( ] Yes [ ] New Policy or Exception �� (054A(o Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments:Ca;W STATEMENT OF ISSUE Residents along 22nd Street between Pacific Coast Highway and Walnut Avenue have petitioned to establish a new parking district. Currently, there is a 10:00 p.m. - 8:00 a.m. parking restriction in this block. The permit parking would allow the residents of this block to purchase permits and park during the restricted time. The Transportation Commission at its April 13, 1993, meeting, voted 5 - 0 to proceed with the process of implementing permit parking in this area. In addition, these residents have petitioned to have parking meters installed. In addition, these residents have petitioned to have parking meters installed. As an additional issue, residents on the southeastern side of Fifth Street have requested to be included in the residential parking permit exemption zone. RECOMMENDATIONS 1. Adopt attached Resolution establishing Parking District "E"; 2. Direct staff to remove sixteen parking meters from the inland side of Pacific Coast Highway between 20th and Golden West Streets; and reinstall those meters on 22nd Street between Walnut Avenue and the alley short of Pacific Coast Highway; and 3. If Recommendation 2 is approved, direct staff to prepare a resolution amending the city fee schedule by establishing a residential parking zone and fee on 22nd Street between Pacific Coast Highway and Walnut Avenue and on Fifth Street between Pacific Coast Highway and Olive Avenue. PIO 5/85 REQUEST FOR COUNCIL ACTION November 15, 1993 Page two ANALYSIS The residents of 22nd Street between Pacific Coast Highway and Walnut Avenue have petitioned to establish a parking district pursuant to the provisions of HBMC Chapter 10.42. The Zoning Administrator has approved Coastal Development Permit No. 93-15 to allow permit parking in this area. In addition, staff has met with the representatives of residents on 22nd Street pursuant to Council direction, and obtained a written request to install meters in the residential zone on 22nd Street from Walnut Avenue to the alley midway between Walnut Avenue and Pacific Coast Highway. (see attached Vicinity Map, RD 348, and letter dated October 28, 1993, from 22nd Street residents.) Staff is recommending that sixteen meters be removed from the inland side of Pacific Coast Highway between 20th and Golden West Streets, and that those meters be relocated to the new residential zone on 22nd Street. Staff and the residents of 22nd Street concur that this will resolve the conflicts between residents and surfers parking in this location. It is staff s opinion that the total revenue from parking meters will not be affected and that this program will simply relocate surfers (who currently park for free on 22nd Street) to the inland side of Pacific Coast Highway between 20th and 22nd Streets (no parking is allowed on the inland side of Pacific Coast Highway between 22nd and Golden West Streets, for safety reasons). Weekend beachgoers will still park on 22nd Street; however, they will pay the meter rates and this type of beachgoer does not typically cause the same types of problems for residents (on 22nd Street) that the early morning surfers do. Finally, the residents on the southeast side of Fifth Street between Walnut and Olive Avenues, have requested the same residential parking meter exemption status as the residents on the northwestern side of Fifth Street between Olive and Walnut Avenues. Staff concurs with their request. FUNDING SOURCE The provisions of HBMC Chapter 10.42 require those choosing to participate to pay a proportionate share of the costs to erect signs and issue the necessary permits. Total cost to erect signs and issue permits to residents will not exceed $100. Funds are available in Account E-AA-PW-416-3-04-00 for the immediate installation of the required signs. Costs for relocation of the parking meters and appropriate signage will not exceed $500 and funds are available within the current adopted budget for the Parking Meter Division. ALTERNATIVE ACTIONS 1. Deny the request to implement permit parking. 2. Provide staff with direction for alternative actions. REQUEST FOR COUNCIL ACTION November 15, 1993 Page three ATTACHMENTS Resolution Letter from 22nd Street residents requesting installation of parking meters Vicinity map, Parking District "E" RH:cs t RESOLUTION NO. 6546 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING PARKING PERMIT DISTRICT"E"WITHIN THE CITY OF HUNTINGTON BEACH WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the establishment of parking districts in residential areas under certain conditions; and The citizens of the residential area known as 22nd Street between Pacific Coast Highway and Walunt Avenue, have petitioned for establishment of a parking district; and The Director of Public Works has caused an investigation of parking conditions in the above mentioned area to be conducted and found the requirements of Ordinance No. 2977 to be substantially fulfilled; NOW, THEREFORE, be it resolved that a parking district known as "Parking Permit District "E" is herewith established consisting of the following street segments: 22nd Street from Pacific Coast Highway and Walnut Avenue. PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 15th day of November , 1993.
