REEKSTIN, Director of Administrative Services/' SUBJECT: Approve the Addition of a Personnel Analyst, Principal Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: Should the City add a Personnel Analyst, Principal position to the FY 99/00 City Budget? Fundina Source: Funding is available in the FY 99/00 budget for the Personnel Division due to salary savings. Recommended Action: Amend the FY 1999/2000 budget by adding one Personnel Analyst, Principal position in the Administrative Services Department. Alternative Action(s): Maintain current staffing levels. Analysis: The City's Personnel Division is currently facing unique challenges in conducting recruitments due to an extremely low unemployment rate of 2.1 % in Orange County and a large number of anticipated retirements emanating from the 2% at 55 benefit for miscellaneous employees. In fact, the low unemployment rate has hampered the Personnel Division's ability to hire the new Personnel Analyst approved in the FY 99/00 budget. Funding Source: Funding is included in the FY 99/00 budget for the Business Software System. Recommended Action: Amend the FY 1999/2000 budget by adding one Personnel Analyst, Principal position in the Administrative Services Department. Alternative Action(s): Maintain current staffing levels. Analysis: In October 1999, the City Council approved funding and acquisition of Enterprise Resource Software, Hardware and Consulting Services to implement an integrated Business Systems Software program to update and integrate the City's Financial, Payroll, Purchasing, Budgeting and Human Resource software programs. Due to substantial program staffing requirements, several positions within various City departments need to be backfilled during implementation of the business software system. The request for a backfill Personnel Analyst, Principal will ensure the smooth operation of the division during the implementation of the business software system.
