Funding Source: $18,900 from General Fund Unappropriated Fund Balance into Parking/ Camping Program, Temporary Salaries Account #0045202.52000. Expenditure offset by $24,950 in revenue from reservation fees. Recommended Action: Motions to: 1. Approve the reinstitution of the reservation system in Huntington Central Park to provide better control of park activities for park users and adjacent residents; and 2. Authorize the appropriation of $18,900 from the General Fund Unappropriated Fund Balance into Parking/Camping Program, Temporary Salaries Account #0045202.52000. Alternative Action(s): Do not reinstitute the Central Park reservation system. Analysis: During the budget process for FY02/03, the Huntington Central Park Surveillance/Nature Center program was eliminated. Included in that program were park enforcement, reservation supervision, and operation of the Shipley Nature Center. Since October 1, the city has been receiving complaints from park users and residents that there is no one monitoring events in the park to resolve conflicts between groups wanting the same space. The residents surrounding the park complain that events held in the park are spilling over into adjoining streets and negatively impacting their neighborhoods. In addition, we have heard from large groups and organizations that they cannot plan future events without a definite reservation in place to ensure they get the space they need for their event. Based on previous years, there would be sufficient revenue to more than offset the expense of providing recurrent staff in the park two days a week to perform only the duties relating 1 REQUEST FOR COUNCIL ACTION MEETING DATE: January 21, 2003 DEPARTMENT ID NUMBER: CS03-004 to the reservation program. Public Works currently cleans the rental facilities each Friday to prepare for the weekend, but recurrent maintenance workers would need to clean rental facilities for Sunday reservations. Two recurrent rangers along with Dave Winkler would handle issues regarding reservations as needed. Mr. Winkler would provide beach -parking patrol the remainder of the time. This would provide the added benefit of augmenting the beach parking control provided now by Mr. Winkler from five to seven -day -a -week coverage. This should also increase the beach parking revenue. However, even without beach revenue, the reservation program would be self-supporting, as follows: 2002 Revenue $24,950 Recurrent Cost-18,900 Net Savings 6,050 Citv Council Adopted Policv re Mid -Year Appropriation Reauests from the General Fund: As adopted by City Council in March 1998, all requests for appropriation of General Funds must meet one of the following criteria: 1) unanticipated emergency; 2) required to implement labor negotiations; or 3) a new expense offset by related new revenues. This request meets criterion #3 because the expected revenue would offset any costs. In conclusion, this program will be more than self-sufficient with regard to revenue vs. expenditures. It will also provide a city presence in Huntington Central Park to oversee reservations, which not only serves park visitors, but also adjacent residents. If the City Council approves this request (total appropriation $18,900), there will be no effect on any fund's fund balance because the amount is offset by new, additional revenue not anticipated in the budget.
