Statement of Issue: There is a need to approve a conceptual plan for a Youth Sports
Complex at Murdy Community Park and Park View School.
Funding Source: N/A. The request is for conceptual approval only. Funding will be
addressed at the time of preparation of plans and specifications.
Recommended Action: Approve the concept as presented for the reconfiguration of Murdy
Community Park and Park View School into a Youth Sports Complex.
Alternative Action(s): Do not approve the plan and refer it to the City Council Youth Sports
Subcommittee.
Analysis: The proposed plan for Murdy Community Park and Park View School addressed
two goals: creation of a youth sports complex for the entire community and relocation of
Ocean View Little League from Rancho View School in order for that site to be redeveloped
by Ocean View School District. The current Little League complex at Rancho View School
includes six baseball fields. Those six fields will be relocated to Park View School. In order to
accommodate the sports fields, the Huntington Beach Union High School District's Adult
Education parking configuration at the school had to be modified. Parking was also added to
Murdy Park in order to serve the overall reconfiguration at the park and school. Murdy
Community Park will be modified as follows: the two softball fields will continue to exist but
the mounding in the outfield will be eliminated and the light poles relocated. This will allow the
outfields of the two softball fields and adjacent turf area to accommodate a regulation size
soccer/football field as well as provide other lighted turf area that can be used for youth soccer
and football practice.

The reconfiguration of Park View School will enable Ocean View Little league to play at that
school, thereby, allowing the Rancho View School reuse project to move forward even if the.
Murdy Park reconfiguration were not complete. The Youth Sports Complex cannot be
reconfigured until the city's adult softball leagues have been relocated from Murdy Park to
the proposed Huntington Central Park Sports Complex. The ultimate overall reconfiguration
of the park and school will permit the Youth Sports Complex to be utilized by girls softball,
boys baseball, soccer, tackle football, flag football, basketball and tennis.
The city has been working with Ocean View School District, Ocean View Little League,
American Youth Soccer Organization, Pop Warner Football, Huntington Beach Union High
School District (its Adult Education uses Park View School) and Save Our Kids to develop
plans for a Youth Sports Complex at Murdy Community Park and Park View School. Two
representatives of the Community Services Commission have served on the Council Youth
Sports Subcommittee; the Commission reviewed the plan on August 11, 1999. The
proposed plan has been reviewed and approved in concept by the City Council Youth Sports
Subcommittee including Council liaisons Dave Garofalo, Tom Harman and Dave Sullivan.
Environmental Status: Environmental review does not have to be performed for
conceptual approval. It will be necessary as part of the entitlement process for
reconfiguration of the site.
