Park Koss felt ait of the contract with J. 0. Crosby Corpany which was completed in early 1979.
With the new park getting !wavy use already, it would be desirable to have the tables and benches
installed this nixing.

Xpprove► the Inslallation of eleven IG-foot picnic tables and twenty-two 16-foot benches within the
Marina Community Park group picnic shelter for opproximutely $12,000 from the Park Acquisition
and Development Fund and authorize bids be received for supply u nd installation.
Analysis.-
Wen---the plans and specifications for Marina Community Park were prepared by Recreation Land
Planners, permission was rereivod from William l3turock Architects to reuse their group picnic
slxlter plans from Murdy Community Park. When the Murdy shelter was constructed, the tables and
benches were done by I-iantIngton Reach Public Works; hence, not included in the contract. In
reusing theme plans, this omission was overlooked b1 Recreation Land Planners Qnd City staff.

Concept
t At the last regular meeting of the Recreation & Parks Commission,
{ Recreation Land Planners of Placentia presented their wavised
p design conca t for Marina Community Park. This was the last of
J the Seven (7� projects contracted for with Recreation Land Planners
for design in 1974 .
Upon motion by Mr. Tom Cooper and second by Mr. Joe Costa, the
Recreation and Parks Commission approved the design concept as
resented by Recreation Land Planners. Ayes , 7; Noes , 1 ; Absent,
RECOMMENDATION:
ccept the aRign concept for tsarina Community Paxk and authorize
Recreation Land Planners to complete the wotking drawings to can-
form to a $199 ,000 construction budget.

Robinwood Neighborhood Park
Design Concepts
These neighborhood park design concepts were urigi,nally sub-
mitted to the City Council for approval on June 16, but here
put over pending an investigation by the City Attorney to
determine whether or not it was feasible to continue the desi n
contract entered into in 1974 with Recreation Land Planners of
Placentia.
The City-Attornoy opinion is favorable towaYd completing the
contract and recently, upon motion by Mr. Jim Curran and second
by Mr. Rudy Lozano, the Recreation and Parks Commission recom-
mended the City Council continue the contract for design concept
and working drawings for the seven (7) high priority park pro-
jects with Recreation Land Planners.
RECOWENDaTION:
cc3� ep he design concept for Pleasant View, Newland, and Robin-
wood neighborhood parks and authorize Recreation Land Planners
to com late the working drawings to conform to a $136, SOO can-
struct on budget.

SUBJECT: Cancellation of Recreation
Land !Tanners Agreement for Park
Development
The Council has requested that this office review the
contract between the City and Recreation Land Planners
and advise as to the city' s probable financial exposure
upon cancollatiun.
The agreement was entered into for the purpose of providing
to the city certain architectural services in connection
with the construction in the development of seven neighbor-
hood purks. 'The total construction cost of the park
development is estimated in the ageeement at $657 , 000.
Recreation Land Planners , the architect , is to receive
7. 4 percent of the actual construction cost for its
services.
The agreement is cancellable by the City by sixty (60) day
written notice to the architect. Upon cancellation, the
City's maximum exposure to the architect is the lesser of
$46 ,282.80 or the architect' s accrued charges to City.
Because the work to be performed by the architect has not
been completed the termination amount would be some
fraction of the total estimated feo.
The architect estimates that the cost of the work to date is
between $34 ,597 and $36 , 597 .
