SUBJECT: Adopt Resolution No. 2014-59 establishing Residential Parking Permit District
"Q" affecting residents on Wrenfield Drive, Kristopher Lane, and Dohrn Circle in
Huntinaton Beach
Statement of Issue: Residents on Wrenfield Drive, Kristopher Lane, and Dohrn Circle have
petitioned the City for a permit parking district.
Financial Impact: The provisions of Huntington Beach Municipal Code Chapter 10.42 requires
that the residents choosing to participate in the residential parking permit district pay a
proportionate share of the cost to establish or amend the district, making the district cost neutral to
the City. Typical cost include, but are not limited to, installation of signs, curb markings, staff time
to issue permits, and administrative costs to create or amend the district. The revenue of $2,807 is
expected to be off -set by the costs to install and administer the program for this district over the
next five years resulting in a cost neutral action.
Recommended Action:
Adopt Resolution No. 2014-59, "A Resolution of the City Council of the City of Huntington Beach
Establishing Permit Parking District "Q" Within the City of Huntington Beach."
Alternative Action(s): Deny the recommended action.
Analysis: Public Works received a request to implement a residential permit parking district on
Wrenfield Drive from Edwards Street to Golden View Park, Kristopher Lane from Wrenfield Drive to
Kilda Circle, and Dohrn Circle. The neighborhood is located between Edwards Street and Golden
View Park just south of Warner Avenue. The residents are requesting permit parking due to the
parking impacts experienced on the requested streets by the multi -family unit tenants located just
north of the neighborhood. The residential permit parking has been requested to be in place every
day from Midnight to 6 AM.
As required by Chapter 10.42 of the Huntington Beach Municipal Code, Public Works created a
petition with all the addresses of the affected properties to be circulated on the street. The
requesting party circulated the petition and returned it with signatures from occupants of 76% (29 of
38) of the dwelling units. Upon receipt of the petition Public Works investigated the request and
recommends establishing the permit parking district on the requested streets. Public Works has
reviewed the requirements to establish the permit parking district.

RESOLUTION NO. 2014-59
A'RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING PERMIT PARKING
DISTRICT "Q" WITHIN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the
establishment of parking districts in residential areas under certain conditions; and
The citizens of the residential street known as Plymouth Lane have petitioned for
establishment of a permit parking district containing the following roadway:
Wrenfield Drive from Edwards Street to Golden View Park
Kristopher Lane from Wrenfield Drive to Kilda Circle
Dohrn Circle
The Director of Public Works has caused an investigation of parking conditions
on and around Plymouth Lane and found the requirements of Ordinance No. 2977 to be
substantially fulfilled,
NOW, THEREFORE, the City Council of the City of Huntington Beach does
hereby resolve as follows:
Permit Parking District "P" is hereby established to include the above mentioned
roadway, effective every day from 12 a.m. to 6 a.m.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach
at a regular meeting thereof held on the 18th day of August , 2014.
