session, City Council gave direction to develop a
report on a "Shipley to Shore" Trail System,
beginning at the Shipley Nature Center
• Park and Recreation Master Plan supports this
concept

GENERAL PLAN
■ The Recreation and Community Services element of the City
General Plan includes the future development of a trail within
Harriet Weider Regional Park to link Central Park to the beach
■ Coastal Element policies provide for the City to support the
development of a continuous trail system linking Central Park
to the beach.

obtain appropriate permissions

park trail system ($35k plus $35k match)

on Central Park Trail Systems
NEXT STEPS
■ SEEKING CITY COUNCIL DIRECTION :
• Continue negotiating with various property stakeholders
to obtain appropriate permissions to solve the "pinch
point" issues
• Research opportunities through various funding sources
for needed trail improvements
• Continue to work with Orange County Parks to develop
design concept to better define the existing trail system
and add new trails

SHIPLEY TO SHORE TRAIL
I believe alternative names should be considered due to likelihood of a Shipley Nature
Center closure in the future. Lack of accessibility/visibility continues to impair revenue
building opportunities for Shipley to be sustainable. History repeats itself!
2001 City closes Shipley Nature Center (18 acres). Cost to City was $116,000.00 yr. to
man center 9-5 (little money allocated for maintenance). City becomes aware of the
degraded condition too late. Closure is cheaper. No one was monitoring this city facility;
probably because it was too difficult to get to.
2002 Friends of Shipley non-profit are now caretakers to the 18 acres and begin
restoration efforts.
2003 Center is re-opened to the Public on Sundays only.
2004 Mayor Gil Coerper observes struggling, older woman trying to reach parking lot
for the first, Friends of Shipley event. The only disabled parking spaces (2) are located
off of Edwards by lake restaurant, 1/4 mile away. Temporary Lot idea is born.
2005 Temporary lot (with budget of$12 thousand) is installed, using concrete base.
Ingress/Egress is on Goldenwest St. The higher elevation of temporary lot restricts
access. No ADA spaces installed. Some older/disabled volunteers still need to be driven
to front gate on footpath.
2006 Friends of Shipley volunteers see increased need for the west side parking lot as
they attempt events like the Spring Festival, weddings, classes, plant sales etc..
2006 Jim Engle (CS) asks Shipley Board if they would agree to the concept of the

Senior Center in the park. States in email that the west side/Shipley would still get the
parking lot that was on master plan (since 1990). See attached email:
2007 New Senior Center plans take away momentum to produce the west side,
permanent lot for Central Park. Temporary parking lot degrades further....Silica dust
grows worse.
2008 Senior Center's 5 acres needs to be mitigated. Community Services wants to use
the 5 acres, that is the location, of the future, west side/Shipley park level lot (since
1990). They pay a company$7 thousand for a raptor habitat design, in that park level
location. They don't vote on it, but they were willing to go there. What happened to the
earlier promise from Jim Engle? He retires 2010.
ANALYSIS REPORT FOR SENIOR CENTER (paragraph 2) READS: Mitigation 4.3.2
requires that any impact to foraging areas be mitigated on a 1:1 ratio, The proposed
senior center will utilize five-acres of undeveloped park land; therefore, the proposed
habitat area will consist of five acres. The proposed location for the habitat area is within
the undeveloped portion of Central Park to the north of the proposed senior center site,
and south of Shipley Nature Center.
2010 Temporary lot is deteriorating further, more dust, trees and bushes planted to
beautify area are DEAD NOW, FROM SILICA DUST!....Many Shipley volunteers stop
parking there (long ago), due to the dust in lungs and on cars. This goes on till today.
This health hazard to the visitors/workers does not seem to be a concern. 14 YEARS
AND COUNTING! HEALTH HAZARD BECOMES MORE DYER!
2013 ADA Spaces added to Temporary Lot. Retail plant sales continue to be hindered
by location of temporary parking lot. Wedding's are few because of the accessibility
issues. Night events attempted, but failed because of poor lighting and ease of access.
Successful events, like Cool Summer Nights reduced to only 4 nights now. Open hours
still limited to 9-1 M-Sat.
2013 CS Commission, returns to talks about a west side permanent lot.
Staff states that the driveway is not safe off of Goldenwest. Acknowledges the increased
visitors at the nature center and the value of the lower level parking lot design. Pleas for
a park level Parking Lot, from stakeholders is framed to be an attack on `Open Space' by
a couple of CS Commissioners. One Commissioner states, people should park at the
Sports Complex and walk to Shipley. One other Commissioner agrees.
2014 Senior Center build is moving forward. Loss of open space continues to be
challenged by Park's Legal Defense Fund in the courts.
2015 Friends of Shipley provide fewer community events, classes etc. Board size has
reduced by half. Board no longer holds open elections. `Ex-Mayoral' forcefield protects
Board from any scrutiny concerning by-laws. Few revenue building attempts to insure
the center's sustainability exist. Volunteer numbers has dramatically reduced. They
launch a `Go Fund Me' for $60,000.00. And claim, closure is possible in the text.
2015 6.5 acres, near the Urban Forest, is set aside to mitigate for new senior center and 1
acre for permanent west/Shipley parking lot.

2016 $1.5 million pickle ball courts for Worthy Park. CS spends $200,000.00 for a new
Parks and Rec. Master Plan. Plan is approved and pickle ball courts are the hot topic.
Wish it were that easy to get a safe parking lot for a city facility.
2016 Dr. Lawrence Geisse (Parks Legal Defense Fund) strikes a deal (NO
STAKEHOLDERS WERE NOTIFIED OF DEAL!) with the city. Fund will NOT
pursue further `open space' lawsuits if the city promises NOT TO BUILD on the
location of the original 1990 parking lot (for west side and Shipley) design AT PARK
LEVEL!
2016 1990 parking lot is erased off of Central Park Master Plan. And so is the possibility
of park level parking for the west side. The .5 acre temporary lot location at higher
elevation, is now the only option.
Winners: Larry Geisse - Park Legal Defense Fund
Losers: Anyone who parks at the temporary lot (14 years) and breathes the silica dust
(carcinogenic). They are putting themselves at risk of serious respiratory problems!
Children with asthma are especially susceptible to the health risk.
People with disabilities that can not navigate the elevation change from present
temporary parking lot to the nature center/west side of the park.
Shipley Nature Center, because it does not have a parking lot or a vision. The irony is, a
permanent, park level lot (under 1 acre), could have helped guarantee the protection of
18 acres of open space by increasing its accessibility and visibility. Park Legal Defense
Fund should have done the math.
SHIPLEY TO SHORE TRAIL, because the lack of accessibility/visibility will affect its
success, as well.
Central Park, because it will have a west side parking lot design that didn't speak to the
increased park use, due to high density and the present lack of parking throughout
Central Park. Just ask the Library, Kathy May's, Park Bench, Senior Center etc. about
their parking lot capacity issues.......

Description
In reference to the Study Session item for the Shipley to Shore Trail-we are looking forward to the update
at the study session. The Central Park volunteers would highly recommend that the completion of the
Permanent Shipley Parking lot will be very important to the success of this very necessary trail. When
visitors know they have a safe and accessible to all parking lot they will be much more likely to use the
trail. Now is the time to prepare a integrated plan that will incorporate the Permanent Shipley Parking Lot
along with a good plan for the Trail from Shipley to the PCH Shore. Thank you for your attention and
