Statement of Issue: Should the City provide up to a ten percent increase in compensation
for those employees who have assumed extra duties and responsibilities to backfill
employees who are assigned to the implementation of the Business Software System?
Funding Source: Funding for increased compensation is included in the FY 99/00 budget
for the Business Software System.
Recommended Action: Authorize the City Administrator to provide up to a ten percent
compensation increase for employees who have assumed extra duties and responsibilities to
backfill employees who are assigned to the implementation of the Business Software
System.
Alternative Action(s): Hire temporary or contract employees to backfill for those positions
affected.
Analysis: The implementation of the new Business Information Software requires a
significant time commitment for approximately 30 employees — anywhere from twenty-five to
seventy-five percent of their time — for at least the next year. In planning for this project, it
was envisioned that the City would hire temporary and/or contract employees to backfill for
those who were committed to the project. However, in many cases, it is possible for existing
employees in a lower classification to assume some of the duties and responsibilities of an
employee committed to the Business Information Software project. This would not only result
in net savings for the City, but also would reduce total training time while increasing future
advancement opportunities for our existing personnel.

The authority granted to the City Administrator to provide up to a ten percent compensation
increase would only apply to this project and would only be granted to those employees who
are assuming duties above and beyond those specified for their current classification.
