[ ] Yes [ ] New Policy or Exception # 6 S 9/ Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments: STATEMENT OF ISSUE The attached Resolution will allow the Director of Community Services to make determi- nations on the need for later as well as earlier curfews in the recreational zone parking lots/meters within the city. RECOMMENDATION Adopt the attached Resolution amending the City Fee Schedule pertaining to the Commu- nity Services Department recreational zone parking curfews. ANALYSIS At its April 4, 1994 meeting, the City Council directed staff to change the curfew for the parking meters in the bluff top parking lots along Pacific Coast Highway to allow for free parking by early morning surfers. The recreational zone meters are operational from 6:00 a.m. to 12:00 midnight. Pursuant to Council's request, the meters in question (approx- imately 250 meters) have been changed to be operational from 8:00 a.m. to midnight. With adoption of the attached Resolution, the Director of Community Services will be given authority to make changes in curfew at specific areas so that all recreational zone meters and lots don't have to be changed. The meters in the bluff top parking lots produce approximately $36,000 a year in revenue. It is estimated that changing the hours from 6:00 a.m. to 8:00 a.m. will reduce this projected revenue by $3,000 per year. However, by allowing two hours of free parking in these lots, it should alleviate early morning parking by surfers on 22nd Street which has been a problem for this neighborhood. In order to resolve the early morning parking by surfers, this seems to be the only alternative. ALTERNATIVE ACTION 1. Change all of the recreational zone meters/lots to 8:00 a.m. to 12:00 midnight curfew. 2. Do not change hours on the recreational zone meters. ATTACHMENT Resolution RH:cs RESOLUTION NO. 6591 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AMENDING RESOLUTION NO. 5159 ENTITLED, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING A CITY FEE SCHEDULE" AS TO SERVICES OFFERED UNDER THE COMMUNITY SERVICES DEPARTMENT (SUPPLEMENTAL FEE RESOLUTION NO 48 ) WHEREAS, on October 4, 1982, the City Council adopted Resolution No. 5159 establishing a fee schedule for the city; and The City Council desires to establish new fees and change existing fees charged to the public for city services, facilities and activities; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that Resolution No. '5159 is hereby amended to incorporate the changes set forth in Exhibit "A" attached hereto and by this reference made apart hereof; and BE IT FURTHER RESOLVED that the fee additions and amendments set out in this Supplemental Fee Resolution No. 48 shall be effective upon passage hereof and continue during the fiscal year 1994/95 and thereafter; and BE IT FURTHER RESOLVED that except as amended herein, the fees contained in Resolution No. 5159, as amended, shall remain in full force and effect. Coins shall be placed in such meters from 6 a.m. through 12 midnight daily, including Saturdays, Sundays and holidays. The Director may determine that certain recreational zone parking meters/lots may require an earlier oLL&Lcurfew for safety or othe purposes. 6 Res.
