The offer is contingent upon funds being allocated by the City during the current fiscal year to complete the r project. ' No funds have been allocated in the current budget for landscaping of i any type. Four projects were submitted for funding by the Public Works Department, but were denied by the City Administrator's Office. Three of the four projects were for street medians and roadsides, but did not include the Meredith Gardens location. Though requested, the budgeting of those four projects would have required additional landscape maintenance funding. The some roquire- ment exists for any new landscaping project. Increases in the fund scope maintenance budget have not been sufficient to allow that section to keep up with the new landscaping being added by developers in public right-of-way. Before any now landscaping is installed by the City, landscape main- tenance strength should be sufficient to give it proper care. WHEREAS, the Planning Commission of the City of Huntington. Beach has established landscaping standards for arterial highways where such highways abut residential developments, and WHEREAS, the Planning Commission has been requested to deviate from these standards , and WHEREAS, the Planning Commission has determined that further criteria should be established to serve as guidelines when reviewing landscape plans that do not conform to the adopted standards. NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City of Huntington Beach does hereby adopt the following criteria to serve as guidelines for landscaping along arterial highways; 1. The general public derives the most benefit from landscaping along arterial highways. 2. Landscape plans for arterial highways approved by the Planning Commission and City Council represent the minimum amount of landscaping needed to satisfy the public interest. 3. Landscaping other than that approved by the; City should be owned and maintained by a homes association or the developer; except, that upon recommendation from the Subdivision Committee, the area to be landscaped may be increased. Resoluticn No 1082 This does not allow plant materials and irrigation facilities to differ from city requirements. 4. Where the entrance to a development is land- scaped with plant materials that do not meet city requirements or if the area is sub- stantially increased for the benefit of the development, such area will be owned and main- tained by a homes association. 5. The size of plant materials may be increased. b. The developer will be responsible for m6ln- taining newly landscaped Areas for a period of one year or until the development is com- pleted, whichever time is greater. 7. The developer of a Planned Residential Develop- ment will have the option to develop a walled-in community similar to a standard subdivision or an open community similar to an apartment complex. The Board concluded that the ituntington Beach Ordinance Code be amended to require the installation of landscaping at the tide of construction on any future City flood control channels. The developmeant of a five acre tree fern, including water system, grading, roads tend equipment, sfould cost betuaen $50.000 and $60000, not itl1cuding the cost of the land. I am enclosing a report Bi1.I, gave to the Nursery, Landscape Tree, and Turf Conference, held in Riverside, California on February 3, 4, 5, 1965- Bill mentions in his report that he hoped to be on the black side of the ledger in 1965, but our recent conversation indicates they are still in the red after sevan years. Ben Koral, Park Superintendent and City Forrester from the City ,of Santa Ana said they have had a small nursery for several years and have always shown deficit spending. They are trying to discontinue and have strictly a tree holding yard. Mr. Koral's figures show where we would be putting at least $25,000 into starting a nursery operation with at least a $20,000 annual budget. As he state,, "You can buy an awful lot of trees and shrubs for that kind,of money." Anaheim has slowly eased out of tree farming and have strictly a holding yard to meet their demands. They 'felt the operation was too costly. Gorden Smith of Buena Park Ins a small operation underway with both ehr.-ubs and trees being grown. No seeds are planted and they do no-propagation,. strictly trying gallon plants and transferring them to five gallon and fifteen gallon containers. It in preforable that all monies involved be handled and accouuted for by the Womea'e Division.
