Wilson, City Manager PREPARED BY: Bob Hall, Deputy City Manager/Director of Economic Development Paul Emery, Deputy City Manager/Interim Director of Community Services SUBJECT: Adopt Resolution No. 2012-78 approving a promotional program providing two -hours free parking at the Main Promenade Parking Structure during the Holiday Season Statement of Issue: City Council is asked to consider adoption of Resolution No. 2012-78 approving a promotional program that would provide two -hours free parking at the Main Promenade Parking Structure during the 2012 Holiday Season to encourage shopping in the downtown area. Financial Impact: Potential loss of $5,000 in revenue to the General Fund (Parking Structure Fund — Account 44040). Recommended Action: Motion to: Adopt Resolution 2012-78, "A Resolution of the City Council of the City of Huntington Beach Authorizing a Promotional Program of Two -Hours Free Parking in the Main Promenade Parking Structure With Merchant Coupons Valid From November 23, 2012, Through January 1, 2013." Alternative Action(s): Do not approve the resolution and direct staff accordingly. xB -99- Item 5. - I REQUEST FOR COUNCIL ACTION MEETING DATE: 11/19/2012 DEPARTMENT ID NUMBER: Ed 12-46 Analysis: Staff has worked with the Huntington Beach Downtown Business Improvement, District (HBDBID) to attract customers and promote shopping downtown during the holiday season. During the October 25, 2012, Downtown Economic Development Committee meeting, the HBDBID Board proposed that a free parking promotional program be implemented during the holiday season to encourage shopping in the downtown area. Similar programs were successfully implemented during the 2004 and 2005 holiday seasons. The Downtown Economic Development Committee supports the promotional program and recommended the item be placed on the City Council Agenda for approval. The promotional program would offer downtown patron's two -hours free parking in the Main Promenade Parking Structure with a valid coupon. The program would run from November 23, 2012, through January 1, 2013, from the hours of 9 am to 8 pm. The HBDBID would be responsible for printing and distribution of coupon books. The "Free Parking" coupon would be placed in the 2012 Huntington Beach Downtown Holiday Coupon Book. Ten Thousand (10,000) coupon books are anticipated for distribution. Staff estimates the promotional program would create a potential loss in General Fund revenue of $2,500 to $5,000, which could be off -set by increased merchandise sales. We will print 10,000 books to distribute throughout our community. We are thrilled to be able to provide our downtown visitors with two hours of free parking. Over 50 of our businesses have special deals in this book and we are excited to give our residents an extra reason to visit our restaurants, shops, spas, and beauty salon locations. The HB Downtown BID is happy to invest over $40,000 during the holiday season, with festive lighting, our Main Street Christmas Tree, entertainment and promotions. We've even made special arrangements for Santa Claus to visit us every December weekend and on Tuesdays, at his favorite street fair, Surf City Nights. We appreciate this opportunity to partner with the city and thank you for supporting our efforts to continue to improve the economic business environment in Huntington Beach Downtown, related to marketing, safety, maintenance, tourism, parking and special events.
