Thompson Director, Personnel and Labo t ions Subject RETIREE MEDICAL INSURANCE Date arch 1, 197 In accordance with your request, I propose that all retirees be eligible to continue participating in the group medical insurance at current rates along the following lines. I. Employees retiring January I, 1979 and subsequent, would be given the choice at the time of leaving whether they wish to remain in the plan or not and would be asked to sign a positive statement indicating their preference. They would be eligible to continue coverage on the some basis they currently have, that is, employee only, employee and one dependent or employee and two or more. No health statements would be required. 2. Employees who have retired prior to January I, 1979 will all be contacted individually by the Personnel Department and the program wil I be explained to them. They will be given an option as to whether they wish to be participants in the group medical plan and if so, they wil I be required to complete health statements for each individual who would be covered. If the retiree is found ineligible due to his health statement, he and his dependents would not be eligible for the coverage. In the event only a dependent of a retiree would be found ineligible due to health statement, the retiree could still participate. We would complete this process within 30-60 days dependent on the rapidity with which Blue Cross could process and approve or disapprove the health statements. Once the option is offered, the retiree will have no other options available to him. Once the coverage is approved by Blue Cross, the coverage would be affective the first of the month following approval or at some other date specified by Blue Cross. 3. All retirees, whether it be for normal service retirement or for some form of disability retirement would be equally eligible. 4. The eligibility for coverage shall automatically cease when the retiree becomes eligible for medicare. We do not plan to contact those retirees who would now be eligible for medicare due to their age. 5. The retirees would be charged the current rates being paid in the group and any future adjustments would be passed on to the retiree for his payment. The claims and premiums shai 1 be monitored and reviewed very careful ly by the Personnel Department on a monthly basis, and appropriate recommendations will be made in the event it appears that the claims experience is rapidly outstripping the premium money available to pay claims. All premiums and claims will be charged to that particular suffix so as to separate the premium and claims from the regular group. The intent is of course, to make this coverage available to retirees and their dependents at no cost to the City. Close monitoring will be absolutely essential. 6. All retirees are expected to pay premiums in advance. If they should become in arrears, they will be notified and will have an opportunity to pay 1 r their premiums; however, if this is not forthcoming, they will be canceled automatically and so notified. Once a retiree and his dependents are dropped from the coverage for any reason whatsoever, they will not be eligible for further participation in the coverage. 7. The Family Health Plan will work out similar arrangements to those noted above for individuals who wish to remain with the Family Health Plan as retirees. 8. All policies with Blue Cross and Family Health Plan will be modified accordingly to prevent any future problems as to eligibility, premiums and claims service. The Public Employees' Retirement System (PERS) will provide to us a list of all retirees receiving benefits who wil I be notified by the Personnel Department as to the eligibility and the various requirements for this program. I will keep you advised as we proceed in implementing this very valuable benefit for our retirees. Blue Cross has tentatively agreed to the program outlined above and has promised they will have additional material to me by either Friday or Monday and I will update you as the material is received. I would appreciate your comments regarding the program and if there are any questions, please let me know as soon as possible so we may implement the plan immediately. As soon as we receive these documents we will forward the final amendment to be approved by your City Council. Upon reviewing the list of lifeguards submitted to us previously by ,your- self and noting that there are only five persons involved in this reclass- ification, we have concluded that this amendment will have negligible effect on your costs. We are therefore not making any change in ;your City's con- tribution rate at this time. The effect of this reclassification on your City's costs will automatically be reflected in the next regular systemwide quadrennial valuation. One of the requirements for instituting this change is that a majority of the employees must vote in an election in favor of the reclassification. However, since we had a statement dated September 8, 1960, and signed by your five lifeguards recording their desire for the proposed reclassifica- tion we will dispense with any further requirement of an election. There are, therefore, only two steps necessary to place this into effect. They are the adoption of a Resolution of Intention with the subsequent adoption of the final amendment. This bill was recently passed by the State Legislature, thereby, allowing our permanent lifeguard personnel to qualify as local safety members in our present retirement contract with the State of California Retirement System; providing, we have the consent of the City Council, I am sure that no one can deny the fact, that a lifeguard's occupation is classified as a hazardous one, with certain calculated risks involved. The main objective of the safety series is to protect per- sonnel whose job involves personnel risk while protecting the general public. The State Legislature felt that lifeguard personnel should be included with Firemen and Policemen as Safety Members, thereby, they added Section 20019.3 to the Government Code. Therefore, we would like to request that the City Council amend our present retirement contract with the State of Califor3iia�Retirement System, in compliance with Section 20019.3 of the Government Code, relating to the State Re- tirement System. "Local safety member" also includes all em- ployees of a city who have by contract been included within this system, and whose principal duties consist of active pro- tection, rescue, and rendition of aid or assistance to per- sons injured or- imperiled in water areas at ocean beaches and the recovery from such water areas of submerged objects and bodies of persons drowned or believed to have drowned in such areas, or the immediate supervision thereof, including persons employed to perform the duties now performed under the titles of aquatics director, chief lifeguard, captain life- guards, lieutenant lifeguards, beach lifeguard, but who per- forms additional duties, some of which (including the main- tenance of peace and order and the apprehension of law violators) are customarily performed by police or peace of- ficers, and whose other duties (such as resuscitation work in;: volving the use of special equipment in cases having no con- nection with their principal duties) which in other areas are customarily performed by firemen, and other and further duties which do not come directly within any of the aforesaid classifications but are essential to the safety and security of the public, excluding those whose principal duties are those of a telephone operator, clerk, stenographer, machinist, mechanic, or otherwise clearly do not fall within the scope of active lifeguarding or lifesaving service, even though such a person is subject to occasional call, or is occasionally called upon to perform duties within the scope of active life - guarding or lifesaving service. The association further went on record, on a motion duly made and carried, to request your Honorable Body to further consider to amend the City's contract with the State Retirement Board to also include the following section, upon which considerable study had been made: "A new Section 20952.5 was added to the law providing that local safety members may be retired at age 50, providing they have 20 years of continuous service, but the allowance payable would be on a dis- counted basis. The normal retirement remains at 55 with half pay as the goal.. As the normal retirement basis is unchanged, no valuation is necessary to adopt this amendment and the rates of contribution by the member and by the employer will not be changed." You ask in that letter for an exaplanation of why item 33 of their report is less under the contract if amended to the 1949 basis, as compared to the rate which would apply if the contract is not so amended. The benefits provided under the report of the Consulting Actuaries, labeled "B" or "B and D", include the so-called "Fixed Formula" for the Cityls Policemen and Firemen —The retirement benefit intended to be given to the Cityls Policemen and Firemen is half -pay at age 55 with credit for 20 or more years of service. The portion of this benefit based on "prior service" will be equal to this formula. Under the Cityls present contract, however, the portion of the benefit related to "current service", that is service rendered after the effec- tive date of the Cityls contract, is equal to the benefit actually purchased at rates being charged upon retirement, by the amount of the e:mployeets accumulated contribution plus a similar amount to be taken from contributions made by the employer. The rate of contributions being paid by the Cityls Policemen and Fire- men are designed to be sufficient so that if the employee has 20 or more years of service upon retirement age 55, then the benefit will exactly equal the intended formula. If for any reason, however, it is necessary for us to charge. .more for the retirement allowance than was anticipated when the rate of contribu- tion of the employee was fixed, then there will not be sufficient funds available in the employeets account to buy the intended formula.. An increase in the amount charged for retirement allowances may be due to changes in life expectancy or in the rate of interest being.earned on e.mployeets contributions.. As an example, it -was necessary effective July 1, 1951, to change our Mortality Tables with respect to the Miscellaneous members, and this would result in a greater charge at retire- ment for Miscellaneous members. Char investigation, however, did not indicate the need now for a change in the amounts charged for retirement benefits with respect to the Cityls Fire}yen and Policemen. Henricksen City Clerk HUNTINGTON BEACH -2- August 9, 1951 Under the "Fixed Formula" for the Policemen and Firemen, the retirement benefits will be equal to.the intended formula irrespective of the amount in the indi.vidual's accumulated contribution account. in other words, under this type benefit, the City guarantees that the benefit will be equal to the intended formula and that it will .make up any deficiency in the employees' contributions. In calculating the City's cost under the "Fixed Formula", it was, of course, impossible for the Consulting Actuaries to anticipate in that cost any additional cost which might result from a change in interest or mortality assumptions to be made in the future. If it were possible to make such an estimate, it would of course mean that such changes should have been made now. If the City's contract is amended to include the "Fixed Formula" for Policemen and Firemen, then the future .may disclose that a change in costs will be necessary because of a change in interest or .mortality assumptions which can not now be anticipated. Normally, the periodic investigation of the experience and the valuation r of the assets and liabilities under the System, would have been made in 19", as provided in Section 20127 of the Retirement Law. Section 20129, however, permitted the postponement of this work because of the war. The Retirement Board is planning now, however, to conduct the investigation and valuation as of June 30, 1946. 2. Public agencies are required by law to meet their proportion of the cost of the work in connection: with their employees, ^,;hich will be done through a Consulting Actuary in accordance with Section 21128 of the Retirement Law. 3. This letter is sent to you as advance notice of your share of the approx- imate cost, and also to give you information about additional valuations which yo� may want done concurrently with the periodic work. The cost to you of t. e periodic investigation and valuation will be divided into two portions, as follows: a. The .first portion will cover the work of the Retirement Office in preparing the data for the Consulting Actuary. You will recall that for the valuation made in anticipation of your participation in the System, you gathered the data and furnished it to this office. Now, howwever, complete records about your employees are on file here, and the data :will be derived, assembled, punched on+.cards and tabulated here. The cost of this work is now estimated to be $'.50 per member. Roughly, the number of your employees who are members, is -5--i , and consequently the approximate total cost under this item will beas.so, b. The second portion of the cost will cover the work to be done in the Consulting Actuary's office. This cost will be 75c/ per member, plus $25.00 for each employee group, such as 1,iscellaneous, Fire, and Police. On the basis of the approximate membership stated in item (a), and 3 groups, the approximate cost under this item will be 4. The total of items (a) and (b) is which ,you may use in making provision for the cost which will fell due in 191IU6-47. It ma.y be that you will want a va.luetiRn made concurrently with the periodic valuation referred to above, to determine the cost to you of subjecting yourself and your employees, by t'_ze same steps that led to the present participation, to the 1945 retirement amendments, reducing the ages at which members may be retired, and increasing the benefits members will receive. 6. Briefly, the principal amendments, (a) reduce the minimum normal service retirement age from 65 to 60; (b) increase the factor in the service retirement benefit formula from 1/70 to 1/60; (c) increase the minimum guaranteed monthly retirement allowance from $40 to $60, and apply it at age 65 with 20 years of service, as w011 as at age 70 with prior service as in the past; and (d) provide a $300 death benefit for retired persons. 7. The Consulting Actuary's fee for determining the cost of applying the amendments in the item next preceding, to your employees, with the proper amendments to your contract, is 75 ? per member. Based on the number of members in item (a) preceding, the approximate cost for this work would be in addition to the amount in item (4). 8. You will recall that Section 20894).5 permits public agencies to make contributions which otherwise would be required of its employees to cover time during which they were absent in military service. These contributions, of course, arc made in lieu of the employee's contributions, and the public agency would also make the employer's contributions required under your contract. The section referred to, requires a valuation before public agencies can take this action, and consequently it may be that you will want a valuation under this item concurrently with the periodic investiga- tion and valuation. Some public a,rrencies have already asked for this -valuation, but it has been decided to postpone such work until the periodic work is being done. Postponement will do no harm, since members normally will not receive the benefit from the contributions in the near future. The cost of this work cannot be determined now, because we do not know how many of your employees were on military leave. It is estimated roughly,, however, that the cost would run approximeatnly `�.50 -nor member on military leave, certain additional information to be required of you. In due course you will be furnished a form upon which you will indicate whether you want the further valuations referred to in iterz (5) and (8). Possibly you also will be furnished with a contract form to be executed between the legisla- tive body and the Consulting Actuary. Cards, F115b, upon which you are to enter data, about present employees shown on F114a, necessary for the determination of the approximate contributions which would be required of you by your participation .in the Retirement System. The cards are to.be completed in accordance with the following instructions: Number of Item on card Instructions 1. Enter name as "Jones, John J." 2. Enter "IV for Tviale and "? for Female. 3. If abbreviations used for departments are not self- explanatory, furnish list of abbreviations. 4- Enter only present status even though previously otherwise employed. If abbreviations used for titles are not self-explanatory, furnish list of abbreviations. 5. Number cards consecutively, beginning with 6. Enter date of birth, as "12-22-99 . 7. Do not enter age.
