Hopkins, PE, Director of Public Works SUBJECT: Adopt Resolution No. 2017-48 removing Sunflower Lane from Residential Permit Parking District "O" Statement of Issue: Residents on Sunflower Lane have requested to be removed from Residential Permit Parking District "O." Financial Impact: The removal of a street from a current parking district can be accomplished within Public Works' operational budget. Recommended Action: Adopt Resolution No. 2017-48, "A Resolution of the City Council of the City of Huntington Beach Removing Sunflower Lane from Residential Permit Parking District "O." Alternative Action(s): Deny the recommended action. Analysis: On August 5, 2013, City Council adopted Resolution No. 2013-40 creating Permit Parking District "O" consisting of the following streets: Sunburst Lane, Chestnut Drive, Moonbeam Drive, Briarwood Drive and Sunflower Lane. The neighborhood is located across from Golden West College near Greer Park. The request for permit parking on these streets was due to the issue of college students and weekend Swap Meet customers parking on the residential streets. Public Works received a petition from residents on Sunflower Lane requesting to be removed from the current parking district. Huntington Beach Municipal Code (HBMC) Chapter 10.42, Permit Parking Districts, allows residents to request removal of permit parking by a simple majority vote of the property units. The affected area is shown on Attachment 2. As required by HBMC Chapter 10.42, staff sent ballots to the requesting properties to vote on the proposal. Ten of eighteen properties voted in favor to eliminate Sunflower Lane from Permit Parking District "O." The residents voting in favor of removing permit parking expressed that Sunflower Lane is minimally impacted with Golden West College and Swap Meet related parking, and that obtaining regular and temporary parking permits for themselves and their guests has been bothersome. ID PW 17-060 Page 2 of 2 Meeting Date: 11/6/2017 Staff finds that the residents have met the requirements of the Municipal Code with 56% of the homes supporting the request and meets the requirements for bringing the request to the City Council for consideration. It is my understanding the requested petition will go before you at the upcoming City Council meeting on Monday. The petition and votes represent the majority of neighbors also in favor of lifting the parking passes from Sunflower. In particular, my husband Greg and I live at 15652 Sunflower and have had challenges with any events at our house where we had to get passes from city hall during normal business hours (which is challenging at times with both of us working). We are also anticipating a benefit to lifting the pass requirement as our children approach driving years and we will have to pay for additional passes for their guests. There are also other neighbors on Sunflower who have at home offices and the parking pass requirement makes it difficult to do business if a client forgets to park in the driveway for example. We are new to the neighborhood 1 year and having a parking permit has become a issue with giving tickets to my friends and family weither they have a permit or not. I have had many friends and family that have received parking tickets even if they have a pass on their car. It has become very time consuming not to mention embarrassing.
