SUBJECT: Approve appropriation and funding to install new rubberized surfacing at Peter
Green Park as recommended by the Community Services Commission (CSC)
Statement of Issue:
There is a need for the City Council to review and approve funding to install new rubberized
surfacing at Peter Green Park, as recommended by the Community Services Commission (CSC).
Financial Impact:
A new appropriation of $110,000 from Park Impact Fee Fund 228 will be required to complete this
project as no funds were budgeted in the FY 2017/18 budget. There are sufficient fund balances to
support this request.
Recommended Action:
A) Approve the installation of new rubberized surfacing at Peter Green Park; and,
B) Authorize the appropriation of $110,000 from Park Impact Fee Fund 228 to account 22845010
to complete the project.
Alternative Action(s):
Do not approve the recommended actions and direct staff accordingly.
Analysis:
On October 11, 2017, the Community Services Commission referred a review of the playground
equipment in all City parks to the Playground Equipment & Park Maintenance Sub -Committee (PE
& PMC). The Committee will establish a priority list for replacement of play equipment as funding
becomes available. In preparation, Community Services and Public Works staff have been working
together to complete an assessment of each of the 65 playgrounds in the City. The assessment will
include an evaluation of the condition of more than 450 play units and surfacing conditions. The
information will be used to assist the PE & PMC in establishing a priority list for repairs and
replacement as funding becomes available. The priority list will ultimately be approved by the
Community Services Commission and City Council.
During the joint review process, Community Services and Public Works staff determined that the
conditions at Peter Green Park are in need of immediate attention. The rubber surfacing has
deteriorated in several locations. Attempts to repair the surfacing have been unsuccessful.
An assessment of the surfacing by two playground firms resulted in recommendations to replace
the entire surface area. Peter Green Park includes a sand volleyball court, tennis court, basketball
court, a group picnic shelter, and unique playground equipment. These amenities make the park a

favorite location for the surrounding community and other residents, and is highly attended. Staff
has received several complaints about the condition of the surfacing.
At the February 14, 2018, Community Services Commission meeting, the Commission
recommended approval to appropriate funding in the amount of $110,000.00 from the Park
Acquisition and Development Fund 228 to install new rubber surfacing at Peter Green Park, and
gave direction for this item to be presented to the City Council for approval.
Community Services staff and Public Works staff are in the final stages of completing the analysis
needed for the PE & PMC to make recommendations on the Priority List for Replacement. Once
complete; it will be submitted to the Community Services Commission and City Council for final
approval.
