BEARDSLEY, Director of Public Works SUBJECT: AUTHORIZE AN ADDITIONAL CIVIL ENGINEERING ASSISTANT POSITION IN THE WATER FUND BUDGET Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The addition of a full-time position of Civil Engineering Assistant will provide development review and capital project analysis services for the Water Division. These services are currently being provided primarily by a contract civil engineer. Funding Source: Funds are included in the Water Division Contract Services budget. Upon Council authorization to establish this position in the budget, these funds will be transferred to the Water Engineering Salaries account. This action will result in an annual savings of approximately $60,000. Recommended Action: Motion to: Authorize the addition of a Civil Engineering Assistant to the Water Division of the Public Works Department. Alternative Action(s): Do not authorize the hiring of a Civil Engineering Assistant, and continue providing these critical services at a significantly greater cost to the City. REQUEST FOR ACTION MEETING DATE: May 1, 2000 DEPARTMENT ID NUMBER: PW 00-30 Analysis: The responsibilities of the Engineering section of the Water Division include development support services. These services include entitlement review, plan checking and hydraulic modeling and evaluation for impacts on the City's water system. The Water Engineering section also provides technical support and hydraulic modeling assistance on major Water Master Plan and Capital Improvement Program capital projects. For the past several years, these engineering services have been provided by contract civil engineers at a significantly greater cost and reduced level of service to the City and the development community. The need for this highly visible position is permanent and constant. It is expected that meeting this need with a full time City employee is the most efficient and cost effective solution, resulting in annual savings to the City of approximately $60,000.
