RE : CODE AMENDMENT NO. 73-18
Code Amendment No. 73-18 was initiated by the Planning
Commission at the City Administrator' s request .
The purpose of this amendment is to establish standards
for temporary commercial parking facilities to supplement
peak seasonal demands near the beach areas .
A public hearing was held on Code Amendment No. 73-18 on
June 5 , 1973. Mr. Jack Wallace, a resident of Huntington
Beach , addressed the Commission speaking in favor of the
proposed amendment. Mr. Wallace suggested that applications
for temporary parking facilities be approved for a five year
period with annual review for compliance with conditions of
approval .
Code Amendment No . 73-18 was approved by the Planning
Commission with the following vote :
AYES : Geiger, Bazil , Porter , Wallin, Boyle , Higgins
NOES : None
ABSTAIN: Kerins (Mr. Kerins was out of the room at the time
the vote was taken)
The State Planning Act requires that a public hearing be
held by the City Council after which the code amendment
may be adopted by ordinance .

Temporary Parking Lots
Attached herewith is Code Amendment No. 73-18 which the staff
had reviewed a concept of at the May 8 , 1973 Planning Commission
meeting. The City Administrator had requested that the Planning
Commission establish these standards for temporary parking lots .
The staff will be prepared to discuss these proposed standards
with you at the meeting.

If approval has been recommended, the City Council will be required to
hold a public hearing on this matter. Although there is a 10 day appeal
period, we suggest that the matter be set for the earliest possible City
Council meeting, because the purpose of any appeal is to have a hearing
before the City Council and this is already being accomplished. We
further suggest that you not accept any appeal, as it will serve no purpose.
If approval has been recommended other than as requested, the City Council
will be required to hold a public hearing on this matter. However, there
is a possibility that the Planning Commission's decision will be appealed;
therefore, we suggest that publication be held off until the 10 day
appeal period has expired.
If denial has been recommended, the City Council may summarily deny the
request. However, we suggest that the matter not be scheduled on the
City Council agenda until the 10 day appeal period has expired.
A copy of the Planning Department legal notice,. and a list of owners of
property within 300 feet of the subject, area will be submitted upon your
