Direct staff to work with the Community Services Commission to prepare a specific plan of recreational amenities for Huntington Central Park that is consistent with the adopted land use designations. 4. Authorize an expenditure of up to $50,000 from Park Acquisition and Development Funds i for Cardoza-DiLallo-Harrington, landscape architectural consultant, to prepare the specific plan . ANALYSIS On May 6; 1991 , City Council formed a Huntington Central Park Task Force with each Councilperson appointing a Task Force member. The Task Force has formulated a land use plan. The land use designations are as follows: L - Recreation/Low Intensity: Open space developed for low intensity or passive-type recreational activities. M - Recreation/Medium Intensity: Open space developed for medium intensity or semi-active recreational activities. H - Recreation/High Intensity: Developed areas for high intensity . or active type recreational activities. This designation includes structural and/or support facilities. E - Environmental Sensitive Areas: Limited development, for public use, that does not adversely impact identified scientific, ' ecological , cultural or aesthetic features. TASK FORCE PROCESS AND SURVEY The Task Force began its task by taking a tour of the park. It reviewed opportunities and constraints that exist in Huntington Central Park. The Task Force conducted two public input meetings where the general public expressed its views and special interest groups made appeals for a specific type of recreational activity, e.g. , youth sports complex, aquatic complex, therapeutic horseback riding, golf, etc. The Task Force looked at existing uses surrounding or adjacent to the undeveloped areas in formulating its recommendation. For example, the sixteen acre site west of Golden West at Talbert is designated medium because it is adjacent to the picnic shelter and large group open space, Frisbee golf course and the Shipley Nature Center. The Library with its new, expanded parking lot is high intensity, so the area immediately south of it was also designated high intensity in order that the parking lot could be shared by park and library users. This parkland is also adjacent to industrial ; therefore, a high intensity usage will have minimal impact on the surrounding area. Both northern corners of Ellis and Golden West were designated medium intensity because they are close to proposed residential areas. A preliminary recommendation was formed, a survey was taken of the community to garner additional public input. This survey was prepared by the Task Force and staff. It was presented on HBTV3 as the preliminary land use designation master plan for the park. The public was invited to provide input by filling out surveys that could be sent to them by contacting the Community Services Department, or picked up at the Civic Center, community centers or Central Library. The program was repeatedly shown on HBTV3 through the month of November, 1991 . There were also tapes of the program made available at the Library. The city received 147 written responses to the survey. This survey was consistent with past surveys that resulted in a majority of respondents wanting a passive recreational character to the park. The Task Force conducted its final meeting on April 28, 1992, and approved the plan on a 4-3 vote. The plan then was forwarded to the Community Services Commission. COMMUNITY SERVICES COMMISSION On May 13, the Community Services Commission reviewed the Task Force' s recommendation for the land use designation master plan and voted unanimously to approve the plan as presented by the Task Force. FINAL PROCESS Following City Council ' s adoption of a land use designation master plan, staff will work with the Community Services Commission to develop a specific plan that is consistent with the land use designations that have been proposed. The commission will make its recommendation for a park specific plan as well as a strategy for funding and a priority REQUEST FOR CITY COUNCIL ACTION July 20, 1992 Page Three list for development of the various elements of the specific plan. The Planning Commission will then review the specific plan and both commissions' recommendations will be forwarded to City Council . FUNDING SOURCE Park Acquisition and Development Fund ALTERNATIVE ACTION Select different land use designations than those recommended by the HCP Task Force and Community Services Commission. The mobile home park at the northeast corner of Golden West and Ellis has been changed from H to M intensity and extended up to the methane mitigation area. The northwest corner of Golden West and Ellis has been changed from M to H intensity. The small lots in the oil well mitigation area west along Ellis have been changed from M to L intensity. Mr. Hagan explained a proposal for mitigation of methane in the landfill that would be an alternative to burning. The proposal consists of relocation of topsoil , removal of methane-causing material , and creation of a bowl in the earth for high intensity use such as lighted fields. Approximately 70 feet of earth and landfill material would be taken out and ramps created for walk- in traffic. Mr. Hagan noted that the staff-recommended compromise of the land use designation is being brought to the task force for a motion and recommendation to Council . If the task force does not move on this compromise, the original task force majority plan will go to Council along with the staff-recommended compromise. Chairman Bauer opened the meeting to questions from the task force members. Mr. Duchene noted there should be a parking snowflake in the M area at the northwest corner of Golden West and Ellis. This change will be made to the plan. Mr. Bauer questioned the long-range plan for widening Golden West. Mr. Hagan advised that Golden West is on the master plan to be widened to three lanes in each direction all the way to Pacific Coast Highway. Gothard is to be widened to two lanes in each direction. Talbert Avenue has been removed as a major arterial street; however, there will be ingress and egress from the parking lot to both Gothard and Golden West. Meeting minutes April 28 , 1992 Page two Chairman Bauer called for a motion on the staff-recommended com- promise plan. MOTION MOVED BY SULLIVAN, SECONDED BY COOK, TO ACCEPT THE STAFF- RECOMMENDED COMPROMISE LAND USE DESIGNATION PLAN FOR CENTRAL PARK, AND RESCIND THE PREVIOUSLY ADOPTED TASK FORCE MAJORITY PLAN. Mr. Hagan noted that the task force motion will be taken to the Community Services Commission meeting of May 13 and to City Council on June 1 . There was some discussion as to whether the task force wished to make a motion to continue as an advisory body to Council on the Central Park specific use plan. Mr. Bauer stated that the Community Services Commission is the logical body to study that portion of the Central Park Master Plan. No other motion was made. Mr. Ruziecki expressed his desire to be a part of the specific use planning process. He was advised that he could give input to the HCP Commission Committee when it met on this matter.
