Ylo . 97-6 a SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING ITS POLICY FOR THE NAMING OF CITY PARKS, PARK FEATURES AND COMMUNITY FACILITIES,AND REPEALING CONFLICTING RESOLUTIONS Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Statu chment(s) Statement of Issue: Should the City Council approve the revised policy regarding the naming of city parks and memorials in order to address requests from the public for recognition for donations such as beach/pier/park benches, trees, picnic tables, play equipment, trash cans, and other park, beach, and pier related amenities. Funding Source: N/A. The policy will actually permit donations to the city, thereby, saving and/or supplementing operating budgets for beach, park and pier operations. 74,91_�o Recommended Action: Motion to adopt the attached Resolution entitled: "A Resolution of the City Council of the City of Huntington Beach establishing its policy for the naming of city parks, park features and community facilities, and repealing conflicting resolutions." Alternative Actions : 1. Do not permit recognition by the public for donations of beach/pier/park benches, trees, picnic tables, play equipment, trash cans, etc. 2. Return issue to the Community Services Commission and staff for further consideration with Council comments. Analysis: The city has been receiving offers of donations to the beach, pier and/or park system for benches, trees, picnic tables, play equipment, trash cans, etc. Some donors wish to be recognized with a plaque on or near the donated item. Many of these donations would be made on behalf of a deceased friend or loved one or by individuals and/or companies. The donors wish to see some type of sign on or adjacent to the donated item with the name of the friend, individual or company memorialized. Examples would be a park bench that a R�QUEST FOR COUNCIL ACTION MEETING DATE: September 2, 1997 DEPARTMENT ID NUMBER: CS 97-014 family wishes to donate on behalf of a loved one who has passed away and whom they want to honor with the person's name on the item donated or on an adjacent plaque. The Community Services Commission and staff understand the desire to honor such an individual and feels that a reasonable approach to this issue is to include the person's name, but not, for example, year of birth and death. There is also a need in the parks, and on the pier and beach for benches, tables, play equipment, trash cans, etc., because of budget cutbacks. This donation program would allow commission and staff to solicit from individuals, families, organizations and businesses for such items as a means of augmenting the current General Fund budget and replacing items where no funding is available. The attached Resolution addresses these issues. Community Services Commission approved the general language of the resolution on November 13, 1996. Resolution 0024026.01 -2- 08/07/97 1:42 PM ATTACHMENT # 1 RESOLUTION NO. 97-60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING ITS POLICY FOR THE NAMING OF CITY PARKS, PARK FEATURES AND COMMUNITY FACILITIES AND REPEALING CONFLICTING RESOLUTIONS WHEREAS, the City has established a vigorous program to provide suitable park and recreation areas for its residents; and, It is desirable that appropriate names be selected for the city's parks and that the City recognize donations of park/pier furniture and/or park play equipment, and that a policy be adopted by the City Council to accomplish this purpose. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that the following policy shall be instituted for the naming of the city's parks, park features and community facilities, and to recognize donations of park/pier furniture and park/play equipment: 1. That parks adjacent to schools be named the same as the school. 2. If an entire park or sizable portion of a park which is not adjacent to a school is donated by an individual or family, it shall be named after the donor. 3. If the park is neither adjacent to a school nor donated, all or in part, it shall be named after Huntington Beach mayors, no longer members of the City Council. Priority shall be given to those oldest who are still living. 4. That after all the mayors' names have been affixed to designated parks and additional parks are purchased by the city, parks shall be named after city Councilmembers who did not attain the office of mayor. Priority shall be given to those oldest who are still living. 5. If enough parks do not exist to exhaust the list of names of past Huntington Beach mayors, park features of Huntington Central Park and other community facilities such as lakes, structures (other than restrooms), groves of trees, walkways, playing fields, group camp and picnic sites, gardens, play equipment areas, meadows, amphitheaters, vistas, bridges and wildlife refuges shall be named after such mayors to honor them for their service to the city. In addition, other individuals' names may be proposed in this category. Individuals would be considered when their unique contributions have had a citywide impact, are marked by excellence and are worthy of honor. 6. If park or pier furniture such as picnic tables, benches, trash cans, and play equipment, etc. is donated by an individual, civic organization, family or business, the donor may receive recognition by having the name of a person, family or business placed on the donation. Examples: 1) A donation in memory of a relative could be given to the City for a pier bench with the individual's name etched on the bench; 2) a modular piece of play equipment and a park bench could be funded by a donation from a company with the bench placed immediately 1 7/k/resol ut/naming/09/09/97 adjacent to a new tot lot with the inscription "This tot lot is donated to the City of Huntington Beach by Company .' 7. If a business or other entity offers to pay the City in exchange for the City naming a facility or park after the business, then the City may enter into an agreement for the same. The agreement must be prepared by the City Attorney and approved by the City Council. 8. Only one park, park feature or community facility shall be named for an individual. 9. All recommendations for park/pier memorial naming shall have the concurrence of the Community Services Commission and the City Council. 10. All other resolutions in conflict herewith are hereby repealed. RECOMMENDATION Adopt the attached Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING ITS POLICY FOR THE NAMING OF CITY PARKS, PARK FEATURES AND COMMUNITY FACILITIES, AND REPEALING CONFLICTING RESOLUTIONS." ANALYSIS On February 9, 1994, the Community Services Commission voted to recommend to City Council that the current resolution regarding the naming of city parks, park features and community facilities be revised in order to clarify the language. In dealing with an issue relative to this subject at the end of 1993, the commission determined that the existing resolution was confusing and unclear. It was determined that the policy could be rewritten to be more succinct. These modifications are made in the attached policy. There is also a legislative draft to indicate where changes were made. Commission feels that the new wording will make it easier to utilize this policy in the future when addressing the need to name a city park, park feature or community facility.
