Wilson, City Manager PREPARED BY: Janeen Laudenback, Interim Director of Community Services SUBJECT: Approve the Worthy Community Park conceptual Master Plan Statement of Issue: There is a need to reconfigure Worthy Community Park due to recent improvements made by the Huntington Beach Union High School District on its portion of the property that was formerly part of the park. There is a need to reconfigure the remaining portions of the park due to these changes and for the pending demolition of the former Pay N Play Racquetball facility. On August 14, 2013, the Community Services Commission approved forming a recommendation to the City Council to approve a master plan to reconfigure the park. Financial Impact: Funds for project design have been encumbered in the Park Acquisition & Development Fund, Worthy Park Reconfiguration, Park Improvements, business unit 20945004.82900 in the amount of$138,044. No additional project design funding is anticipated. Recommended Action: Approve the Worthy Community Park Master Plan as presented. Alternative Action(s): Do not approve the Worthy Community Park conceptual Master Plan and direct staff accordingly. Analysis: Background — Worthy Community Park (Worthy Park) was originally developed as a joint project between the City of Huntington Beach and the Huntington Beach Union High School District (HBUHSD). The park was dedicated in 1983 and named after former Parks and Recreation Director Norm Worthy. Mr. Worthy is considered the father of the park system in the City since the majority of the City's parks were designed and/or developed under his supervision. The park was originally 12-acres in size with the City owning seven acres and the District owning five acres (Attachment 1). Park improvements included two softball fields, a 53-space parking lot, and a 293- space joint-use parking lot for park and school use, two outdoor basketball courts, tot lot, open turf, picnic tables, and a 10,000 square foot racquetball facility. This facility was constructed and operated by a private concessionaire. The facility remains in the park, but has not been in use since 2008, when the operator requested a termination of the lease due to a major decline in business. In 2008, the Community Services Commission and City Council approved a revised master plan for Worthy Park to include a skate park and public restroom in the location of the racquetball building. Staff was in the process of completing design work for the master plan revisions when HBUHSD xB -161- Item 10. - I Dept. ID CS 13-018 Page 2 of 3 Meeting Date: 10/21/2013 exercised its termination rights of the 1985 Joint Use of Facilities agreement with the City, with the intent to enter in to a Memorandum of Understanding (MOU) for shared use of school and City facilities. City Council approved the MOU on September 7, 2010. As part of the approved MOU, the City agreed not to construct a skate park at Worthy Park. Work on the approved master plan was then halted. In 2011, the HBUHSD issued notice that they intended to utilize their portion of the Worthy Park property for improvements to Huntington Beach High School campus. The improvements, which were completed in 2012, utilized the park areas that formerly included the 293-space joint use parking lot and the majority of one of the ball fields. Both the Community Services Commission and City Council approved efforts to reconfigure the park as part of the FY 2012/13 and FY 2013/14 Capital Improvement Budget. The first step in the process is completion of the master plan. Toward that end, staff has worked with RJM Design Group to prepare a master plan to address the changes to the park (Attachment 2). Proposed Master Plan Improvements — Proposed improvements include creating a lighted open turf sports practice field; public restroom, shade structures, new tot lot, and converting the existing hard courts for shared use for basketball and pickleball. It is anticipated that the project will be phased due to current funding. Staff will work with the Landscape Architect to identify a phasing plan as cost estimates are further defined. Project improvements are described below: Sports Practice Field —The practice field will be placed in the area of the racquetball building and a portion of the former softball field. The field will be allocated to youth groups for practice. The intent is to have the area available to various types of sports and not be limited as a "home field" for a particular group. Pickleball Court — On January 11, 2012, the Community Services Commission approved utilizing the existing basketball courts at specified times and days for pickleball. Since that time, use of the courts for pickleball has increased and has surpassed use of the courts for basketball. However, as part of their recommendation to approve the current master plan, the Community Services Commission wanted to keep one court available for basketball but, keep the current policy in place to allow for multi-use per the current schedule. The proposed master plan includes placing two pickleball courts on one of the existing basketball courts. An area within the proposed restroom will be created to store pickleball equipment for use by the public. Public Restroom — Prior to its closure, the racquetball building included a public restroom that served all users of the park. Since the Community Services Department continues to program the remaining softball field for leagues and tournaments, a portable restroom has been placed adjacent to the racquetball building. Staff supports the concept of including a permanent restroom in the master plan to serve the public utilizing the sports fields and courts. Additional Improvements — At 17th and Main Streets, Worthy Park is located in a very visible area leading into downtown. As such, other improvements indentified were included in the proposed master plan: new identification signage, a picnic shelter, and new tot lot. Should City Council approve the plan, staff will move forward to complete the necessary entitlements for the project, with construction targeted for FY 14-15 per the current CIP. Environmental Status: Reconfiguration of the park will be subject to the required environmental analysis as part of the entitlement process. Item 10. - 2 HB -162- Dept.
