several years along with the Community Services Commission and various aquatic groups

to address the problem of inadequate aquatic facilities for the Huntington Beach community.
An aquatics task force comprised of the Community Services Commission, school district
representatives, aquatics groups, and the general community analyzed possible locations for
an aquatic facility. The sites included Central Park; Murdy Park/Community Center; Edison
Park/Community Center; Dwyer School; Worthy Park; potential closed school sites;
Huntington Beach High School; and Ocean View High School.
After reviewing the opportunities and constraints of all of the above sites, the aquatics task
force recommended that the city and school district concentrate their efforts on rebuilding the
now closed Huntington Beach High School pool and developing a new 50-meter aquatic
facility at Ocean View High School. The city and district currently have a joint agreement to
operate aquatic programs at Edison and Marina High School Pools. The city operates the
pool at the City Gym and Pool for therapeutic, recreational, senior, and swim lesson
programs. By concentrating on providing facilities at Huntington Beach High School and
Ocean View High School, the city and district would have a five-pool resource to
accommodate both high school and city aquatic needs.
After the aquatics task force completed its work, the city and district entered into a joint
agreement to hire a consultant to study and develop conceptual site plans for what the
aquatic facility should contain at both Huntington Beach High School and Ocean View High
School. The high school district is the lead agency and oversees the contract with Y'Deen
and Associates for development of the concept plans. Numerous design meetings have
taken plan over the past year, and the Community Services Commission has held public
meetings to gain input from various aquatic user groups. Save Our Kids was also included in
the discussions. The attached report prepared by Y'Deen and Associates includes a pool
facility program matrix showing the types of aquatic facilities proposed to take place at the
City Gym and Pool, Ocean View High School Pool and Huntington Beach High School Pool if
such pools are developed per the concept plan.
In reviewing the pool facility program matrix, it is clear that both the high school district and
city program needs are met. The two areas that will still be lacking in terms of aquatic
facilities will be therapy (offered on a limited basis at City Gym and Pool) and rehabilitation
programs and regional/national competitive swim meets. In order to accomplish these two
programming needs, a second pool along with an expansion of the proposed sized pool at
Ocean View High School would have to be added to the concept plan. In addition, additional
support facilities, i.e., parking, dressing rooms, showers, rest rooms, spectator areas, etc.
would have to be added. Given the site constraints at Ocean View High School, it was
determined that these two program areas could not be met with either the rehabilitation of
Huntington Beach High School Pool or the new 50-meter facility at Ocean View High School.
It should be noted that local competitive swim programs will be accommodated at the Ocean
View High School and Huntington Beach High School sites.
I. HUNTINGTON BEACH HIGH SCHOOL POOL CONCEPT PLAN
The current closed pool at Huntington Beach High School does not meet ADA or Red
Cross certification for community swim programs. Therefore, simply refurbishing the

existing pool would not accommodate any city aquatic programs including lessons, open
swim, youth swim, or competition. The existing design would accommodate approximately
half of the programming needs of the high school district. Consequently, staff and the
consultants have come up with a design that meets the entire city's and district's
programming needs as shown in the matrix. A complete description of the Huntington
Beach High School aquatic facility is shown in the report.
II. OCEAN VIEW HIGH SCHOOL AQUATIC FACILITY
Staff and the consultants have prepared a concept plan for a 50-meter pool complex that
would be located adjacent to Gothard Street within the area of the existing parking lot on
the south side of Ocean View High School. A complete description of the 50-meter pool is
contained in the report.
III.FUNDING
The swim boosters at Huntington Beach High School are currently conducting a very
successful community fund-raising campaign entitled, "Take the Plunge". Their goal is to
raise $600,000 toward implementation of rebuilding the Huntington Beach High School
Pool. The total estimated cost for the proposed concept site plan for Huntington Beach
High School is $1,482,293. If the "Take the Plunge" group is successful in raising its goal,
it will leave $882,293 remaining to complete the project. The consultants estimate the cost
of the Ocean View aquatic facility to be $3,825,497. This brings the total to fund both
projects to $4,707,790. There are a number of funding options that staff has looked at and
would like to pursue further.
In order to review all of the funding options and to develop a strategic financing plan, both
district and city staff are recommending that a subcommittee be set up consisting of two
appointed members from the City Council and two appointed members of the school board
of trustees to work with the staffs of both agencies.
IV.SUMMARY
The concept site plans as presented will provide the needed aquatic facilities to meet both
district and city aquatic program demands in the near future. The National Park and
Recreation Association (NRPA) recommends a community standard of one 50-meter
teaching pool per 50,000 population. The city currently has two teaching pools that it
shares with the district at Edison and Marina High Schools. By developing aquatic
facilities at Huntington Beach High School and Ocean View High School, Huntington
Beach would meet the standard set by the NRPA. With the current configuration of two
high school pools and the small City Gym Pool, the city has not been able to meet the
demand for swim classes, water safety programs, or competitive swim programs. With the
addition of the two proposed projects, a majority of the aquatic needs would be met. Staff
believes that the proposed site plans are the maximum configuration in programming
areas that can be obtained at both locations. There are numerous funding options
including grant programs. matching grants from private aquatic foundations, technology
grants, park bonds, and other funding options that need to be explored. Staff is
recommending that City Council approve the concept plans for both size as presented and

participate with the district in developing a proposal for funding options along with a

OCEAN VIEW HIGH SCHOOL AQUATICS FACILITY
1. Program:
A program was developed to incorporate both School District and City interests in developing a shared use
aquatics facility at Ocean View High School.
Several locations on the Ocean View High School site were considered. The most feasible location, was
determined to be along Gothard Street, The Gothard Street location allows for close proximity to the existing
campus main building, separate vehicular and student/pedestrian access to the facility, spectator seating built-into
the natural hillside, and ample parking.
The program included an Olympic sized swimming pool, suitable for recreational programs as well as competitive
swimming, diving, Waterpolo, and synchronized swimming. The program included a moveable bulkhead to allow
flexibility in dividing the pool into a variety of length combinations, as well as to define shallow recreation water from
deeper water.
The Bathhouse/Office/Classroom complex, contains shower/locker facilities with lockable team rooms and locker
rooms; restrooms; separate storage for the City and School District; separate offices for the coach; lifeguard and
community use, in addition to, a classroom for teaching aquatics related sports and safety.
At the south end of the pool is the mechanical/equipment building.
The South parking lot would be reworked to accommodate 176 parking spaces, and a new lot, the North Parking lot
would be built to offset 22 of the parking spaces lost in developing the aquatics facility.
The pool deck and spectator seating would be fenced so that separate after hours access is available to the City.

OCEAN VIEW HIGH SCHOOL AQUATICS FACILITY
2. Physical Description:
The pool shell shall consist of a combination of a poured concrete floor slab and pneumatically applied concrete
pool walls. The pool will be finished with white marbelite plaster and contrasting color the delineating the Long
Course and Short Course racing lanes and end wall targets. A deck would surround the pool with concrete seating
built into the hillside along Gothard Avenue.
The 13, 389 square foot 25-Yard (75-1") by 170'-4" Outdoor Pool will have water depths ranging from T-0" across
the base of the stairs in the shallow alcove to 13'-0" in the deep end diving well. The 50-Meter portion of the pool,
with depths ranging from 4'-0" to 13'-0", shall accommodate eight (8) 9'-0" wide long course racing lanes, with
sixteen (16) 8'-0" wide 25-Yard course lanes. The Diving End of the Pool would have a water depth of 13' — 0",
suitable for One-Meter and Three-Meter Springboard Diving.
3. Deck Equipment:
A 6'-0" wide moveable stainless steel bulkhead would accommodate 25-Yard, 25-Meter and 50 Meter Swimming all
in the direction of the length of the pool, and can also be placed to separate the Diving End of the 50-Meter pool
from the rest of the pool, or placed at the transition between shallow and deep water to define both the shallow
recreation area, and, the 30-Meter Men's Competition Waterpolo Course.
Additional deck equipment would include starting blocks, racing lane dividers and storage reels, adjustable height
stanchion posts for backstroke flags and recall ropes, floating Waterpolo goals, deck-mounted Waterpolo goals,
disabled access equipment, pool covers with stainless steel storage reels, portable lifeguard chairs and all
appropriate safety equipment and signage.
Underwater lighting would provide a luminous volume of pool water for safe nighttime pool use without any
shadows or dark areas at a minimum of one watt per square foot of pool surface area. .

The 7,140 square foot 60' by 119'-6" outdoor pool would have water-depths ranging from 3'-6" across the shallow
end to 13'-0" in the deep-end diving well. The competition portion of the pool, with depths ranging from 4'-6" to
13'-0", would accommodate eight (8) T-0"wide racing lanes. A 4'-6"wide moveable stainless steel bulkhead would
accommodate 25-yard and 25-meter swimming, all in the direction of the length of the pool, and could also be
placed to separate the diving area from the rest of the pool. The bulkhead could also be placed at the transition
between shallow and deep water to define both the shallow recreation area and the 25-meter high school
competition water polo course. The diving end of the pool would have a water depth of 13 — 0", suitable for one-
meter and three-meter springboard diving. As designed, the pool would be suitable for all types of competitive
aquatic events including swimming, diving, water polo, and synchronized swimming.
2. Deck Equipment:
The movable bulkhead would be designed to rest on the lip of the pool gutter, with the deck of the bulkhead level
with the surrounding pool deck.
Diving equipment would include a pair of one-meter springboards and one three-meter springboard, mounted on
diving stands.
Additional deck equipment would include starting blocks, racing lane dividers and storage reels, adjustable height
stanchion posts for backstroke flags and recall ropes, floating water polo goals, deck-mounted water polo goals,
disabled access equipment, pool covers with stainless steel storage reels, portable lifeguard chairs and all
appropriate safety equipment and signage.
Low portable-type bleachers for spectators can be accommodated on the pool deck areas each side of the pool, /
but are not included in the construction cost estimate.

3. Support Facilities
The sanitary facilities required for the proposed aquatics program are existing in the adjacent Gymnasium Building.
Showers, lockers, boys and girls toilets must be altered to provide accessible facilities for persons with disabilities.
The toilet area in the boys locker room would be enlarged to provide the full compliment of sanitary fixtures
required by code. Adequate numbers of sanitary fixtures are existing for girls toilets, and boys and girls showers.
Hot water service has been reinstated by the District under its maintenance programs. Classrooms and general
storage would be available in adjacent Physical Education and Gymnasium Buildings. The Boiler Building would
be remodeled to create the mechanical equipment room, pool chemical storage, and general pool equipment
storage.
A large quantity of parking is available in the lot immediately south of the pool site, and fencing will be arranged to
provide a separate after hours access for the public without entering the heart of the school campus.
4. Other Features
A donor wall will be established to recognize contributors to the "Take the Plunge" fundraising campaign.

Statement of Issue: Should the city jointly fund with the Huntington Beach Union High
School District the services of an aquatics facility consultant to prepare a preliminary site
evaluation, conceptual plans, cost estimates, and related revenue for an Olympic size
aquatics facility proposed for Ocean View High School?
Funding Source: Park Acquisition and Development Fund Account #E-SK-CS-716-6-10 for
the OVHS pool consultant, thereby reducing the funds available for Ellis/Goldenwest Park.
Recommended Action: Motion to:
1. Review the concept of studying the feasibility of a joint project Olympic size aquatics
facility at Ocean View High School (OVHS) with the Huntington Beach Union High
School District (HBUHSD);
2. Approve an amendment to FY97/98 Park Acquisition and Development Fund Account
#E-SK-CS-716-6-10 by appropriating $15,000 to pay one-half of the $30,000 study on
which the HBUHS District will be the lead agency; and
3. Approve the scope of services for the aquatics facility consultant as detailed herein.
Alternative Action(s):

Analysis: In 1995, the city along with the SAVE OUR KIDS organization identified a
number of sports facilities that are needed in Huntington Beach. One of the facilities
identified was a fifty meter swimming pool with diving and training pools. Currently, the city
uses Edison and Marina High School Pools during the summer for swimming classes

and public recreational swimming. The city uses the pool at the City Gym and Pool year
round for swimming classes, swimming exercise programs, lap swimming, and water safety
classes. The city has an agreement with Golden West College to use the fifty meter pool on
campus for competitive swimming through the Golden West Aquatics Club.
In the past several years, city recreational staff has found it increasingly difficult to find pool
time to keep up with the demand for swimming classes, swimming exercise programs, lap
swimming, diving, and competitive swim programs. There are currently no pool facilities in
Huntington Beach that can host a major competitive swimming event. The problem is a
particularly difficult one in the spring when over a thousand youth are trying to qualify for the
city's summer Junior Guard Program. As Title 9 continues to provide and encourage
opportunities for women in sports, the sport of swimming has experienced a significant
increase in female participation.
All of these factors have led the city to study the possibility of building a new aquatics
complex. City staff has looked at expanding the City Gym and Pool facility, locating a facility
at Murdy or Edison Community Centers/Parks, locating a facility in Huntington Central Park,
and doing a joint project with HBUHSD. In 1996, Council appointed a citizens committee
(see Attachment 2) to look at possible locations for a community aquatics facility. After
reviewing the possible locations mentioned above, as well as all closed elementary school
sites, and the OVHS site, the committee unanimously recommended OVHS as the most
feasible location for an Olympic size aquatics facility. OVHS was selected because of its
central location in the city. There is room on campus facing a major arterial (see Attachment
3) to accommodate the aquatics facility.
The Huntington Beach Union High School District has a need for an aquatics facility for
school programs and CIF competitions. A joint project between the district and the city will
make the cost for both agencies more manageable. There was also significant discussion
from the community and the Community Services Commission regarding the HBHS Pool.
The district has closed the high school pool because of its age and deteriorated condition.
The city and district did consider the HBHS as a possible site for the Olympic size aquatics
facility, however, there wasn't sufficient room to accommodate all of the amenities necessary
for a full Olympic size aquatics facility. Community Services staff and the district support
trying to find funding to rehab the high school pool and reopen it for high school use and city
summer recreational swim programs. However, this would be a separate project from the
development of a competitive Olympic size aquatics facility.
School district and city staff have had several meetings with the OVHS staff regarding
potential locations on campus for the aquatics facility. David B. Y'deen, Architect, AIA, is
currently under contract to the district for the modifications being done to the site as a result
of the Home Depot project. City and district staff along with the architect have developed a
scope of services that would provide both the city and the district with the necessary
information to determine if a competitive Olympic size aquatics facility is feasible at OVHS.

The scope of services is as follows:
• Prepare conceptual grading plan showing contours, retaining walls, utility feeds, sewer
connections and site drainage and its impact on the remaining site.
• Prepare conceptual site plan showing pool facility, equipment building, showers/locker
room facility, pool deck, replacement parking and any other related improvements.
• Prepare conceptual pool and deck plan showing appropriate pool configuration,
diving area, training/teaching pool and other necessary amenities.
• Prepare conceptual building plan showing layout and configuration of shower/locker
facilities.
• Prepare information as required to identify the project scope for mechanical, electrical,
and landscape plans and specifications.
• Prepare alternative conceptual designs to reflect joint use concepts that can accom-
modate all user groups pursuant to school district and city requirements.
• Prepare an estimate of construction costs.
• Prepare an estimate of operating costs.
• Perform a minimum of two, and a maximum of four soil borings to identify existing
subsurface conditions to include a lab analysis of subsurface water conditions and
hydrology.
• Attend a minimum of three meetings with school district and city representatives.
• A not to exceed amount for reimbursable expenses and reproducibles.
After these services have been completed, district and city staff would prepare a financial
pro forma to see if revenues from user and rental fees, income from swim classes and
recreational swimming, and sponsorship revenue will pay for the project. The two main
goals of this project are to provide a facility with all of the necessary amenities to meet both
the district and city aquatics needs, and to build and operate a facility that does not require
subsidy from either the city or the district. The cost to provide the services described above
is $30,000. The district has appropriated its half of the cost, and city staff is requesting that
the city's half be appropriated by Council from the Park Acquisition & Development Fund. On
October 8, 1997, the Community Services Commission unanimously recommended approval
of this appropriation. Staff estimates it will take three to six months to complete all of the

It has been brought to my attention that the city is considering another ballot measuriLTegarding
a proposal to fund community youth facilities. I understand that if such an issue is submitted
to the voters, it would specify the type, purpose and location of the facilities to be funded. The
Huntington Beach Union High School District is interested in cooperating with the city on a joint
Olympic-size aquatics facility. We propose that it would be advantageous to locate the facility
on a high school canipiis. By utilizing district property, you would eliminate the need for
property acquisition fees and construction of parking lots, all of which would reduce construction
cost.

The district would ftfrther recommend that the facility be located at Ocean View High_School,
which is centrally located for all of our high schools, as well as being centrally located for
community use. Construction of a pool at Ocean View High School would provide access to
students who currently do not have a swimming complex. Additionally, the district recommends
that the district and city submit a proposal for a community block grant in order to upgrade the
closed pool at Huntington Beach High School.
The location of a pool at Ocean View High School and the reopening of Huntington beach High
School's pool would provide pools to all students in our district while, at the same time,
increasing comi-nunity access.

SUBJECT: PROSPECTIVE POOL LOCATIONS - OCEAN VIEW HIGH SCHOOL
DATE: June 24, 1997
On Friday, June 20, 1997, I met with: Karen Gilden, Principal - OVHS; David Y'Deen,
Architect; Kirk Von Spaeth, Aquatic Consultant; and Paul Hacunda, Civil Engineer to discuss
the feasibility of constructing a pool at the OVHS site. The consensus of those present agreed
that the campus can support construction of a pool or pool complex to meet the District needs
as well as those previously identified by the City of Huntington Beach Swimming Pool
Location Committee.
To meet the school/District needs (50 meter pool and diving pool),it could be constructed east
of the locker room as shown in the attached sketch (location "A"). The existing locker room
could provide the necessary shower and toilet facilities.
A larger complex with slides or other attractions to promote community use will require a
larger area and additional facilities for showers and rest rooms. The area south of the main
building,from Gothard Avenue west to the rear service road,provides the necessary space(see
sketch location "B").
Construction of a pool at the wet area (retention basin) is not recommended due to soil
conditions, peat moss, and costly excavation requirements. Locations "A" and "B" appear to
be suitable as per initial assessment/speculation by the architect, engineer and consultant.
Other locations were considered but not recommended.
Assuming selection of a fifty meter and diving pool, the preferred location among those
present was location "A." Of course, a larger complex would dictate location "B."
Cost estimates (without the benefit of a thorough site analysis) range from $1.5 to $2.5M
depending on size, location and support facilities. Additionally, the consultant estimated
$160K for annual operating costs.
It is noted that this report is a cursory assessment of the Ocean View High School campus;
actual location selection and costs for a pool complex will require an extensive review and
analysis.

I would like to voice my support of item F-3 to be considered at tonight's
meeting. I am strongly in favor of the Pool Complex for the Ocean View High
School. Research has proven that students who are involved in sports activities
and team events are more likely to excel academically, as opposed to those who
do not participate.
While Ocean View is definitely rebuilding its athletic programs, not all students
are capable or interested in playing football, baseball, basketball, soccer,
volleyball, etc. There are many students who do not participate in any of these
traditional sports. It would be of great service to both the students and the
community to provide additional means for programs that would assist in the
development of discipline, teamwork, and commitment in our students. Any
positive activity or event that keeps kids focused and off our streets is an asset
to our schools and community_
