The purpose of this amendment is to establish standards for temporary commercial parking facilities to supplement peak seasonal demands near the beach areas . A public hearing was held on Code Amendment No. 73-18 on June 5 , 1973. Mr. Jack Wallace, a resident of Huntington Beach , addressed the Commission speaking in favor of the proposed amendment. Mr. Wallace suggested that applications for temporary parking facilities be approved for a five year period with annual review for compliance with conditions of approval . Code Amendment No . 73-18 was approved by the Planning Commission with the following vote : AYES : Geiger, Bazil , Porter , Wallin, Boyle , Higgins NOES : None ABSTAIN: Kerins (Mr. Kerins was out of the room at the time the vote was taken) The State Planning Act requires that a public hearing be held by the City Council after which the code amendment may be adopted by ordinance . The City Administrator had requested that the Planning Commission establish these standards for temporary parking lots . The staff will be prepared to discuss these proposed standards with you at the meeting.
