I would like to request the following "H" Items be reviewed by City Council.:

Direct staff to prepare a report to Council on the current status of Talbert Lake (known as Talbert
Meadow in the dry season), and the advantages and costs of removing enough accumulated silt
from its bottom to re-establish a year-round lake. In my discussions with Public Work's staff, they
have indicated that Talbert Lake could be restored to once again have water all year long. To do
so, it would require removal of sediment to lower the lake floor below the water table. Such a
project would improve the esthetics of Central Park while creating increased storm run-off
capacity. Of course, costs would need to be carefully assessed before any final authorization from
Council.
Direct staff to prepare a report to Council on the current status of the Transportation Commission
and the advantages and costs of converting it into a Public Works Commission with appropriately

Direct staff to form a Central Park Habitat Management Advisory Committee and invite
designated members. 4,,f i 0 & _ 0 (/-& )
Huntington Beach Central Park has remarkable wildlife resources because of its combination of
trees, water, and proximity to Bolsa Chica. With careful management of the water and vegetation
in the park, these resources can be protected and possibly enhanced.
In order to insure that our Park, Tree, and Landscape Division has the benefit of wildlife experts in
making management decisions, I recommend the establishment of a committee to meet from time to
time as needed to bring together the best minds available. I recommend that the committee include
representatives from the following agencies:
• California Department of Fish and Game �— --`�—
• U.S. Fish and Wildlife Service
• O.C. Vector Control District
I volunteer to serve as Council liaison to this committee.
