Small, Chief of Police SUBJECT: Approve for introduction Ordinance No. 3922 amending Chapter 10.44 of the Huntington Beach Municipal Code by prohibiting taxicabs from standing or parking in twenty-four (24) minute green zones Statement of Issue: The City Council is asked to amend Huntington Beach Municipal Code Chapter 10.44, to prohibit taxicabs from standing or parking in twenty-four (24) minute green zones. Financial Impact: Not applicable. Recommended Action: Motion to: Approve for introduction Ordinance No. 3922, "An Ordinance of the City of Huntington Beach Amending Chapter 10.44 of the Huntington Beach Municipal Code relating to Parking Time Limits." Alternative Action(s): Do not approve and direct staff accordingly. HB -489- Item 15. - 1 REQUEST FOR COUNCIL ACTION MEETING DATE: 9/19/2011 DEPARTMENT ID NUMBER: PD-11-018 Analysis: The twenty-four (24) minute maximum green zones are designed to provide short term parking in business and commercial areas to facilitate short term parking needs. Taxicabs that use the green zones to stand and park for solicitation of customers restrict the effectiveness of these parking zones. The only area in Huntington Beach with a concentrated taxicab usage is the downtown area. There is a designated taxi zone already established downtown for taxicabs to allow them to park and solicit customers on Walnut Avenue east of Main Street and on 3rd Street north of Walnut Avenue. This change in the Huntington Beach Municipal Code will ensure the green zones are used for short term parking needs in business and commercial areas, but will not reduce the ability for taxicabs to solicit customers. Item 15. - 2 xB -490- ATTACHMENT # 1 ORDINANCE NO. 3922 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING CHAPTER 10.44 OF THE HUNTINGTON BEACH MUNICIPAL CODE RELATING TO PARKING TIME LIMITS The City Council of the City of Huntington Beach does hereby ordain as follows: SECTION 1. Section 10.44.010 of the Huntington Beach Municipal Code is hereby amended to read as follows: 10.44.010 'Twenty-four minute maximum. Green curb marking shall mean no standing or parking for a period of time longer than twenty-four (24) minutes at any time. Taxi cabs shall not stand or park at any time where there are green curb markings. (276-11/25, 322-1/29, 533-7/48, 1155-8/65,3257-11/94) SECTION 2. This ordinance shall become effective 30 days after its adoption.
