HomeMy WebLinkAboutApprove the concept and accept the donation of a Lake Park h Dept ID CS 15-019 Page 1 of 3 Meeting Date 12/21/2015 OFTj CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 12/21/2015 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Janeen Laudenback, Director of Community Services SUBJECT: Approve the concept and accept the donation of a Lake Park historical information plaque and the proposed wording Statement of Issue Staff has been approached by a citizen group, Preserving Our Past (POP), with a donation offer to install a historical information plaque at Lake Park The Community Services Commission (CSC) approved the concept of a plaque describing the history of Lake Park and proposed wording for the plaque There is a need for City Council to review and approve the acceptance of the donation and approve the wording describing historical events of the park per Resolution 2004-90, regarding park name and memorials Financial Impact Funding for the plaque and installation will be provided by POP Recommended Action A) Approve the concept and accept the donation of an historical information plaque in Lake Park from the "Preserving Our Past" (POP) volunteer citizen group, and, B) Approve the proposed wording for the plaque as recommended by the Community Services Commission (CSC) and included in Attachment 1 Alternative Action(s) Do not approve the concept of placing a plaque with the proposed wording in Lake Park and direct staff accordingly Analysis The City of Huntington Beach has been asked to accept the donation of an informational plaque to be installed at the Main Street entrance of Lake Park This plaque will be donated to the City of Huntington Beach by "Preserve our Past" (POP), a group of volunteers committed to memorializing significant historical events As past members of the Historic Resources Board (HRB), some members of POP led the way with the historical plaque installation at the Main Street Library, as well as the monument sign marking Triangle Park, at the corner of Main and 6th Streets This community group has spearheaded an effort to memorialize the history of Lake Park, as it is one of the original parks in the City's park inventory Because POP has already developed the concept for the plaque, and has researched the language contained therein, staff presented this concept to the Community Services Commission (CSC) as a whole, rather than going to the Park Memorial naming committee The donated marker can serve HB -293- Item 27. - I Dept ID CS 15-019 Page 2 of 3 Meeting Date 12/21/2015 the community by highlighting some of the significant events that have contributed to Lake Park's meaningful history The proposed language for the plaque as presented by POP is shown below as well as in Attachment 1 "On October 21, 1912, this five-acre parcel was acquired from the Huntington Beach Company for $10 in gold coin Named Lake Park for the lake that formed there, it later became a favorite place for competitive fly casting It is one of the city's three oldest parks and Its lake was the source of recreation for many years The Boy Scout Cabin was constructed and dedicated for use by Boy Scout Troop 1 in January 1924, through a cooperative effort of the Lions Club, various service organizations, businesses, and the city The area started to take shape as a developed park in the mid-1930s Through the efforts of Park Superintendent, Richard Beeson, trees, shrubs and flowers were planted and a picnic area was established On April 6, 1938, there was a formal opening of the recreation building, now known as the Lake Park Clubhouse, which is still used by multiple service and social organizations The redesign of Lake Park was approved by the City Council in February 1968 to better meet the needs of the community Using plans submitted by Landscape Architect Richard Bigler, the lake was then filled in with sand and playground equipment was added Today, as from the beginning, Lake Park continues to be an arborist's joy with its eclectic variety of trees and plants " It is important to note that POP presented their research and proposed language to staff over a series of meetings and communications The proposed language prepared by POP and presented was historically accurate according to their careful research Staff then worked closely with members of the HRB to refine the language to assure the accuracy of the plaque This process took several months, and both groups agree with the language as presented to the CSC with the exception of two items The first item of concern to the HRB is the mention of the land being acquired for $10 00 in gold coin Although this language was referenced in the original transaction documentation, there is absolutely no mention of the actual transaction in any of the subsequent City Council minutes from that time period The HRB thoroughly researched this issue, and believes that this omission in all of the subsequent minutes is significant All city expenditures of that time period were voted on and memorialized by the City Council The HRB believes the mention of the gold coin in the deed was simply ceremonial in nature Therefore, the HRB is recommending that the reference to the $10 00 in gold coin be removed altogether The second item of concern to the HRB is the mention of the timing of the installation of the playground equipment The HRB would prefer to add the words "at that location" to the end of the 5th paragraph, while the POP prefers the language as presented above to remain These two items are noted in Attachment 2 In working closely with both the POP and the HRB, staff believes that one could argue that either interpretation of both items is historically accurate We have reviewed documents and footnotes Item 27. - 2 xB -294- Dept ID CS 15-019 Page 3 of 3 Meeting Date 12/21/2015 presented by both parties and believe that both have presented compelling Information to reinforce their position Staff feels that all other information in the proposed language has been appropriately documented Per Resolution No 2004-90, Section 9, monument wording must have the concurrence of both the CSC and City Council (Attachment 3) On November 12, 2015, the CSC approved POP's recommendations for the proposed wording and design of the plaque Therefore, the recommended action is to approve the concept of a plaque in Lake Park, accept the donation, and to approve the wording as originally proposed by POP and contained herein, as well as in Attachment 1 Environmental Status The project is classified as exempt under Section 15303 of CEQA guidelines Strategic Plan Goal Improve quality of life Attachment(s) 1 Plaque language proposed by Preserving our Past 2 Items of concern to the Historic Resources Board 3 Resolution No 2004-90 1413 -295- Item 27. - That the policies contained in this resolution shall be instituted for the naming of the City's parks, park features and community facilities, and to recognize donations of park/pier furniture and park/play equipment. 2. That parks adjacent to schools be named the same as the school. 3 That if an entire park or sizable portion of a park which is not adjacent to a school is donated by an individual or family, it may be named after the donor. 4, That if the park is neither adjacent to a school nor donated, all or in part, it may be named after past Huntington Beach mayors who are no longer members of the City Council ("former mayors"). In addition,other individuals, including past council members,or other names may be proposed.The names of these persons may be considered when their unique contributions have had a City, state or national impact, are marked by excellence and are worthy of honor. 5. That in addition to parks,other community facilities such as lakes,parr features of Huntington Central Park, structures(other than restrooms and benches), groves of trees, walkways,playing fields, group camp and picnic sites, gardens,play equipment areas,meadows, amphitheaters, vistas, bridges and wildlife refuges may be named after former mayors to honor them for their service to the City. 6. That if park or pier furniture such as picnic tables, benches,trash cans, or play equipment is donated by an individual,civic organization, family or business,the donor may receive recognition by having the name of a person, family or business placed on the donation. Examples: (a)A donation in memory of a relative could be given to the City for a pier bench with the following options: 04reso/naming parks/91M4 I Item 27. - 6 ATTIHB _248_;NT 4 Resolution No. 2004-90 1. The name only, including the year; 2. In honor of (individual's name), including the year; 3. In memory of (individual's name), including the year. (b)a modular piece of play equipment and a park bench could be funded by a donation from a company with the bench placed immediately adjacent to a new tot lot with the inscription"This tot lot is donated to the City of Huntington Beach by Company." 7. That if a business or other entity offers to pay the City in exchange for the City naming a facility or park after the business,then the City may enter into an agreement for the same. The agreement must be prepared by the City Attorney and approved by the City Council. $. That only one park,park feature or community facility shall be named for an individual. 9. That all recommendations for park/pier memorial naming shall have the concurrence of the Community Services Commission and the City Council. 10. That Resolution No. 2001-64 and all other resolutions in conflict herewith are hereby repealed.
