden West College students
and weekend Swap Meet customers parking on the residential streets The residential permit
parking has been requested to be in place from 8 AM to 4 PM weekdays and 8 AM to 2 PM on
weekends, excluding holidays
As required by Chapter 10 42 of the Huntington Beach Municipal code, Public Works created a
petition with all the addresses of the affected properties to be circulated in the neighborhood The
requesting party circulated the petition and returned it with signatures from occupants of 95% (61 of
64) of the dwelling units Upon receipt of the petition Public Works investigated the request and
recommends establishing the permit parking district on the above-mentioned streets Additionally,
staff met with Golden West College administration on behalf of the residents to determine if they
would agree to pay the costs to establish the parking district and the permit fees Golden West

College Informed staff that because of the circumstances for the permit parking request the college
is willing to pay for the Installation and permit fees
Public Works has reviewed the requirements to establish the permit parking district The cost for the
installation and parking permits is estimated to be $1,500 and $2,135, respectively, for a total cost
of $3,635 Golden West College will pay the cost to establish the parking district and the permit
fees each renewal period, which currently is five years

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING PERMIT PARKING
DISTRICT"O" WITHIN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the
establishment of parking districts in residential areas under certain conditions, and
The citizens of the residential street known as Sunburst Lane have petitioned for
establishment of a permit parking district containing the following roadways-
Sunburst Lane
Chestnut Drive
Moonbeam Drive
Sunflower Drive
Briarwood Drive
The Director of Public Works has caused an investigation of parking conditions on and
around Sunburst Lane and found the requirements of Ordinance No 2977 to be substantially
fulfilled,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows.
Permit Parking District "O" is hereby established to include the above mentioned
roadways, effective 8 00 a.m. to 4 00 p in Monday through Friday, and 8 00 a in. to 2 00 p in
Saturday and Sunday, excluding holidays
