CITY OF HUNTINGTON BEACH
REQUEST FOR. CITY COUNCIL ACTION
MEETING DATE: 8/18/2014
SUBMITTED TO: Honorable Mayor and City Council Members
SUBMITTED BY: Fred A. Wilson, City Manager
PREPARED BY: Travis K. Hopkins, PE, Director of Public Works
SUBJECT: Adopt Resolution No. 2014-58 establishing Residential Parking Permit District
"P" affecting residents on Plymouth Lane in Huntington Beach
Statement of Issue: Residents on Plymouth Lane between Edinger Avenue and Royalist Drive
have petitioned the City for a permit parking district.
Financial Impact: The provisions of Huntington Beach Municipal Code Chapter 10.42 requires
that the residents choosing to participate in the residential parking permit district pay a
proportionate share of the cost to establish or amend the district, making the district cost neutral to
the City. Typical cost include, but are not limited to, installation of signs, curb markings, staff time
to issue permits, and administrative costs to create or amend the district. The revenue of $1,190 is
expected to be off -set by the costs to install and administer the program for this district over the
next 5 years resulting in a cost neutral action.
Recommended Action:
Adopt Resolution No. 2014-58, "A Resolution of the City Council of the City of Huntington Beach
Establishing Permit Parking District "P" Within the City of Huntington Beach."
Alternative Action(s): Deny the recommended action.
Analysis: Public Works received a request to implement a residential permit parking district on
Plymouth Lane between Edinger Avenue and Royalist Drive. Plymouth Lane intersects Edinger
Avenue to the north and is one block east of Springdale Street. The residents are requesting
permit parking due to the on -going issue of lack of parking for the home owners and their guests,
litter, and excessive noise attributed to the tenants of the two nearby apartment complexes parking
on Plymouth Lane. The residential permit parking has been requested to be in effect at all times.
As required by Chapter 10.42 of the Huntington Beach Municipal Code, Public Works created a
petition with all the addresses of the affected properties to be circulated on the street. The
requesting party circulated the petition and returned it with signatures from occupants of 78% (14 of
18) of the dwelling units. Upon receipt of the petition Public Works investigated the request and
recommends establishing the permit parking district on Plymouth Lane between Edinger Avenue
and Royalist Drive. Public Works has reviewed the requirements to establish the permit parking
district. The cost for the installation and parking permits is estimated to be $560 and $630,
respectively, for a total cost of $1,190.
Public Works Commission Action: Not required.
