Statement of Issue: Approve Conceptual Master Plan for Bartlett Park.
Funding Source: Not Applicable. Funds for Conceptual Plan and Environmental
Assessment available in FY 2009/2010 Capital Improvement Projects budget.
Recommended Action: Motion to: Approve Bartlett Park Conceptual Master Plan, as
submitted.
Alternative Action(s): Do not approve Conceptual Master Plan as submitted, and advise
staff how to proceed.
Analysis:
Bartlett Park is a 28-acre area bounded by Beach Boulevard to the west, Yorktown Avenue
to the north, Coldwater Lane to the east, and Adams Avenue to the south. The majority of
the park is undeveloped, except for two acres containing the Newland House Museum,
Newland Barn�and a public parking lot. Seven acres of the park site are also utilized by the
County of Orange for Flood Control purposes as a retention basin.
Although currently undeveloped, over the years the park has provided ad hoc passive
recreational opportunities to the public including hiking, bird watching, dog walking, jogging
and biking. The park has also been subject to unauthorized activities such as BMX racing
and jumping, paint ball, and use by transients.

City Council has approved funding appropriation of a conceptual master plan and
environmental assessment for development of Bartlett Park. Community Services staff has
worked with a landscape architecture firm, David Volz Design, and with the environmental
firm of Bonterra Consulting to prepare a Conceptual Master Plan for future development of
the park and to evaluate opportunities and constraints of the site. Advertised public input
meetings were conducted on October 14, 2009, and on January 13, 2010, with notification
sent to property owners within 1,000 feet of the park, posting on Channel 3, and notices in
the newspaper. On January 13, 2010, the Community Services Commission reviewed and
recommended approval of this plan (Attachment 1).
There are several environmental conditions that present challenges in developing the site. In
1999, the city worked with an environmental consultant to prepare an opportunity and
constraints study identifying potential uses based upon the environmental conditions which
include both biological and archeological conditions. As noted above, this study was
updated. Due to the nature of the environmental constraints on the site, development of
Bartlett Park has been somewhat of a challenge. Biological constraints on the site include
sensitive habitat areas and significant cultural resources. These issues are subject to
coordination and permitting with regulatory agencies in terms of maintenance and
development. It is also a storm water retention basin. Developing the site with more active
recreational uses will be problematic. Moreover, the surrounding community has indicated a
preference to keep the area mainly passive.
Other concerns that have been expressed by the public include the need for ongoing
maintenance and clearing of some of the heavily shrubbed areas to assist with police vehicle
access and monitoring of the site. The Conceptual Master Plan has been reviewed by the
Police Department. They felt that it would benefit surveillance of the property, and that
replacement of the chain-link fence along Coldwater Avenue would also open up the area to
better use.
Elements of the Conceptual Master Plan include defining an improved loop trail system from
the upper areas by the Newland Barn leading north towards Yorktown Avenue, and running
parallel along Coldwater Lane to Adams Avenue; replacing the chain-link fence along
Coldwater Avenue with a decorative split-rail fence, and more pronounced entry points at
existing locations off of Coldwater Lane. The plan also calls for viewing areas, interpretative
signage, and potentially one or two tot lots to serve the adjacent neighborhood.
At this point, funding is only available to complete the master plan and environmental
assessment. Staff will be seeking grants and other funding sources to construct the
improvements. It is likely the project will have to be phased due to financial constraints.
In conclusion, staff feels that the consultant has put together a plan that incorporates the
concerns of the community; therefore, the Community Services Commission and staff are
recommending approval of the Conceptual Master Plan for Bartlett Park as presented.
