Subject. CITY COUNCIL MEMBER ITEM FOR MAY 16, 2016, CITY COUNCIL
MEETING — DAILY PARKING RATES FOR THE 2016 FOURTH OF
JULY CELEBRATION WEEKEND
STATEMENT OF ISSUE:
The City Council liaisons to the Fourth of July Board would like to propose that the City
Council approve an increase in daily parking rates for the 2016 Fourth of July
Celebration weekend. The City Council liaisons are recommending that rates be raised
as follows:
South Beach Lots:
Saturday July 2, 2016 — from $15 per day to $25 per day
Sunday, July 3, 2016 —from $15 per day to $25 per day
Monday, July 4, 2016 — from $25 per day to $30 per day
Main Promenade Parking Structure:
Saturday July 2, 2016 — from $17 per day to $25 per day
Sunday, July 3, 2016 — from $17 per day to $25 per day
Monday, July 4, 2016 — from $27 per day to $3Q per day
Currently, daily parking rates are increased from $25 per day to $30 per day for the 4th
of July only, generating approximately $32,000 in additional revenue. Staff estimates
that the proposed increase in the daily parking rates from $25 to $30 per day as shown
above for the 2016 4th of July Celebration weekend will produce an additional $90,000
in new revenue for 2016, for a total of $122,000. These funds will be useful in offsetting
some of the City's increased costs associated with the 2016 4th of July Celebration
weekend.
On Saturday, July 2, and Sunday, July 3, the proposed increase could produce up to
$38,000 per day. It should be noted that Huntington State Beach rates may not change
for those two days, giving beach visitors a more -affordable parking option at the State
Beach. Then, on Monday, July 4, the additional $5 per day at the South Beach Lots
and $3 per day at the Main Promenade Parking Structure will increase the daily revenue
by $14,000 over last year, totaling $46,000 in parking revenue for that day. Again, the
APPROVED 7-0
State Beach may choose not to raise their rates to $30 on July 4; however, the City will
communicate any changes to City rates to State Parks staff in a timely manner.
RECOMMENDED ACTION:
A) Direct the City Attorney to draft a Resolution to officially increase parking rates at
South Beach lots on July 2 and July 3 from $15 to $25 per day, and on July 4 from
$25 to $30 per day.
B) Direct the City Attorney to draft a Resolution to officially increase parking rates at
Main Promenade Parking Structure on July 2 and July 3 from $17 to $25 per day,
and on July 4 from $27 to $30 per day.
