IDENTIFY FUNDING FOR A BEACH PLAYGROUND
STATEMENT OF ISSUE:
In October of 2007, the City Council approved the concept of placing play equipment on the
beach per design and location as recommended by the Community Services Commission. At
the time of this conceptual approval, the project was not entitled, and no funding source was
identified.
Many coastal cities such as San Diego, Oceanside, Seal Beach and Long Beach have
constructed playgrounds at their public beaches. In analyzing the project, the Community
Services Commission and staff also evaluated suitable locations, compatible designs with the
surrounding areas, and appropriate types of play equipment, considering their play value,
accessibility, and the environment.
The conceptual design that was approved included typical play amenities found in neighborhood
and community parks throughout the City. The design also included benches and picnic tables.
The approved location is immediately north of the condominiums on the beach and adjacent to
the southern end of Bluff Top Park.
At the time of approval, cost estimates for the project including purchase of equipment, site
preparation, and installation was approximately $200,000, and it is likely that today this number
would be slightly higher. Community Services is currently working to prepare a citywide parks
and recreation plan. A park for children to enjoy while at the beach should be of the highest
priority. We entertain many visitors, tourists, and local residents at our beach through the year,
and this will be a great addition to our city that prides itself on our recreational facilities, where
families can enjoy the beach, ocean, and now a playground and picnic area.
RECOMMENDED ACTION:
Working with city staff and community stakeholders, I will lead an effort to identify funding to
construct a universally accessible playground on the beach.
